‘EC never said Harapan must get permission to use PKR logo’
The Election Commission (EC) said last night it had never issued a statement saying that if any individual wants to use the PKR logo in the general election must get the approval of the EC.
EC chairman Mohd Hashim Abdullah said he had only said that the Pakatan Harapan logo cannot be used in GE14 if the pact is not registered with the Registrar of Societies and its logo is not registered with the EC.
He issued a statement to clarify the misunderstanding over the previous statement made at a press conference earlier today in conjunction with the GE14 operations room simulation at the EC headquarters here.
“What was stated at the press conference was that if a candidate intends to compete on a PKR ticket, then only the party logo is allowed to be used during GE14 for campaign purposes while other party symbols cannot be used as campaign material, including the DAP, Amanah and Parti Pribumi Bersatu Malaysia (Bersatu) symbols,” he said.
According to him, the EC statement had been misconstrued as if the use of the PKR logo by other party members in the election must be approved by the EC.

Dr M wants ROS, EC chiefs publicly shamed for doing Najib’s ‘dirty work’
GE14 | Pakatan Harapan chairperson Dr Mahathir Mohamad wants the heads of the Registrar of Societies and Election Commission to be shamed in newspapers and social media.
He said this is to show the world that they had carried out Umno president Najib Abdul Razak’s “dirty work.”
“We want to advertise in papers around the world, through social media and so on, the pictures of this (ROS chief) Surayati Ibrahim, and, what’s his name, the chairperson of the Election Commission (Hashim Abdullah).
“We will put an arrow to show, these are the humans doing Najib’s dirty work.
“Let the whole world know that because of dedak (bribes), or more than that, they are willing to deny the rights of Malaysians,” he said at a fundraiser in Muar this evening.

Mahathir also reiterated his vow to remain defiant in the face of any restrictions imposed on Bersatu or Harapan, and urged others to do the same.
“I dare Najib and the government come with the police and arrest everyone. Arrest nine million Malaysians.
“Only then can Najib win the election, but it will not be a valid victory as a large number of Malaysians did not get to exercise their rights to vote,” he said.

Pakatan must get approval for logo, says EC

PUTRAJAYA: Pakatan Harapan needs the consent of the Election Commission for its plan to use a common logo for all four members of the alliance, EC chairman Mohd Hashim Abdullah said today.
He said the commission had yet to receive official notice of Pakatan Harapan’s plans and had only known of it from news reports.
He said the power to approve the use of symbols rested with the EC. “The commission must give approval, whether they want to use a new logo or similar such matters.
Last night, Pakatan Harapan chairman Dr Mahathir Mohamad announced that the alliance would use Parti Keadilan Rakyat’s oval eye symbol.
Hashim explained that political parties were registered under the Registrar of Societies, after which they should refer to the Election Commission. “If use of the symbol does not offend regulations, it would be approved,” he said.

RoS temporarily deregisters PPBM (Updated)

PUTRAJAYA: Parti Pribumi Bersatu Malaysia (PPBM) has been temporarily deregistered by the Registrar of Societies (RoS) for failing to furnish the
minutes of meetings of its divisions and branches by the stipulated deadline.
Its director-general Surayati Ibrahim said the decision which was taken under Section 14 (5) of the Societies Act 1996 takes effect from Thursday.
“We have delivered the notice to PPBM secretary-general at 12.30pm, today (today),” she told reporters at the RoS headquarters, here.
The temporary deregistration of the party, she said will take effect for 30 days where PPBM would not be allowed to conduct any activities nor use its logo and name during the period.
Surayati said the Umno-splinter party will be given 30 days to appeal as well as submit all the required documents and information or risk full deregistration
should it fail to do so.
She said it would be against the law for PPBM to continue with its activities and use its logo or name but refused to divulge the specifics.

Ballot papers of EC officers sold to BN for RM100 each’
A BN state seat candidate has been accused of “buying” ballot papers from Election Commission (EC) officers in order to vote on behalf of them to ensure victory for BN.
In exposing this today, PKR director of strategy Rafizi Ramli said one of the officers had on May 4, just a day before the 13th general election, lodged a police report on this.
Copies of the police report were given to members of the media by Rafizi during a press conference at PKR headquarters at Tropicana in Petaling Jaya this afternoon.
The report details how the EC officers were called up by the BN candidate before they passed their ballot papers to BN coalition workers.
According to Rafizi, four of the EC officers demanded back their ballot papers a day after they were sold to the BN candidate for RM100 each.
“However, when they got back their ballot papers, they found that their ballots had already been been marked,” Rafizi said.

