MCMC chairman, COO resigning, says minister

 PUTRAJAYA, June 28 — Tan Sri Halim Shafie has tendered his resignation as chairman of the Malaysian Communications and Multimedia Commission (MCMC), Gobind Singh Deo confirmed today.The communications and multimedia minister added that three others are also calling it quits, including Datuk Mazlan Ismail as chief operating officer (COO).

“Yes, it is true that they have resigned. Among them are the chairman and COO of MCMC,” Gobind told reporters here.

He said both tendered their resignations last Monday and it will take effect July 1.

“There are two others but we will announce that later,” Gobind said, adding that he will issue a statement later to explain the reasons.

Replacements for the vacancy will be announced soon, he said.

he Malaysian Communications and Multimedia Commission (MCMC) would need infrastructure at the level of China’s firewall if it intended to effectively stem any information regarding the Bersih 4 rally, a technology expert said following the commission’s move to block websites promoting or sharing information about the rally.

Sinar Project co-founder Khairil Yusof told The Malaysian Insider that MCMC’s move would end up having the same impact as its local access block on whistle-blower site Sarawak Report, which many Malaysians eventually found ways to circumvent.

“It will be no different than the Sarawak Report block, and Malaysians have become aware of the ways of circumventing such blocks,” he said.

For example, news portal Malaysiakini recently launched an application called “Prime”, which will be used by Bersih as its platform to spread messages to its supporters and rally participants during Bersih 4.

“I don’t think you can stop the information from spreading. There are many other platforms – be it Facebook, or Twitter,” Khairil said.

“If the authorities want to block information in that way, they need to do something like China’s great firewall, and I don’t think they have that kind of infrastructure.”

Khairil added that MCMC’s block was a mere “technical” move that would have minimal impact on the information flow on the rally, which is expected to draw thousands to the streets of Kuala Lumpur this weekend.

KUALA LUMPUR, Aug 27 — No website including news portals will be exempted from being blocked by the Malaysian Communications and Multimedia Commission (MCMC) if they promote, spread information and encourage the public to participate in the Bersih 4 rally, said Deputy Minister of Communications and Multimedia Datuk Jailani Johari.

He said the decision by the MCMC was made as the rally did not get a permit from the authorities.

“So, if any website try to post anything to attract internet surfers into attending the rally, the MCMC will not hesitate to shut it down and the PDRM will also not hesitate to take action,” he told the media outside the KL Converge 2015 annual conference and exhibition at the Kuala Lumpur Convention Centre, here today.

Jailani was commenting on a statement by the MCMC today that, following a media statement by the Home Ministry, it had made a decision to stop any websites from promoting, spreading information and encouraging the public to take part in the Bersih 4 rally which could disrupt national stability.

He said the decision was made by the MCMC following a discussion with the Attorney-General’s Chambers and the Royal Malaysia Police (PDRM).  As such, he said, the public are advised to not be influenced by any website which asked them to join the rally.

Brickbats for MCMC over Bersih 4 censorship plan

The Malaysian Communications and Multimedia Commission (MCMC) has received brickbats for wanting to block websites promoting Bersih 4, with critics calling it a futile attempt.

“The world knows that there is going to be a Bersih 4 rally this weekend, not only in Kuala Lumpur, Kuching and Kota Kinabalu but in at least 50 cities worldwide.

“Is the MCMC going to act and pretend that the Bersih 4 rally in Kuala Lumpur does not exist, by wiping it out of the telecommunications system?

“This is a most shocking manner to cope with challenges of the information age,” said DAP supremo Lim Kit Siang in a statement.

Instead, Lim said the government should facilitate the rally by boosting mobile communications in Kuala Lumpur, as it is expected to become cluttered due to the large number of protesters.

Meanwhile, former deputy minister Saifuddin Abdullah also criticised MCMC’s move.

“They (authorities) will use whatever means to stop Bersih 4: block the internet, declare it illegal, intimidation. Fight on Bersih,” he said.

Lawyers for Liberty executive director Eric Paulsen said the move was symptomatic of the government’s “inability to deal with freedom of speech and information”.

“Rather than coming to the terms (with) and embracing the Internet and social media age, such regressive actions only make the authorities appear clueless and disconnected with the people.

