Private Chinese Education in Turmoil: The Civil War in Dong Zong

23 August 2015

THE ELECTION OF A NEW COMMITTEE at the EGM on Sunday, 23 August 2015 will not bring about peace. The losing side will find means and ways of undermining the new office bearers.

NEW OFFICE BEARERS

President: Lau Lee Ming (new)
Deputy President: Tan Tai Kim (new)
Secretary-General: Poh Chin Chuan (retained)

IT IS A CIVIL WAR IN WHICH NEITHER SIDE WILL GIVE EVEN AN INCH. There will be NO winners.

On one side is incumbent, Dr Yap Sin Tian, who is trying to cling onto power. On the other side are those trying to remove him from office.

The power struggle in the Chinese education movement has led to the threat of de-registration by the ROS.

Will the EGM finally end Dong Zong’s power tussle?

China Press report quoted Yap as saying he would use all means necessary within the law to prevent another faction from bringing about Dong Zong’s downfall.

As an NGO safeguarding mother-tongue education, Dong Zong is distancing itself away from its core function and has brought deep shame on to the Chinese community.

The two factions relentlessly going at each other in the feud has offended the Chinese community.

It shows that they value their personal interests over that of protecting the rights of mother-tongue education for the Chinese community.

It is uncertain if the EGM will save Dong Zong from the power tussle.

One thing for sure is that they have planted a seed for the collapse of Chinese education which the forefathers of Chinese education had fought so hard for.

AN EGM THAT COULD BRING ABOUT A RESOLUTION

The EGM had to be called after director-general of Registrar of Societies (ROS) sent a show-cause letter to Dong Zong, demanding the movement explain why it should not be de-registered.

A national daily recently reported that there might be possible violent clashes during the EGM to be held at Dong Zong’s headquarters in Kajang because Yap – the central figure in the Dong Zong crisis – had urged his supporters to mobilise 10,000 people to stop the EGM from taking place.

The protesters gathered outside the Dong Zong building as early as 8am but were not able to enter.

About 15 minutes before the meeting started at 11am, a few of them used a big cutter to cut the chain, pushed the gate and lifted it up, resulting in the gate to collapse.

Dong Zong’s EGM can go ahead, new era anticipated

KUCHING: The High Court in Kuala Lumpur rejected on Friday night an injunction filed by Dr Yap Sin Tian to bar the holding of an extraordinary general meeting (EGM) called by five state affiliates of Dong Zong (United Chinese School Committees’ Association of Malaysia).United People’s Party (UPP) advisor Dr Chou Chii Ming said the EGM fixed for today (Aug 23) would be called, and the ruling by the KL High Court meant Yap’s era would be over with a new team of leaders elected at the EGM.

“It is expected that the new team of leaders will be democratic and realistic so they can go back to the round table consultation set up by the Federal Government to settle problems faced by Chinese education in the country,” he told thesundaypost yesterday.

Chou said the Chinese community hoped the new team of Dong Zong leaders would embark on a new direction, apart from working closely and amicably with the Education Ministry to iron out longstanding issues faced by Chinese schools.

Dong Zong affiliates call for extraordinary general meeting

PETALING JAYA: Five Dong Lian Hui (DLH) or affiliates of Dong Zong (United Chinese School Committees Association) have called for an extraordinary general meeting for the parent body to be held on Aug 23 to resolve its leadership dispute and avert possible deregistration.

The five DLHs or associations of Chinese school boards of governors are from Penang, Perak, Pahang, Negri Sembilan and Sarawak.

They have jointly issued a notice for the EGM to their counterparts from eight other states after obtaining a court order to prevent president Yap Sin Tian or his proxies from intervening in the conduct of the EGM, Sin Chew Daily reported today.

Speaking to the press in Kajang, Selangor, on Monday, Negri Sembilan DLH president Datuk Zhang Xian Bing said on July 28, the five DLHs submitted a requisition for the EGM to Yap and Tan Tai Kim, the president elected by Yap’s rival faction.

Under the Dong Zong constitution, Yap and Tan have to call for the EGM within 30 days on receiving the requisition, he said.

Zhang said to pre-empt any attempt to scuttle the EGM, the five DLHs, in exercising the power granted to members under Section 6.2.2 of the Dong Zong constitution, decided to call for the meeting themselves instead of waiting for the two presidents to do so.

He said the EGM is aimed at resolving the crisis facing Dong Zong.

Press Digest: Dong Zong faces deresgistration, RoS issued show-cause letter

PETALING JAYA:The Registrar of Societies (RoS) has given Dong Zong (United Chinese School Committees Association) 30 days to show cause why it should not be deregistered for failing to resolve its leadership dispute.

RoS said Dong Zong faces deregistration after Sept 6 if it cannot provide a satisfactory explanation, Sin Chew Daily reported today.

In a show-cause letter dated Aug 6 to Dong Zong president Yap Sin Tian, secretary-general Poh Chin Chuan and treasurer Lim Kock Chai, Selangor RoS director Noraffendy Abd Khalid, citing section 13 (2) of the Societies Act 1966, said Dong Zong will be removed from the register after Sept 6 unless the Chinese education group can provide a satisfactory explanation.

RoS has recommended the deregistration of Dong Zong for failing to resolve its (leadership) dispute within the deadline given, Noraffendy said in the letter.

The letter said RoS had decided to withdraw a similar letter which it issued to Dong Zong on July 31.

Meanwhile, Poh has confirmed receiving the show-cause letter issued by Noraffendy.

On Aug 4, RoS director-general Mohammad Razin Abdullah told Sin Chew that RoS has issued show-cause letters to both Dong Zong factions – one led by Yap and the other by Poh – given them until Aug 30 to explain why Dong Zong should not be deregistered.
