Idris Haron orders councils to issue dog licences, wants feedback from animal welfare groups on how to resolve the complaints from dog owners’ neighbours.
PETALING JAYA: Dog owners in terrace houses in Malacca will get to keep their dogs, until an amicable solution is found.
The Star Online quoted state Chief Minister Idris Haron saying that he had instructed all local councils to continue issuing dog licences and to work on resolving matters relating to vicious dogs and loud barking, which form the bulk of complaints.
According to Idris, onus would be given to the Society for the Prevention of Cruelty to Animals (SPCA) and other animal welfare groups to give feedback on how to resolve the complaints.
“Let these groups give us the crucial input for us to outline a proper ruling without burdening any parties,” Idris told the portal.

A controversial ruling by the Melaka government that prohibits people living in intermediate terrace houses from owning dogs has sparked public outrage, despite the ruling being in force since 2013

Enraged dog owners have started an online petition to protest a “dog ban” which has garnered close to 9,000 signatures within 24 hours.
The online petition, started by Ms. Carol N on Change.org, described the State Housing, Local Government and Environment Committee of Melaka’s ban on dog ownership in intermediate terrace houses as “terribly inhumane”.
The petition stated that the blanket ruling will result in a culling, whether directly or otherwise, of the dogs as most dog owners would prefer putting their dogs to sleep then giving them up to animal shelters where living conditions are extremely poor.
“Most dog owners will be forced to give up their dogs and many will end up in overcrowded shelters, be abandoned to become strays or (be left) at local council dog pounds where they will be put to sleep or die slowly of diseases,” it read.

Malacca ruling on dogs in terraced homes not new
Local authorities have however still been issuing dog licences as long as neighbours have no objections.
PETALING JAYA: The ban on ownership of dogs in intermediate terrace homes in Malacca began three years ago.
Despite the ruling, the state has been lenient in issuing dog licences.
In fact, this year alone, 3,000 dog licences were issued by the four local authorities in the state, The Star Online reported.
It quoted Malacca Housing, Local Government and Environment Committee Chairman Ismail Othman as saying that licences were issued on a case-by-case basis.
If the neighbours had no objections, the licence was issued. If they objected, then no licence can be given, he said.
“The ruling on dog ownership in terrace houses was due to increasing complaints from residents about vicious dogs and loud barking.”
Ismail told the news portal he was perplexed as to why the issue had suddenly cropped up again.
“Anyway, the Chief Minister (Idris Haron) will hold a meeting with all local councils once he is back from performing the haj.”