“Information will still be shared and the authorities must learn that the bad old days where they can control information is long gone,” he said.

Bersih may take legal action against the Malaysian Communications and Multimedia Commission (MCMC) for blocking websites promoting and encouraging people to join its rally.

The electoral watchdog’s steering committee member New Sin Yew said this is because the commission was prohibiting the right to information.

“If they don’t lift the ban by rally time, we may take other necessary steps after the rally,” he added.

Elaborating, New said everyone has the right to freedom of expression, as enshrined under Article 10 of the Federal Constitution.

“… Expression includes information, you can’t express yourself if you don’t receive sufficient information.

“What MCMC has done is effectively censor information,” he said.

The Malaysian Communications and Multimedia Commission (MCMC) will block websites promoting, spreading information and encouraging people to join Bersih 4.

Citing a statement by the Home Ministry, the commission said the block was because these websites could threaten national stability.

“As such, MCMC would like to remind the public to be careful in sharing these websites on social media,” said the commission in a statement today.

The Home Ministry has said that the Bersih 4 rally this weekend is illegal as it intends to incite the people against the government.

MCMC, in its statement, cited three grounds by the Home Ministry in justifying its move to block pro-Bersih 4 websites.

The three grounds relating to Bersih 4 are as follows:

1. Operating illegally to spark unrest among the multi-racial and multi-religious population

2. Spreading seditious propaganda with negative intentions towards the government and distributing pamphlets that can be detrimental.

3. Its activities had tarnished the country’s image and can threaten public order and safety, economic prosperity and national sovereignty as well as harmony in society.

The announcement comes despite the government’s Multimedia Super Corridor Bill of Guarantees which promises no censorship of the internet.

PETALING JAYA, Aug 27 ― Bersih 2.0 protested today the decision by Malaysia’s internet regulator to block access to any website “spreading information” on its planned giant rally this weekend, branding the effort a violation of the people’s right to information.

Its chairman Maria Chin Abdullah also urged the Malaysian Communications and Multimedia Commission’s (MCMC) to rethink their abrupt decision.

“We have heard of the MCMC ban earlier today, which is something that violates our right to information.

“We suggest they reconsider as this would not be good for the rally… and we are protesting this very strongly,” she told a news conference here.

In its Facebook page earlier, MCMC said they would block any website “spreading information” on the Bersih 4 rally planned for Saturday and Sunday and which is to be held in three cities throughout the country: Kuala Lumpur, Kota Kinabalu in Sabah and Kuching in Sarawak.

KENYATAAN MEDIA: MCMC SEKAT LAMAN SESAWANG YANG MENGGANGGU-GUGAT KESTABILAN NEGARA

CYBERJAYA, 27 Ogos 2015 — Suruhanjaya Komunikasi dan Multimedia Malaysia (MCMC) memutuskan untuk menyekat laman-laman sesawang yang mempromosi, menyebarkan maklumat dan menggalakkan orang ramai untuk turut serta ke Perhimpunan Bersih 4.0, yang boleh mengganggu-gugat kestabilan negara, lanjutan dari kenyataan media oleh Kementerian Dalam Negeri (KDN).

Kenyataan tersebut menyatakan bahawa BERSIH 4.0 juga didapati telah:

1. Bergiat secara tidak sah dan mencetuskan suasana gelisah serta membangkitkan kebimbangan orang ramai khususnya rakyat Malaysia yang terdiri daripada pelbagai kaum, agama dan keturunan.
2. Menyebarkan propaganda untuk menghasut rakyat bagi tujuan negatif terhadap Kerajaan dengan mengedarkan risalah-risalah tertentu yang boleh mendatangkan keburukan.
3. Menerusi pelbagai kegiatannya telah memberi kesan buruk kepada imej Negara, bahkan boleh mengancam dan menggugat ketenteraman awam, keselamatan, kemakmuran ekonomi dan kedaulatan Negara, malahan menjejaskan keharmonian hidup masyarakat majmuk di Malaysia.

Sehubungan itu, MCMC ingin memperingatkan orang ramai supaya lebih berhati-hati dalam berkongsi maklumat di laman-laman sesawang dan media sosial, terutamanya kandungan yang boleh menyalahi mana-mana undang-undang Malaysia.
