KANG SEAK SIONG WAS SHOT DEAD. Two policemen were arrested. What has happened since then?
On 13 Oct, 2013, at about 2.20am, debt collector Kang Seak Xiong, 38, from Nibong Tebal had an argument with the lance corporal in his 30s at an entertainment outlet in Juru Auto-City. An argument ensued between the two men before the suspect was attacked by the victim and several men. The suspect then fired a shot that hit the victim’s abdomen before fleeing with the corporal from the Johor state police contingent.
Two policemen – a corporal and a lance corporal – were arrested.

Reveal status of shooting probe, CPO told
GEORGE TOWN: Senior parliamentarian and lawyer Karpal Singh wants the Penang police chief Senior Deputy Commissioner Abdul Rahim Hanafi to publicly explain the status of police investigation into the fatal shooting of a businessman in an entertainment outlet in Juru on Oct 14.
Karpal said the family of deceased Kang Seak Siong, 38, and the public had the right to know about the police probe into the shooting incident, that involved two off-duty policemen.
Under Section 109 of the Criminal Procedure Code, he pointed out the family was entitled to obtain a report first from the police, or failing which from the public prosecutor’s office or even Attorney-General Chambers, on the status of police probe.
He wants the policemen, who were released on police bail after a five-day remand, to be charged accordingly immediately given the existence of credible eyewitnesses to the incident.
He said Kang’s family was now in the dark about status of the case as the police had so far failed to provide any details of the probe findings despite several attempts on their part.
He revealed that Kang’s family had written twice to the case investigating officer and CPO Abdul Rahim seeking answers on the case but there was deafening police silence on the matter.

Off-duty cops involved
Karpal pointed out that the issue was serious matter of public importance since it involved off-duty police officers.
He is curious as to why the policemen were released after being remanded and not charged until today despite alleged statements from eyewitnesses confirming the law enforcers involvement in the fatal shooting.
