High number of child sex abuse cases in Kelantan worries CJ
The number of such cases registered at the Kota Bharu sessions court exceeds those involving adults.
PETALING JAYA: Chief Justice Tengku Maimun Tuan Mat has voiced concern over the high number of sexual abuse cases involving children that was recorded in Kelantan last year.
According to Bernama, Tengku Maimun said 59 cases of sexual abuse involving children were registered at the Kota Bharu sessions court last year, while there were only 18 involving adults.
“Everyone must be vigilant about this issue to safeguard the rights and welfare of children, who are vulnerable, so that they are given the necessary protection.
“For the courts, cases of sexual crimes involving children will always be given priority through the special court,” she said.

She also said Kelantan recorded the highest number of drug abuse cases among all states last year, with 3,683 cases handled by the courts.
Of the 3,683, 72 cases were registered at the high court under Section 39B of the Dangerous Drugs Act 1952, while 254 cases were registered at the sessions court and 3,357 were registered at the magistrates’ court.
“Last year, the Kota Bharu court complex registered a total of 13,579 civil and criminal cases. Of these, 6,412 cases were criminal cases, most of which involved drug abuse.”

Increase in HIV cases among homosexuals in Kelantan
KOTA BARU: The proportion of HIV cases in Kelantan involving homosexuals has increased by 33.2 per cent over five years.
Kelantan Health director Datuk Dr Zaini Hussin said the figure was 15.9 per cent in 2016, rising to 49.1 per cent in 2021.
However, he said the rate of HIV notification in Kelantan showed a significant decrease of 27.5 cases per 100,000 population in 2010; 10.8 cases per 100,000 population in 2016 and 4.25 cases per 100,000 population in 2021.
“In addition, the change in the HIV or AIDS infection landscape is also seen to be very noticeable, with the trend of new HIV among drug-injecting addicts decreasing consistently.

KOTA BHARU, Dec 15 — The recent statistics for rape cases in Kelantan is worrisome, Kelantan Police chief Datuk Hasanuddin Hasan said today.
He said although most cases were consensual, they had to be investigated under Section 376 of the Penal Code for rape as it involved underage adolescents.
“According to rape statistics for January to November 2017, there were 108 cases compared to 92 in the same period this year.
“Despite a reduction of 14.8 per cent, it is still worrisome, as most of the cases involve Malay Muslim teenagers,” he said during a townhall discussion organised by the Kelantan State Prison and Malaysian Crime Prevention Foundation (MCPF) Kelantan.
According to Hasanuddin, the overall crime rate in Kelantan was still under control, decreasing 15.9 per cent to 470 cases this year (from January to November) compared to 559 in the same period last year.

KOTA BHARU – Kadar jenayah di Kelantan pada amnya masih terkawal namun jenayah rogol dilihat pada agak membimbangkan, kata Ketua Polis Kelantan, Datuk Hasanuddin Hassan.

Katanya, bagi tempoh Januari hingga November lalu sebanyak 92 kes rogol dilaporkan berbanding 108 kes bagi tempoh sama tahun lepas.
“Meskipun berkurangan sebanyak 14.8 peratus namun ia tetap dilihat membimbangkan,” katanya.

“Keseluruhan jenayah menunjukkan penurunan iaitu daripada 559 kes tahun lalu kepada 470 kes dalam tempoh Januari hingga November iaitu penurunan sebanyak 15.9 peratus,” katanya.

KOTA BARU: An unemployed man was sentenced to 15 years’ jail and eight strokes of the rotan for raping two teenage girls in Bachok, Kelantan.
Judge Ahmad Bazli Bahruddin meted out the sentence after the accused, Amirudin Mohamad Rosli, 26, pleaded guilty to four charges of rape.
The accused was charged with raping the two girls, aged 13 and 12, at a house in Kampung Nipah, Bachok at 1.30pm on May 24.
He was also charged with raping the two victims at another house in Kampung Chong, Perupok, Bachok at 1.30am on May 25.
According to the facts of the case, the accused befriended the victims via social messaging service WeChat.
In the first incident, the accused brought the girls sightseeing before raping them at the house in Kampung Nipah.
In the second incident, the accused brought the victims to his friend’s house, where they took turns raping the girls.

KOTA BARU (Bernama): Primary schoolchildren have become the latest target of drug dealers in the state, said Kelantan National Anti-Drug Agency (AADK) director Rohayu Ahmad.
Rohayu said the disturbing trend began in 2015 and there has been an increase in the number of younger children who are being lured into drug addiction.
“Previously, only secondary school students were enticed but over the last three years, we have even seen nine-year-olds starting to take drugs” she said after opening the ‘Program Amanat Mufti Kepada Orang Kena Pengawasan’ (Mufti’s message to people on watchlist programme) here on Wednesday (Dec 5) .
The programme was held to apply Islamic elements and to address unhealthy influences in society for those who attended the programme.
However, Rohayu did not disclose the number of primary school pupils who were drug users or addicts but advised the group to seek treatment at the Cure and Care Treatment Centre located at Pengkalan Chepa, near Kota Bharu.

