HOW EMBARRASSING! MySikap still isn’t quite working!
Whatever they meant by naming the new system MySikap, it is turning out to be closer to MySiakap, as in My Ikan Siakap. To call someone or something “fish” in Cantonese is to say, “Embarrassing”.
MySikap is turning out to be an embarrassment for the JPJ!

JPJ: Exploit extended hours
The JPJ office in Petaling Jaya yesterday. JPJ offices nationwide will be open on Saturdays until the end of this month.
PETALING JAYA: The Road Transport Department (JPJ) has advised the public to settle transactions during its extra operating hours on Saturdays to escape long queues on weekdays.
A JPJ spokesman said only a small number had taken advantage of the extra working day for JPJ branches.
“Perhaps, this is because not many are aware of our extra opening hours whenever we decide to extend them.
“Unless it is urgent, I urge everyone to settle their transactions on Saturdays because we are normally filled to the brim on weekdays,” he said here yesterday.

MySikap system yet to fully resolve technical difficulties

GEORGE TOWN: It has been five months since the MySikap system by the Road Transport Department (JPJ) encountered difficulties. Until yesterday, little had changed.
It was designed to handle a myriad issues relating to road transport matters, but due to a problem reportedly caused by a small-capacity server, it could not meet the deluge of users.

Designed to replace the older Sikap system, the upgrade saw an initial rollout on July 25 and July 26, though it went through a foul-up and had to be fine-tuned before Nov 1.
Problems that surfaced included slow retrieval of its database, errors when inputting data, slow loading and registration errors.
On Nov 25, the system was reportedly still not stabilised, causing thousands of people to wait for days to renew their official motoring particulars.
Nothing has since changed after acting Transport Minister Datuk Seri Hishammuddin Tun Hussein reportedly said more adjustments were needed.

MySikap
It replaces was supposed to replace the current Sikap system. It allows was meant to allow users to handle transactions on voluntary/fixed vehicle ownership transfers anytime, anywhere.
First, both the registered owner of the vehicle and the new owner must come to an RTD counter and apply for an online ID.
After that, they only need to activate the ID by logging in within 14 days of registration, then they can handle transactions online.

Acting Transport Minister Hishamuddin Hussein said the main issue with the MySikap is the weakness of its main frame computer.
KUALA LUMPUR: A special body will be set up to scrutinise the problems and weaknesses of the new Road Transport Department’s (JPJ) computerised system, known as MySikap which was launched on Nov 1.
Acting Transport Minister Hishammuddin Tun Hussein said the body, which would comprise computer experts from computer-related companies, including IBM Malaysia, would look into all problems and weaknesses of MySikap before they were discussed at the National Economic Council meeting chaired by Prime Minister Najib Tun Razak.
“They will take one or two weeks to look into the matter and I hope they will find medium-term and long-term solutions to the problems.

JPJ offices nationwide to open this Friday, Saturday following transistion to MySikap system
KUALA LUMPUR: All state and branch Road Transport Department (JPJ) offices will be open this Friday and Saturday, to deal with the backlog of applications, following the transition to the MySikap system.
JPJ director-general Datuk Seri Ismail Ahmad said JPJ offices and branches in Kedah, Terengganu and Kelantan would be open as well, adding that other JPJ offices and branches would be open on Saturday.
JPJ counters would be open as usual at 7.45am for all services, he said in a statement here Thursday.
He said a directive on the matter had been circulated to all state and branch JPJ heads nationwide. – Bernama

JPJ: System was flawless during pilot tests in two states
PETALING JAYA: The MySikap system worked flawlessly during its pilot test in two states before its nationwide rollout on Nov 1, says the Road Transport Department (JPJ).
According to JPJ director-general Datuk Ismail Ahmad, both pilot tests in Perlis and Malacca went smoothly, but when it ran the system beginning this month, “it got stuck”.
Ismail maintained that there was nothing wrong with MySikap’s core components, though he admitted that there were parts of it that needed to be fine-tuned

Much ado over JPJ glitches
Long, long wait: People waiting for hours to renew their driving licence and road tax when there was a system slowdown at the JPJ office in Petaling Jaya in August.
PETALING JAYA: Consumers and car dealers are fed up with the technical glitches plaguing the Road Transport Department’s (JPJ) MySikap system.
The system upgrade, which was rolled out on Nov 1, has still not stabilised and caused thousands of people to wait for days to renew their driving licence and road tax and to register cars.
A car dealer, who wanted to be known as A.S. Lee, said customers were accusing dealers like him of delaying their new car registrations on purpose.

MySikap system to be fully restored by year end, says RTD DG
KUALA LUMPUR: The Road Transport Department’s (RTD) new computer system, MySIKAP, which has been experiencing problems due to a computer glitch, is expected to be fully restored by the end of the year.
RTD director-general, Datuk Ismail Ahmad said the system’s capability was very slow, resulting in the department having to take measures to re-stabilise the system.
“The RTD has increased its capability from 415mips (Million Instructions Per Second) to 1,112mips. This week, the system is starting to stabilise, although the department is still not satisfied with the speed,” he told a media conference after surveying the system at the Federal Territory RTD Sunday.
He advised the public to be patient and said the department targets increase online services by up to 85% by 2015.