‘High number of petitions enough for EC heads to roll’

Jun 3: 85 election petitions and still counting, and this should be enough reason for the Election Commission’s top duo Abdul Aziz Mohd Yusof and his deputy Wan Ahmad Wan Omar (pic) to resign.
The call was jointly made today by Pakatan Rakyat parties, whose statement was read out by PKR de facto leader Anwar Ibrahim.
“Never in history, close to 90 election petitions have been proposed to be filed. This alone is enough for the EC chief and deputy’s heads to roll immediately for negligence and fraud in the election,” he said.
Anwar, who recently criss-crossed the country to address the well attended ‘Blackout 505’ rally series against electoral frauds during the 13th general election, said the coalition will soon file 35 election petitions
Not to be left out, Barisan Nasional is also planning to file 50 election petitions, despite its leaders urging the public to accept the election results which saw BN losing the popular votes.

Pakatan to file 36 polls petitions

PETALING JAYA (June 3, 2013): Pakatan Rakyat (PR) will file at least 36 election petitions to challenge the result of the 13th general election (GE13).
“We are in the process of filing the petitions in a number of constituencies where we feel we need to challenge the result,” PAS secretary-general Datuk Mustafa Ali told a joint press conference with PR de facto leader Datuk Seri Anwar Ibrahim and DAP adviser Lim Kit Siang at Parti Keadilan Rakyat (PKR) headquarters today.
“PAS will file at least 14 petitions while PKR and DAP are expected to file 18 and three petitions respectively,” said Mustafa.
According to him, this is a normal procedure after any general election.
“Surely, not everybody will be satisfied with the result, and filing the petition is another democratic way to challenge it,” he said.
Mustafa also claims that Barisan Nasional’s (BN) decision to file more than 50 petitions shows that it, too, is questioning the result announced by the Election Commission (EC).
Meanwhile, Anwar said the number of petitions that will be filed after GE13 will rewrite Malaysian history as the most contested election in the country.
“Usually, only one or two petitions will be filed by political parties. But this is the first time that over 90 petitions (are) filed,” he said, adding that the alarming number of petitions should be enough to persuade EC leaders to resign.

Even though the oversight committee on the Election Commission is a welcome move, it will be better to have a royal commission to oversee the reform, says former EC chief Rashid Abdul Rahman.
He said “quick fixes” similar to the previous parliamentary select committee (PSC) on electoral reform are not workable in bringing real change.
“If you come up with suggestions like the previous one, it is not done in totality. A quick fix does not work.
“Any reform must be done in total, therefore the country should undertake a high-powered independent commission. Better still if it is a royal commission,” Rashid (left) told Malaysiakini when contacted.
Rashid said a commission as suggested can review the EC in its entirety, including the election laws, and overhaul these where necessary.
“The commission should comprise legal experts, constitutional experts and electoral democracy experts.
“But if it is another committee comprising MPs again, that to me will not work,” he said.
‘Better to be under Parliament’
However, on whether the EC should come under the Prime Minister’s Department, Parliament or should stand by itself, Rashid said it was a subject to debate.
“But in major European countries, they all tend to put their EC under Parliament and even the appointment of its members is made by Parliament.
“There are plenty of advantages in doing so, as they can operate more freely and their actions can be questioned directly by Parliament,” he said.
Rashid, who had served 17 years as EC secretary and almost 10 years as EC chief, had similarly called for the setting up of a royal commission of inquiry when the first PSC on electoral reform conducted its hearings and recommendations last year.

Bersih co-chairperson Ambiga Sreenevasan said Prime Minister Najib Abdul Razak would do better to have the Election Commission (EC) heads removed than to announce a special committee to oversee a commission that has already lost public confidence.
“The prime minister is doing this because he recognises that the EC does not enjoy public confidence, so in that case they (EC heads) must resign or be removed.
“To make them report to another committee is unconstitutional, because if you look at the federal constitution, they are supposed to be an independent body,” she told Malaysiakini when contacted.

Without the details, it is not possible to comment intelligently on this move, although it is a step in the right direction.
It would have been more proper for Najib to have full consultation with the Pakatan Rakyat MPs on the this proposal before any announcement is made – so that it would be seen as an innovation which has received bipartisan discussion and support, including the full details involved.
Offhand, pending full details of the proposal, let me state that the Election Commission must start with a completely new slate with a new Chairman and Deputy Chairman if it is to command full public confidence, as the present Chairman and Deputy Chairman had operated as if they are Barisan Nasional protoganists and politicians in taking on Pakatan Rakyat leaders.

