Article 132 of the Constitution of Malaysia stipulates that the public service shall consists of the Federal and State General Public Service, the Joint Public Services, the Education Service, the Judiciary and the Legal Service and the Armed Forces.

Doctors and others in the Health Services, and teachers are civil servants.

In Malaysia there are 1.4 million civil servants in 28 schemes of service under the Jabatan Perkhidmatan Awam or the Public Services Department. They include the federal public service, the state public services, the joint public services, the education service, the judiciary, the legal service, the police and armed forces.

The total working population is 13.9 million, so the civil service comprises just over 10% of the working population.

Disciplinary action had been taken against 18 Selangor civil servants between January and September this year for violating rulings governing office hours.

Menteri Besar Mohamed Azmin Ali said among the violations were shopping, dining out and playing snooker during the working hours.

“Disciplinary actions were taken against all of them based on the directive of the state secretary via a letter issued in June 2009, and a directive from from the Public Services Department in April 2008.”

He said this in reply to a question from Yakob Sapari (PKR-Kota Anggerik) at the state assembly sitting in Shah Alam today.

18 civil servants caught playing truant

SHAH ALAM: It’s office hours and they are supposed to be serving the public but some civil servants in Selangor were out shopping, eating or playing snooker instead.

Between January and September, disciplinary action had been taken against 18 civil servants in the state for violating the rules governing office hours, said Mentri Besar Mohamed Azmin Ali.

He said a monitoring squad had been set up in every department, agency, local authority and state go­­vernment subsidiary companies to check truancy among civil servants.

Azmin said the disciplinary action taken was based on the State Secretary’s directive issued in June 2009, and a Public Service Depart­ment directive in April 2008.

Civil servants among those nabbed for links to terror groups

Civil servants have been among those arrested over suspected links with terror groups.

Inspector-General of Police Khalid Abu Bakar said eight suspects were arrested on Oct 30, during operations held simultaneously in Selangor, Perak and Johor.

Six of the suspects are believed to be members of the Tandzim al-Qaeda Malaysia while the other two are suspected to be involved with the Islamic State (IS) terror group.

“All suspects are Malaysians between the ages of 22 and 36. Among those detained is a civil servant who is attached to a government department,” said Khalid in a statement today.

Among the eight suspects, two are both 28-year-old civil servants with alleged links to IS.

“Both suspects are from the same cell as two other civil servants who were caught on Aug 19, 2015,” Khalid said.

Assistant superintendent of police among those detained for involvement with massage parlours

PETALING JAYA: The Malaysian Anti-Corruption Commission (MACC) detained 16 personnel from two local councils in Selangor and an officer-in-charge of station (OCS) who is an assistant superintendent of police (ASP) on Monday and last week.

The suspects, who are in their 30’s and 50’s, are believed to be in cahoots with the operators of several illegal massage parlours and allowed the businesses to flourish after allegedly receiving inducements for years.

Among the local council personnel held was a high-ranking officer attached to the business licensing department.

MACC director of investigations Datuk Azam Baki said today that the commission had moved in to investigate the menace as the relevant units of local councils tasked to clamp down on such activities had appeared to be indifferent to the the dozens of complaints lodged by the public.

“The public had to raise this with us when there was inaction by local councils. Raids are carried out by the local council personnel but the very next day its business as usual at these places. How can this possibly happen and who are they protecting? The local councils should be monitoring their respective jurisdictions and act to put an end to these activities which are detrimental to society.

“However, years of public complaints have fallen in deaf years. Hence, we cannot just watch this go by. That is why we had to step in. We urge the local councils to be more sensitive to public complaints and strictly enforce the law, ” he told theSun when contacted.

He said the MACC had also received information that there were legally licensed massage centres among the thousands and local council personnel had strictly enforced the law on these business but were lax on the illegal ones.

Azam said the arrests in the operation is the tip of the iceberg and the MACC would be pursuing more of such illicit businesses in the coming days.