JPJ’s MySikap needs attitude change
MySikap failed within two weeks, bringing the nation to a juxtaposition of incompetence laced with corruption and grandeur government transformation plans.
The Malaysian government has once again failed miserably in implementing a robust, reliable, accurate and fast system in the Road Transport Department (JPJ). The MySikap web portal has crushed and left thousands of users in a quandary.
Apparently the MySikap has the capacity to handle up to 1,000 different types of transactions. Now that is definitely a very optimistic goal.
And the unacceptable lame reason given by the JPJ director general (DG) is that the server was under- capacity, thus it cannot cope up with the sudden surge of users. This excuse just does not pacify the anger and anguish vehicle owners have today.
Why were not all parameters and specifications analysed, mitigated and computed well ahead before rolling out an already failed system?
This brings us to question in the methodology applied and implied in procuring the entire MySikap system that in essence never could take-off the ground. The DG and acting minister of transport, Hishammuddin Hussein should take full responsibility of the system failure and resign with immediate effect.

MySikap failure warrants indepth investigations by the police, Malaysian Anti-Corruption Commission (MACC) and the Auditor-General. No stone must be left unturned.
Brushing it off as a mere under capacity server that compels the JPJ to purchase a new and bigger server does not fit as answers to the issue at hand. There is for sure more to what meets the eye.

Najib talks and that too a lot more than required about various schemes and performance indexes; but let us see if he dares enough to take the MySikap failure to another step.
It is Najib who has to look into the “Sikap” or attitude of his men first before launching MySikap, again.

BARELY two weeks into its implementation, the Road Transport Department’s MySikap portal has encountered problems coping with the tremendous load capacity of users attempting to use the system.
This has resulted in technical glitches affecting millions of users, prompting director-general of RTD Datuk Seri Ismail Ahmad to describe it as a darurat (emergency) situation.
Ismail said the system, which was implemented nationwide on Nov 1, had attracted 1,000 complaints so far and the RTD was handling it as best as it could.

JPJ: Give us time to sort out MySikap
The Road Transport Department has asked the public to be patient until it fully implements its new computer system.
PETALING JAYA: The Road Transport Department (JPJ) has asked the public to be more patient with their newly implemented computer system – ‘MySikap’ – as their staff are not well versed and competent with the new system as yet.
FMT yesterday reported that the public were experiencing long delays at the Department’s counters due to the new system. JPJ customers had complained that they had to wait for several hours just to get their driving licenses and road tax renewed.
A JPJ spokesperson, contacted by FMT, said the Department’s staff were undergoing a learning process and the public should give them some time without putting pressure on them.
“Give us some time to learn and we promise to give prompt service.” she said.

She however, rubbished claims that the system was unstable and very slow.
“There is no problem with the system but our staff are not hands on with system yet. Just give them a little more time to master the system,” she said.

There were long queues outside JPJ branches with people waiting to renew their road-tax and driving licences because of a new online system.
PETALING JAYA: The new Road Transport Department (JPJ) online system implemented on Nov 1 for the renewal of road-tax, driving licence and vehicle registration has not gone down well with the public.
Previously, people could renew their road tax and driving licence at post offices but not any more under the new system called mySikap.
The system also allows users to handle transactions on vehicle ownership anytime and anywhere after the registered owner and buyer had gone to an RTD counter to apply for an online ID.
FMT visited a few JPJ branches and saw long queues on the road due to the slow system.
Taxi driver Roslan Ibrahim, 36, said he had to wait for seven hours just to renew his road-tax.
“This is the first time I am encountering this kind of problem. The whole day is wasted and there goes my one-day business.
“This system is a hassle and inconvenient,” he said.
Car dealer Jeffry Mislan, 37, said previously he could change the name in the road-tax on behalf of the owner.
“Now the owner has to come with him to change the name,” he said.
He said JPJ should reconsider their decision because it was troublesome for many.

PETALING JAYA, Nov 5 (Sin Chew Daily) – The new computer system “my SIKAP” recently introduced by the Road Transport Department Malaysia (JPJ) is fairly a good measure but if the new system is not stable yet, the JPJ should temporarily replace it with the old system to solve problems like slow processing and paralysis, said Kuala Lumpur and Selangor Car Dealers and Credit Companies Association (KLSCDCCA) president Khoo Kah Jin.
He told the Sin Chew Daily that the new computer system was fully implemented since 1 November. It provides various services through the JPJ website, including road tax renewal, driving licence renewal, vehicle registration and so on.
He pointed out that the association had recently received complaints from some members, saying that computer system failures in some JPJ branches had interrupted the JPJ’s services.

An anonymous runner said that since my SIKAP was implemented, their businesses have been greatly affected.
“However, there are still many problems and since the JPJ had not coordinated with PUSPAKOM, many car owners were unable to get their vehicle inspected and complete the ownership transfer procedures within the restricted time period,” he said.
He explained that some car owners must first go through PUSPSKOM inspections before moving on to the ownership transfer procedures but some times, they have to wait for a few days when the inspection time slots are fully booked. If the procedures must be completed within seven days, how are the car owners going to do it?
He said that car owners must complete the ownership transfer procedures within seven days or the sellers and purchasers must personally go to the JPJ to proceed to the procedures.
Under the new system, all car owners who wish to sell their cars must apply for an account together with the purchasers through a biometric fingerprint-based system, activate the online account and complete the procedures online within seven days.
