Assessment rate hike: DBKL receives 166,000 protests
The Kuala Lumpur City Hall will deliberate on whether to continue with the new rate or otherwise after the March 31 deadline.
KUALA LUMPUR: A total of 166,000 protests from property owners in the city were received over the proposed increase in assessment rate by Kuala Lumpur City Hall (DBKL) so far, its mayor, Ahmad Phesal Talib said today.
He said some of the protests were sent by the same property owners.
“The period for objection is until March 31 and if there is still objection by then, DBKL will consider whether or not to extend the period further,” he told a media conference here today.
It had been reported that the assessment rate would be increased in accordance with the Local Government Act 1976. The rate has not been raised for 21 years.
The new increased rate was supposed to have been enforced last Jan 1, but was postponed due to objections by property owners.
Ahmad Phesal said a panel, comprising representatives from DBKL advisory board, surveyors, lawyers and private valuers, would scrutinise objections raised by property owners.

City Hall have already started sending out notices to all property owners in Kuala Lumpur informing them of the proposed hike in rates, which was between 100% and 1,000%.
The notices, however, stated that if there are objections to the proposed hike, property owners must register their objections with City Hall before December 17.

Legal action over DBKL rates unlikely
The next course of action will be decided after talks with Tengku Adnan, says Nurul Izzah.
KUALA LUMPUR: The chances of Pakatan Rakyat dragging Kuala Lumpur City Hall (DBKL) to court to stop it from increasing assessment rates are slim.
“It is difficult because DBKL has its own laws,” Lembah Pantai MP Nurul Izzah Anwar told FMT today.
She said Pakatan MPs for Kuala Lumpur would decide on their next step after negotiating with Federal Territories Minister Tengku Adnan Mansor at a meeting next week.
Pakatan has launched a campaign to help affected property owners petition against the 100-300% increment in assessment rates.
Yesterday, the Kuala Lumpur MPs made a petition form available for download from their websites.

KL residents’ associations band together to fight assessment rate hike

A movement comprising at least 30 residents’ associations is being organised to tell City Hall that property owners in Kuala Lumpur are united against a proposed hike in assessment rates, which is seen as exorbitant.
Representatives from the residents’ associations of Bukit Bandaraya, Bangsar Baru, Lucky Garden and Bangsar Park will meet today where a proposal will be raised to gather at least 30 other residents’ associations in Kuala Lumpur.
Bukit Bandaraya residents’ association president Datuk Mumtaz Ali said the last time the Draft KL City Plan 2020 was in progress, they had formed a loose coalition among 30 other residents’ associations to offer their input.
“At the meeting tomorrow (Tuesday), we will discuss the possibility of joining forces with them again so that we will be able to speak with a bigger voice,” Mumtaz told The Malaysian Insider.
He is also in the midst of preparing a template letter of objection, to be handed out to all residents in his area to register their protests individually.

Pakatan MPs have set in motion a campaign to fight the steep hike in assessment fees imposed on the cikty folk by the Kuala Lumpur City Hall (DBKL).
Lembah Pantai MP Nurul Izzah Anwar noted that many KL residents have received their proposed assessment hike from DBKL but are not aware on how to file objections and Pakatan MPs will help organise and assist them.
“We are going all out. Some people are lost as to what to do because this is the first hike in 21 years and only now has it become relevant to counter-argue against DBKL,” Nurul Izzah told a press conference in the Parliament lobby today.
She said Pakatan has prepared a standard template for residents to file appeals against their assessment hike and will be distributing these to the residents, as well as to residents’ associations.
The forms would also be uploaded on her website. The appeals must be submitted to DBKL before the Decr 17 deadline set by the local authority.
