KUALA LUMPUR — Drive safely if you’re in Malaysia. Nearly 13,000 motorists have been issued summonses by the country’s Road Transport Department (RTD) during the trial implementation of the Automated Awareness Safety (Awas) System from April 1 to 14.
RTD director-general Nadzri Siron said 11,209 motorists were caught driving above the speed limit, and some 1,700 were caught beating the red light.
He said motorists who were issued summonses within the trial period would not get demerit points.
“However, those who have been issued with summonses on April 15 onwards will get demerit points,” he said.
“If the motorists do not admit to the offences, they can claim trial and show evidence that they did not commit the offences in court. The demerit point system was introduced to raise awareness and increase the level of compliance among motorists.
“If a motorist obtained less than 20 demerit points and did not commit any other traffic offences within one year, the demerit points will be reduced by half,” he said.
Mr Nadzri said for the first 20 demerit points, motorists will be issued a warning letter.
“For the second stage — which is the second, third and fourth 20 demerit points — their licences will be suspended for between six and 12 months.
“In the third stage, motorists will see their licences revoked.”

PETALING JAYA: Drivers, take note: the Awas system is finally off the ground.
This means traffic offenders caught by the system will face suspension and even revocation of their driving licence.
Awas or Automated Awareness Safety System – an integration of the Automated Enforcement System (AES) cameras and Demerit Points System (Kejara) – started from yesterday. It is aimed at weeding out habitual traffic offenders.
Road Transport Department (JPJ) director-general Datuk Nadzri Siron said the system would only utilise the 14 AES cameras installed nationwide and was aimed at two offences for now – speeding and running the red light.
“This is still the initial stage of the project and we want to focus on advocacy. For now, the system will only include two offences for the Kejara system – speeding and running the red light,” Nazri said when contacted yesterday.
JPJ expects to fully include the other offences by the end of this year, and install more cameras.

BENTONG: The Automated Awareness Safety System (Awas) and the Demerit Points For Traffic Offences System (Kejara), due to be implemented in April, can reduce the number of road accidents in the country.
Transport Minister Liow Tiong Lai said the systems developed by the Road Transport Department (RTD) were in the final stages of being linked to the RTD website to enable users to get information on their traffic offences.
“The sophisticated systems include a closed-circuit television camera system and the use of IT to identify and trace all traffic offenders in a short time.
“Traffic offenders will be warned, issued compound fines, suspended (licence) and blacklisted for offences such as speeding and beating the red light.
“We are still studying the ideal medium to serve the notices to offenders and it will be announced later,” he said after launching the East Coast Expressway’s road safety campaign and Chinese New Year celebration attended by ANIH Berhad president and chief executive officer Azmil Khalid here today.

KUALA LUMPUR: The fee for the service provider of the Automatic Awareness Security System (AWAS), namely the Armed Forces Fund Board (LTAT), is being negotiated, the Senate was told.
Deputy Transport Minister Datuk Abdul Aziz Kaprawi said the negotiation took into account the acquisition by LTAT and its subsidiary of the system which was formerly known as the Automated Enforcement System (AES).
“All costs related to the development and operation of the system, and its infrastructure, are borne by LTAT,” he said.
“Negotiation on the fee between LTAT and the Finance Ministry is in progress and to date, the ministry has not yet been told what it is.”
He was responding to a supplementary question from Senator Datuk Ng Chiang Chin who wanted to know the cost of installing 1,200 AES cameras nationwide, which was expected next month.
To the original question from Ng on the effectiveness of AWAS, Abdul Aziz said the system was believed to have reduced the rate of road accidents, based on the AES system which was enforced prior to this. – Bernama

AWAS – new name for unified AES and Kejara systems
Transport Minister Datuk Seri Liow Tiong Lai announced yesterday that the Automated Enforcement System (AES) and the Kejara demerit points system will now be unified under a new name – Awareness Automated Safety System (AWAS).
The minister said in an interview with TV3 that its reason for combining the two is to enforce a well-rounded approach in reducing the number of road accidents overall. While the additional AES cameras would catch errant drivers, the Kejara system will be able to keep track of their wrongdoings for further penalties.
“Whether you pay your fines or not, your marks will still be deducted if you are found to have committed a traffic offence,” said Liow. He revealed that each driver will start with 20 points on their records, and will have their driving licenses revoked, among other penalties, once those points have diminished.

Liow has long shown his faith in the two systems, saying that they are meant to save lives and not simply punish drivers. “A survey involving the 14 AES cameras in the country showed that it was effective in reducing the number of accidents,” he said.
He also said that AWAS has got the potential to reduce corruption, given that the system will be largely automated and involves minimal human interaction. Liow concluded by saying that there are still several issues for his ministry to resolve together with the relevant stakeholders. Once these issues were concluded, a proposal will be submitted to the Cabinet in March. He also welcomed feedback from the public, saying that now is the time for all to share their views on the new system via the Transport Ministry’s website.

Liow: AES and Kejara demerit system to be merged
PETALING JAYA: The Automated Enforcement System (AES) and the Kejara demerits system will be merged, announced Transport Minister Datuk Seri Liow Tiong Lai.
“It will be named AWAS (Awareness Automated Safety System),” said Liow during TV3’s Soal Jawab programme on Wednesday night.
The merger, he said, was to reduce the number of traffic accidents.
He added that it will also help combat corruption as there would be minimal human involvement in the issuance of traffic summons.
Earlier, Liow was reported to have said that the ministry had to iron out several legal and procedural issues before submitting the proposal to the Cabinet.
He said the relevant stakeholders, including departments in his ministry, were preparing the final review on the proposed plan.

Kejara is a system in which drivers who commit particular traffic offenses are given demerit points under Vehicles Rules 1997. Provision under the demerit points will only begin when the notice of the suit was issued and their penalties settled with compounds or summons payment in court.
Whether a driver’s license is suspended or revoked depending on the points given. The previous Kejara system exercised that a first time offender will receive a warning notice and gets 20 points. Subsequent offends will be regarded as second time and at this stage punishment will start to be imposed.
Their license will be suspended for not less than 6 months and not more than 12 months. For a third time offender, a more stern punishment will charged where their driving license will be revoked but only until they have a record of 3 times suspension for the last 5 years.