Kelantan: Sexy dresses, indecent behaviour see more than 300 hauled up for counselling
KOTA BARU: More than 300 people in Kelantan have been slapped with notices to attend counselling sessions for wearing sexy dresses and behaving indecently at public places.
Kelantan Islamic Affairs Department (JAHEAIK) director Datuk Che Mohd Rahim Jusoh said the notices were issued in a series of operations carried out between January and last month.
“All of them were slapped with the notices and need to attend the counselling sessions in stages as set by the department.
“However, 80 per cent of them did not attend the counselling sessions.
“We will send them another notice urging them to attend the sessions,” said Che Mohd Rahim.
He said the department would not hesitate to take the matter to court if the individuals issued with the notices failed to turn up for the second round of counselling sessions.
Checks by NSTP at several shopping complexes and malls in the town area showed that many Muslim women were still wearing tight fitting clothes, exposing parts of their aurat.

‘Why so many cases of HIV if no social ills in Kelantan?’
A Parti Sosialis Malaysia leader asked today why Kelantan has such a high occurrence of HIV cases in Kelantan if it was free of social ills, as claimed by the state’s deputy menteri besar.
Yesterday, Mohd Amar Nik Abdullah had remarked that if Kelantan had a more rapid pace of development, it would lure the youth into social ills.
Kelantan PSM chief Khairul Nizam Abd Ghani said that if Mohd Amar’s statement were true, then there would not be so many incidences of social ills in the state.
“If rapid development causes social ills like drinking among Langkawi youth, as claimed by Mohd Amar, why is Kelantan one of the states with the highest cases of HIV, pil kuda (methamphetamine) abuse, and solid waste management issues?” he told Malaysiakini.

Kelantan acknowledges drug abuse crisis among its schoolchildren
KOTA BARU: The Kelantan government has acknowledged that drug abuse among schoolchildren in the state, especially with regard to ‘pil kuda’ (methamphetamine), has become rampant.
State Human Resource Development, Education and Higher Learning committee chairman Datuk Dr Mohamed Fadzli Hassan said that combatting meth use among Kelantan youth is one of the main challenges faced by relevant departments and agencies in the state.
“Anti-drug agencies have discovered that several types of drugs are used by addicts in the state, but pil kuda is the favourite,” he said at the state assembly sitting here on Tuesday.
Replying to a question from Datuk Nozula Mat Diah (BN- Paloh), Dr Mohamed Fadzli said based on statistics obtained from the National Anti-Drug Agency (Nada), 279 students tested positive for drugs this year.
“(According to Nada), of the 4,148 students who underwent urine drug tests, 279 tested positive (for meth).
“The tests were conducted at 164 secondary schools in Kelantan this year,” he said, adding that 275 of the students are male.

PETALING JAYA: Former minister Zaid Ibrahim has mocked PAS over its efforts to suppress human urges and project a ultra-conservative front in Kelantan, saying such ‘Talibanism” has backfired on them.
He was commenting on an article in The Star yesterday which said that data from Google showed Kelantan had the highest number of searches for Japanese porn star Maria Ozawa, over the past few days, after reports she was in Malaysia had surfaced on Sunday.
Terengganu, another state with a strong support base for the Islamist party, ranked number two among all states.
“It comes as no surprise that citizens in Kelantan and Terengganu would be interested in a former porn star visiting the country.
“Kelantan and Terengganu and all these Taliban-like areas always try to suppress human urges and feelings, because suppression is core to the way they operate,” said Zaid, who is a Kelantan native and a former Kota Bharu MP (2004-2008).
Terengganu had previously been under a PAS-led government, between 1999 and 2004, with current PAS president Abdul Hadi Awang as the menteri besar.
Zaid, who joined DAP earlier this year, said it was only natural for people who were suppressed to find a form of release.
“That’s the outcome when you have a Taliban culture. That’s why there is a lot of illicit sex (in these states).
“These (suppressed people) are the kinds of people who are attracted to these porn sites and attracted to people like Maria Ozawa,” he said.