Prime Minister Najib Abdul Razak has announced that a special committee will be set up to oversee the Election Commission (EC).
According to Bernama today, Najib said the move was to “strengthen the EC’s authority and credibility”.
To those ends, it reported that “the government will set up a special committee comprising members of parliament from the Barisan Nasional and the opposition to oversee the commission”.
“With this step, it is hoped that the independence of the EC will no longer be questioned and the people’s confidence toward the EC will be strengthened,” Bernama today quoted the PM saying.
He said this during his congratulatory speech to Yang di-Pertuan Agong Tuanku Abdul Halim Mu’adzam Shah on the latter’s birthday and investiture ceremony involving the presentation of awards and medals at Istana Negara today.
However the report did not provide any further details on the nature of the committee nor the timeline for implementation.
The move comes as Pakatan Rakyat launched a major campaign to discredit the commission following claims of fraud in the 13th general election last month.

There is nothing but hanky-panky going on between the EC and the National Registration Department (NRD). All these dirty works must have been given the green light by Najib whose credibility is now highly in doubt.

A dirty election on the roll
From April 28 last year to the polling day on May 5, the Election Commission (EC) is still indulging in rogue activities.
It is very obvious now that Najib Tun Razak, head of the caretaker government, is being high-handed and arrogant in ignoring the citizens’ call for free and fair elections as he is not doing anything about the irregularities committed by the EC.

1 In Kedah, Kelantan, Pahang and Terengganu there are altogether 900 people named Fatimah Ismail. They live close to each other and have the same birthdates. This means that two men named Ismail living in the same village had a daughter on the same day and named their daughter Fatimah. This is too great a coincidence!
2 Sabah, Penang and Sarawak have the highest number of voters over the age of 100. Sabah has 1,062 centenarians, Penang has over 800 and Sarawak has 475. The average age that the Sabah centenarians who made the effort to register for voting is 84. Certainly they seem to be very energetic and active.
3 There is issue fast-tracked citizenship being given to the low-skilled foreign workers in exchange for votes.

The Election Commission (EC) vouched today that the votes of postal voters would be kept confidential, saying its officers were following procedures in jotting down the serial numbers of the ballot papers of these voters in two forms.

EC chairperson Abdul Aziz Mohd Yusof told Malaysiakini the serial numbers are recorded on Form 2, which is a declaration on the identity of the voters, to ensure that the voters get the proper and right ballot papers sent.
His deputy, Wan Ahmad Wan Omar, also defended the action, saying the the number is also jotted down on the voter list kept by the EC, to ensure the postal voters do not claim later that the ballot papers were not sent.
“There is no other intention. According to the law, we need to jot down the serial numbers in the voter list when the ballot papers are issued, along with the envelope. But all these document are then burnt and destroyed, 31 days after the election results are gazetted.
“There is no record where anyone can check. It is done this way to prevent the voters from accusing the EC of not issuing the ballot papers to them,” Wan Ahmad said.
He said when Form 2 was returned with the ballot papers and this tallied with the serial number, the form would be placed in another tray, different from that for the ballot papers
Abdul Aziz further said that without Form 2, attached together during the counting process, it would be impossible to know who are the voters who voted.
“The confidentiality of the vote is ensured. The votes are counted in front of all the agents and the candidates,” claimed the EC chief, who also vouched that the EC would look into the complaint in the Johor case.

