Not compulsory to submit IC copy when registering for new prepaid SIM card, says Jailani
KUALA LUMPUR, April 21 — There is no specific guideline for customers to provide photocopies of their identity cards (IC) to telco agents for prepaid cards when purchasing new prepaid mobile SIM cards, says Communications and Multimedia Deputy Minister Datuk Jailani Johari.
He said the original copy of individual ICs should be presented to the agents for verification purposes, only upon subscription to avoid fraudulent registration.
“It cannot be denied that some agents collect information from the ICs for certain purposes based on their company’s standard operating procedures.
“The public can lodge complaints if they discover their personal information or ICs are misused.
“The ministry, via the MCMC (Malaysian Communications and Multimedia Commission) will take action against any party which misuses the individual’s information,” he told reporters here today.
Speaking to reporters after the opening of the 11th International Telecommunication Union (ITU) Symposium on ICT, Environment and Climate Change, Jalani said the MCMC would cooperate with the police and authorities to investigate cases reported before action could be taken against the agents.

The Communications and Multimedia Consumer Forum of Malaysia (CFM) has warned that the number of cases of false registration of prepaid SIM cards has shown an alarming increase in 2015. CFM received some 89 complaints pertaining to the matter last year, a whole 189-percent more than it saw in 2014.
CFM chairman Megat Ishak Maamunor Rashid says that this is due to agents and dealers using the details of customers to register for fake accounts for illegal foreigners and other customers.
As such, Megat reminds the public to be more careful when handing out personal information. More importantly, the CFM points out that there is no reason for sales representatives to make photocopies of MyKads for registration. This is because there is only an obligation to verify the information recorded, without actually needing to make a copy of anything.
