Justice is slow for Felicia Teo, missing since 2007 but it’s coming

SINGAPORE – One of the two men accused of Ms Felicia Teo Wei Ling’s murder in 2007 will be further remanded, with his case adjourned to July.

In a brief appearance, Ahmad Danial Mohamed Rafa’ee, 36, appeared in a district court via video link on Tuesday (May 24), as his lawyers requested an adjournment of the case.

The court also heard that the second alleged murderer, Ragil Putra Setia Sukmarahjana, 32, has not yet been located.

No further details on the whereabouts of Ms Teo’s remains or the investigations surrounding Ragil, who is believed to be overseas, were given.

Ms Teo’s disappearance made headlines when her family and friends appealed for help, refusing to believe that the 19-year-old student had run away.

They last saw her on June 29, 2007, when she left her home in Bras Basah.

Ahmad and Ragil, who were the last people to be seen with Ms Teo, were then accused of murdering her in a 10th-floor unit of Block 19 Marine Terrace, according to court documents.



SINGAPORE — A man charged a fortnight ago with murdering a 19-year-old will be held in remand for one more week, as he has been unwell and more time is needed to complete investigations.

Ahmad Danial Mohamed Rafa’ee, 35, was charged on Dec 17 with the murder of Felicia Teo Wei Ling in 2007.

The State Courts heard on Thursday (Dec 31) that Ahmad, a creative manager at gaming firm Razer, had been receiving medical attention at Changi Prison’s Complex Medical Centre and investigators could not complete their investigations because he has been ill. 

Wearing a red polo shirt, face mask and with his hair tied back, Ahmad briefly reappeared in court via video link. He did not show any emotion.

Ahmad’s lawyer Shashi Nathan of law firm Withers KhattarWong did not object to the extension of the remand. Mr Nathan said that the defence team intended to meet Ahmad on Thursday at the police’s Criminal Investigation Department (CID).

The police prosecution had last Thursday first applied for Ahmad to be further remanded to complete investigations and recover evidence.

SINGAPORE – A team of lawyers have been engaged to represent a man accused of Ms Felicia Teo Wei Ling’s murder in 2007, a district court heard on Thursday (Dec 24).

Lawyer Shashi Nathan of Withers KhattarWong told the court that he and his team – Ms Tania Chin and Ms Laura Yeo – will be defending Ahmad Danial Mohamed Rafa’ee.

The case has been adjourned to Dec 31.

Ahmad, now 35, is accused of murdering Ms Teo, 19, at a Marine Terrace flat in the wee hours of June 30, 2007.

The Singaporean is said to have committed the offence with another man, Ragil Putra Setia Sukmarahjana, now 32.

Ragil is still at large and the two men were believed to be friends with Ms Teo.

They arrested Ahmad on Dec 15 and he was charged with murder in a district court two days later.

It was not mentioned in court on Thursday if the authorities have found Ms Teo’s remains. There are also no updates on Ragil’s case.

Offenders convicted of murder will face the death sentence.

Two men who were the last to be seen with their schoolmate before she went missing for 13 years are now accused of murdering her. 

Ahmad Danial Mohamed Rafa’ee, 35, one of the two, was charged in court on Thursday (Dec 17) with the murder of Ms Felicia Teo Wei Ling on June 30, 2007.

He and Ragil Putra Setia Sukmarahjana, 32, allegedly murdered Ms Teo, then 19, between 1.39am and 7.20am in a 10th-floor unit of Block 19 Marine Terrace, said court documents.

The two men are believed to have been the last to see Ms Teo when she went to the flat that night, said the police in a statement on Thursday. The three are said to have been friends, and studied at Lasalle College of the Arts, according to their online profiles.

A bespectacled Ahmad Danial – who wore his hair long, had ear piercings and was handcuffed – appeared in court via a video link.

The police said in a statement earlier on Thursday that Ahmad Danial was arrested on Tuesday.

They are searching for Ragil Putra Setia, who they believe is not in Singapore.

They are also looking for Ms Teo’s remains.

SINGAPORE — Police have arrested a 35-year-old man whom they suspect of killing a then 19-year-old female student who went missing in 2007.

The suspect was apprehended on Tuesday (15 December) after a fresh review of the cold case by investigators uncovered new leads, said the police in a statement.

The fresh evidence was the result of officers tracing the belongings of Felicia Teo Wei Ling alias Gaia, which were believed to have been with her at the time of her disappearance on 30 June 2007.

He will be charged with Teo’s murder on Tuesday. According to the police, Teo died prior to her mother reporting her disappearance on 3 July 2007. The suspect allegedly disposed of Teo’s body along with a male friend.

Victim visited flat after party

Teo was last seen on 30 June 2007 at the Marine Terrace flat of the suspect’s aforementioned male friend. Past media reports said she visited the flat following a party at the LaSalle College of the Arts campus.

Both the 35-year-old suspect and his friend were in the flat with Teo and said she left the home in a huff at around 2am after they complained about her mobile phone’s jarring ringtone.

The police said that officers interviewed the duo after Teo was reported missing and both men claimed that Teo had left the flat of her own volition. No incriminating evidence was found after a search of the flat.

While CCTV footage captured Teo entering a lift at the block with two men to go up, it did not catch her leaving the 10th-floor flat.

As the police did not find any evidence linking the two men to Teo’s disappearance, the case was classified as a missing person case and a police gazette was issued to locate her. A property gazette was also issued for properties believed to be in her possession when she was reported missing.

The CID managed to uncover new leads while tracing property belonging to Teo Investigations also revealed that Teo had died before the police report was lodged by her mother.



A 35-year-old man was arrested on Dec 15 after new leads surfaced in relation to Felicia Teo’s disappearance in 2007.

Police are searching for another male suspect who is believed to be overseas.

Teo went missing in June 2007 and was last seen at an HDB flat in Marine Terrace.

Her disappearance sparked a frenzied islandwide search comprising almost 200 family and friends.


Preliminary investigations found that Teo died before her mother made a police report on July 3, 2007, and that the two men had allegedly disposed of Teo’s body.The police are searching for Teo’s remains. Investigations are also continuing.