DAP campaigners have found that the Election Commission (EC) officials in charge of the Pulai parliamentary constituency have recorded the serial numbers of postal ballots before posting them to the voters, raising fears that those ballots can be traced easily.
According to DAP Pengkalan Rinting state seat candidate Cheo Yee How (left) and his candidate’s representative Tah Moon Hui, they saw the incident yesterday during their visit to the EC operations centre in Johor Bahru to examine the postal ballots before they were posted.
They furnished Malaysiakini with a photograph taken discreetly at the operation centre, showing the six-digit serial numbers of both the parliamentary and state ballots of each postal voter, jotted down next to the voter’s name on the postal voter list.
Malaysiakini has also confirmed with several journalists who have applied as postal voters that each of their ballots is printed with a six-digit serial number.
“I suspect these serial numbers jotted down by the EC can be used to trace the ballots cast. This is against the principle that every vote should be kept secret,” said Cheo when contacted by Malaysiakini today.
In the Tanjong Piai parliamentary constituency, DAP candidate Mahdzir Ibrahim also received a similar complaint from a low-ranking EC officer who had applied to become a postal voter.
He said the six-digit number also printed on the envelope, which will be used to post the ballot back to the EC, and the EC has the record of which ballot is posted to which voter.
“The voter told me his ballot will be traced, hence he will cast a spoilt vote,” Mahdzir told Malaysiakini.
“We know that the envelope will be separated from the ballot during the counting process, and the ballot boxes will be kept for six months after the election. But if the EC officials open the ballot boxes, they would be able to trace the voters. Now the issue is the integrity of the EC.”
Cheo and his campaign team also detected the name of another postal voter appearing in both the list of the ‘EC officers’ and list of ‘media practitioners’.
“Both entries have the same name and MyKad number but appear in different polling districts. I’m worried that this may lead to electoral irregularities,” said the 29-year-old candidate.
EC staff and journalists unable to vote on polling day are allowed to do so via post in this general election.
Cheo immediately complained to an EC official upon discovering the problem to be told that they will send out only one of the two ballots to that voter.
He urged all candidates to scrutinise the list of postal voters in their constituencies.

Opposition Leader Anwar Ibrahim dropped a bombshell on Thursday, exposing alleged attempts by the Election Commission to “divert” ballot boxes meant to be sent to its headquarters in Putrajaya to a secret hiding place in an industrial park in Kajang.
The 64-year-old Anwar demanded that the EC – which has frequently been accused of favoring Prime Minister Najib Razak’s Umno party – explain the matter immediately.
“We believe these polyester big square bags, ballot boxes, meant for Putrajaya headquarters were stopped by EC Pajero and instructed to divert to Jalan SC2, Sungai Chua, Kajang. These are polyester big square bags diverted on 8 April 2013, why such a dubious manner, the EC has to immediately explain. These ballot boxes were covered as polyester big square bags meant for Election Commission headquarters were diverted midway at the toll to the industrial site Jalan SC2, Sungai Chua. KUALA LUMPUR, April 25 – The Election Commission (EC) has a store in Sungai Chua, Kajang, to keep its goods, its chairman Tan Sri Abdul Aziz Mohd Yusof said today, denying claims of “dubious” diversions for ballot boxes.
Opposition leader Datuk Seri Anwar Ibrahim showed photographic proof today that an EC vehicle carrying ballot boxes stamped with the commission logo had made a suspicious diversion to Jalan SC 2 in the Sungai Chua Industrial Park in Kajang en route to its Putrajaya
headquarters on April 8.
“Yes Sungai Chua has an EC store,” Abdul Aziz said when contacted by The Malaysian Insider for comment.

‘Majority of foreign voters in Sabah, S’gor’
In Peninsular Malaysia, Gombak, followed by Ampang, have the highest number of foreign voters, says Anwar Ibrahim.
KUALA LUMPUR: The majority of the 28,593 foreign voters on the electoral roll are concentrated in hotly contested states Sabah and Selangor, Opposition Leader Anwar Ibrahim claimed today.
Citing a report by the Malaysian Electoral Roll Analysis Project (MERAP), Anwar told reporters at PKR’s headquarters here that in Selangor, Gombak had the highest number of foreign voters, followed by Ampang.
“Sabah alone has 15,907 registered foreign voters, the majority of whom are Filipinos and Indonesians. Selangor has the next highest number with 4,324 foreign voters.
“The majority of the foreign voters will be in Sabah, Selangor and Kuala Lumpur… in the peninsula, Gombak has the highest number, followed by Ampang,” said Anwar.
The candidates for the Gombak seat are the incumbent MP, PKR vice-president Mohd Azmin Ali, Barisan Nasional’s Rahman Ismail and Independent Said Nazar Abu Baker.
Ampang, meanwhile, will see a straight fight between PKR Wanita chief Zuraida Kamaruddin, who is the incumbent MP, and BN’s Rozaidah Talib.

Abdul Aziz also denied Anwar’s allegation that the electoral roll contains 28,593 voters that are made up of foreigners from Indonesia, the Philippines, Pakistan and Bangladesh.
“How can? If you’re not a citizen you cannot be a voter. Automatically the system will reject,” he said.
He said, however, that if there are foreign citizens who have lived in Malaysia for a very long time and given citizenship, then they are eligible to be a voter after they get their blue identity cards.
“The EC won’t ask how they got their citizenship. The EC will only check with the National Registration Department (NRD). If everything is OK, then EC will register. If not, then EC will reject,” he added.