The best spot to keep polygamous marriages secret

PETALING JAYA: More Malaysian men are flocking to southern Thailand to register polygamous marriages as Muslim authorities there are more relaxed than those in Malaysia.
According to a report by The New Straits Times (NST), many were also trying to keep their new marriages hidden from their first wives.
Last year, the Malaysian consulate in Thailand’s Songkhla district recorded 4,178 such marriages, an increase from 4,081 in 2015 and 3,831 in 2014, the report said.
NST said the data covered the second or subsequent marriages of Malaysian men with either Malaysian or foreign women.
Thai Islamic authorities from the Narathiwat Islamic Council even opened a branch in Sungai Golok, Kelantan last year to facilitate the growing number of such marriages, it added.

In Malaysia, a husband must apply to Shariah courts for permission before marrying a second or subsequent wife, and the conditions are slightly different for each state. Kelantan and Terengganu do not even stipulate any conditions, while in Perak, it is sufficient for a husband to take an oath.

KUALA LUMPUR, March 20 — The Shariah courts have allowed 8,808 cases of Muslim husbands who applied for polygamy between 2010 and 2016, Putrajaya revealed today.
In a parliamentary reply, Minister in Prime Minister’s Department Datuk Seri Jamil Khir Baharom said the husbands who applied were deemed eligible and could afford the polygamy.
“Based on the record of Shariah courts across Malaysia, 8,808 cases of applications from husbands who are eligible and capable have been given permission to polygamy between 2010 and 2016,” said the minister in charge of Islamic affairs.
The reply did not state whether the numbers included repeat applicants.

Party unable to curb immoral activities in Kelantan, says MCA leader
KOTA BARU: PAS should be ashamed for failing to address social ills in Kelantan despite its tight religious policing.
Kelantan MCA deputy chief Datuk Tan Ken Ten, who said this, added that barring concerts and sexy dressing in the state had proven to be a failed remedy.
“Kelantan can be the perfect case study to dispel the notion that immoral activities can be curbed simply by controlling entertainment. We do not even have cinemas here.
“Health authorities have acknowledged the existence of free sex practices in the state based on a study on HIV cases,” he said, adding that HIV cases were also attributed to promiscuity and homosexual activities.
He was responding to Temerloh MP Nasrudin Hassan’s claim that scanty dressing, concerts and provocative music were the main causes of immoral behaviour in Malaysia.
Nasrudin, who is the PAS information chief and the party’s former Youth leader, claimed in Parliament that wild music and concerts led to loose behaviour, out-of-wedlock pregnancies and baby dumping.
The MP also condemned an advertisement at Mara’s premises that promoted the use of condoms, saying it would not help prevent pre- or extra-marital sex.

Caning 100 times unwed mothers akin to forcing abortions, says MCA

PETALING JAYA: MCA is “aghast” at the Pasir Puteh MP’s proposal to punish those caught for zina (illicit sex) with up to 100 lashes of the cane.
This proposal will come into effect should Parliament pass the proposed amendments to the Syariah Courts (Criminal Jurisdiction) Act 1965 (also known as Act 355)
The PAS MP, Dr Nik Mazian Nik Mohamad, had made the proposal based on the assertion that caning would protect “innocent” babies born out of wedlock.
MCA vice-president Chew Mei Fun today said Nik Mazian had overlooked the risk of injury to the unwed mothers he proposed to cane as well as to the babies they carried.
“Can a pregnant woman withstand the brutal effects of caning, especially 100 lashes?
“Will a miscarriage follow the caning?
“If yes, then PAS is ignoring the safety of innocent foetuses even before they are delivered. Isn’t that a sin?” she said in a statement today.
Chew said PAS also sought shariah punishment of up to 30 years’ jail and a RM100,000 fine for the offence through its proposed amendments to Act 355
“These punishments are inhumane as the mother will have to spend most of her life in jail. If the foetus does survive the caning, who is going to care for the child while the mother is imprisoned?
“The poor mother is also unlikely to foot the fine of RM100,000. All these add to the agony of the child.”
Chew refuted the claim that heavy penalties would deter unwanted pregnancies, saying they would instead perpetuate an endless “cycle of evil”.

KOTA BHARU 28 Feb. – Trend gejala homoseksual selain hubungan seks rambang menjadi antara penyumbang utama kepada peningkatan kes jangkitan HIV di negeri ini.
Timbalan Menteri Dalam Negeri, Masir Kujat berkata, sejak 2015 hingga tahun lalu, sebanyak 120 kes HIV direkodkan di Kelantan dengan 90 daripadanya disebabkan seks rambang manakala 30 lagi berpunca menerusi hubungan sejenis.

However, the state’s Women, Family and State Welfare Agency chairman, Mumtaz Md Nawi said that those who cannot fulfil the terms of polygamy should focus on meeting the needs of one wife – this is so that there will not be any problems in one’s family.
He further said that, Islam’s aim in a marriage is to produce quality lineage.
