Thousands turn up at Penang ‘illegal’ rally

GEORGE TOWN, May 18 – Thousands turned up at the Esplanade to attend the Penang Pakatan Rakyat state government rally this evening despite the police declaring it an illegal rally.

The crowd started streaming in from 7pm and by 10pm, they had filled more than half the field.

The crowd was not as huge and overwhelming as the last rally held in Esplanade, on May 3, just two days before the May 5 polls where more than half a million in donations were collected.

Tonight’s rally, which was originally organised by PR, is a state government rally to introduce its new leadership and to thank Penangites for their support.

Many in the crowd were dressed in black with a sprinkling of red, yellow and green, in support of the PR.

The line-up of leaders to speak in the rally include Penang DAP chairman Chow Kon Yeow, DAP National chairman Karpal Singh, Penang chief minister Lim Guan Eng, Gelang Patah MP Lim Kit Siang, PR leader Datuk Seri Anwar Ibrahim and other PR state leaders.

No permit needed for Ceramah – Karpal

GEORGE TOWN – DAP national chairman Karpal Singh said the state’s ‘thanksgiving mega ceramah’ on Saturday night did not need a permit as it is a state function.

“It is a gathering to introduce the new exco lineup. That is the purpose of the assembly.

“I have had a word with chief minister Lim Guan Eng who wrote a letter this morning informing the police of the purpose of the gathering.

“I hope the police will not be trigger-happy and try to interfere with the gathering,” he told a press conference in Air Itam Saturday.

Penang Govt and cops headed for showdown

The police and the state government are heading for a showdown as the state is planning to proceed with its “thanksgiving mega ceramah” in the Esplanade tonight although the police have not approved the permit application for the gathering.

Deputy Chief Minister I Mohd Rashid Hasnon said the state notified the police yesterday that the event was an official state function and was not being organised by Pakatan Rakyat.

Furthermore, he said the venue for the gathering was not at any of the places stipulated under the Peaceful Assembly Act 2012 as prohibited areas, such as the airport, dams, hospital or places used for religious ceremonies.

The police said the permit application was rejected because the organiser failed to comply with certain requirements, including giving a 10-day notice prior to the event.

George Town OCPD Asst Comm Gan Kong Meng said the proposed location for the gathering was also unsuitable due to concerns over public safety as the Esplanade was a popular spot for tourists especially on weekends.

Mohd Rashid told a press conference here yesterday that even if the police continued to refuse to issue a permit for the gathering, the state would proceed as planned.

State Tourism Development and Culture Committee chairman Danny Law Heng Kiang, who was also present at the press conference, clarified that he had on Wednesday applied for a police permit under the name of Pakatan.

He said police had approved the permit, provided it was moved to the City Stadium.

“We felt it was too small to accommodate the expected crowd of 60,000 and would cause a massive traffic jam.

“To make it easier, we felt that the event was best organised under the state.”

Police says rally tomorrow illegal, DCM I says it is not

The rally tomorrow, titled ‘One Person One Vote Save Democracy’, will start at 8pm at the Esplanade. – File picGEORGE TOWN, May 17 — The Penang Pakatan Rakyat (PR) state government has decided to circumvent the Peaceful Assembly Act 2012 by turning tomorrow’s planned rally into a “state government function” after it failed to obtain a permit from the police.

Deputy Chief Minister I Mohd Rashid Hasnon told a press conference today that since PR could not get a permit to organise the rally tomorrow, the state government will organise a “state event” instead.

“Tomorrow is not a political event but a state function to thank Penangites for their support,” he said.

He said since it is a state event, they do not need a permit from the police and all they need is to send a notice to inform the police of the event.

The rally tomorrow, titled “One Person One Vote Save Democracy”, will start at 8pm at the Esplanade.

It was originally organised by PR to thank voters for supporting them in the May 5 polls where the coalition had retained Penang with a higher majority in most seats and had won 30 out of 40 state seats.

Later in the afternoon, the police called a press conference to insist that the rally is illegal as the police had rejected PR’s application for a permit.

“We received the application on May 15 and the law is very clear, under the Peaceful Assembly Act 2012, they need to notify us 10 days before the event and they did not do so,” said George Town OCPD Asst Comm Gan Kong Meng.

“We have met with the organisers again at noon today and advised them not to hold the rally as it is illegal but they insisted that they want to go ahead with it,” he said.

He said the police will be out in full force to protect the safety of the public and also to ensure traffic flow was not disrupted tomorrow evening.

When asked whether it is still illegal since it is now a state event and not a political rally, Gan refused to reply.

“What I can say is that we will act according to the law, that’s why I don’t want to answer any other questions on this,” he said.

He said a 17 points were identified for the police to control traffic flow to avoid massive traffic jams since more than 50,000 people are expected to turn up for the rally.

Thanksgiving ceramah is state govt’s event: Penang DCM

GEORGE TOWN (May 17, 2013): The thanksgiving ceramah, slated for tomorrow evening at the Esplanade, will go on as scheduled as it is now a state government-organised event.

Penang Deputy Chief Minister (I) Mohd Rashid Hasnon said the “One Person, One Vote, Save Democracy” which was originally a Pakatan Rakyat event, has been converted into a state government event.

“As it is a state government event, we are only supposed to notify the police about it. We can continue with the event because it’s a state government’s function.”

“Under the Peaceful Assembly Act (PAA) 2012, places like dams, airports, ports and hospitals, cannot be used to hold any assembly,” he told a press conference here today.

Also present were state excos Danny Law Heng Kiang and Chong Eng.

Mohd Rashid noted that since it was a state event, no permit was needed from the police.

The event, where some 60,000 people are expected to turn up, will feature elected state representative from Pakatan Rakyat including Penang chief minister and DAP secretary-general Lim Guan Eng, PKR de facto leader Datuk Seri Anwar Ibrahim, state exco Chow Kon Yeow and Penang PAS commissioner Datuk Mohd Salleh Man.
