KEPONG (Aug 17): Kepong MP Lim Lip Eng will be writing an official letter to the Ministry of Housing and Local Government (KPKT) to oppose the waste-to-energy project at Taman Beringin here.
In Parliament yesterday, the ministry said it was committed to proceed with the controversial project, which entails building an incinerator, in a written reply to a question from the lawmaker about the project.
KPKT said the project will be undertaken via a public-private partnership, and stressed that it will make waste management easier and less expensive for Dewan Bandaraya Kuala Lumpur’s (DBKL) by reducing the cost of logistics and expanding landfills as well as lower the emission of greenhouse gasses in the long run.
KPKT also highlighted that the government will not risk making losses in this project as it is a privately-financed initiative.
“Lim raised the question and the answer has shocked everyone, because just two days ago, we submitted our memorandum to KPKT minister Zuraida Kamaruddin and checked if she has the intention to scrap the incinerator project as this is the baby of previous BN (Barisan National) project, and the current landfill still has 70% to 80% capacity that can last for 40 to 50 years. We believe burning should be the last option.
“Zuraida said she will need to go through all the papers and carefully consider various options to make the decision which is best to the rakyat. However, in just 24 hours, she announced that the project will go ahead. This is shocking news for all of us,” said Kuala Lumpur Tak Nak Insinerator (KTI) committee chairman Lee Chong Tek in the press conference here Kepong today.
Lee and KTI vice-chairman Wong Wai Kong emphasised that Malaysia does not need another incinerator when the previous four, which are located in Cameron Highland, Pulau Pangkor, Pulau Langkawi and Pulau Tioman, have failed and closed down due to immature waste management in the country.
“Most of our rubbish are wet rubbish, and we do not have a very good rubbish segregation system now. Can you imagine how polluted the air will be when we are burning rubbish mixed with batteries, other electronics or chemicals?” said Wong.
Lim comments that it is an “insult” to Pakatan Harapan government because KPKT declined to reveal who had won the contract when asked about the matter.
“Who won the contract and how much it is [worth], we don’t even know. This is an insult to the Pakatan Harapan government because the government stands for freedom of information and transparency.

Kepong incinerator: Easy solution but not necessarily safe

Why are residents not involved in the feedback process for the incinerator in Kepong? I live within 5km from the proposed site. I am very worried, and I am a parent with four school-going children.
I have researched the issue of the project and it is a fact, not just opinion, that incinerators are not what developed countries prefer. They are moving away from it.
Cities in the US and Canada have rejected new incinerators and are closing down old ones. This is the west, where there is more concern about the environment. How can we ignore their example?
If incinerators are viable options, they must be proven first. Not just used without proper evaluation, and proper controls. This is a very serious matter. It needs proper planning.

The incinerator project looks like an easy solution, but easy solutions are not necessarily safe over time. It is a large investment and the people investing in the project will make sure the project goes on even if it is failing, which is why there has to be more interest and discussions before this gets launched.
It will be too late then. I am sure so many other people agree with me, because we have so many residential areas here – there is a “taman” every kilometre in any direction. I know many of my fellow residents are not making noise yet, but they will when they know this project is up and running, I am very sure of that.
In the meantime, I hope someone is listening.

Tian Chua: Ministry must come clean on Kepong incinerator project
PETALING JAYA: PKR vice-president Tian Chua says the revival of a project to build a 1,000-tonne incinerator in Kepong must come under closer scrunity over a few key issues.
The Batu MP called for the relevant ministry to act more responsibly and be transparent on how the project to convert waste-to-energy proceeds, especially pertaining to the issue of the companies shortlisted and the proposed site for the incinerator.
“The urban wellbeing, housing and local government ministry needs to once again assess the engagement of this incinerator project over the proposed bidding companies and the location of the project,” Tian Chua said, adding that there were doubts on the shortlisted companies.

Tian Chua then addressed the project site, saying it was only three to four kilometres from the Taman Beringin housing estate and may be a health risk among other things.
“Many residents around Taman Beringin are nervous as they feel the project being built near their homes may have an impact on the environment, let alone the health risks.
“The 1,000-tonne incinerator project is planned merely about three to four kilometers from their homes, and the thick black smoke it emits may pollute their air, and worst still, release a bad stench,” he said.
“These areas, especially Taman Beringin, are highly populated and this project may cause a lot of discomfort in the surroundings for many.”

KUALA LUMPUR― In a damning assessment of Putrajaya’s handling of four incinerator projects across the country, Parliament’s Public Accounts Committee (PAC) hit out at the ministry in charge for approving the use of “unproven” technology without so much as a second look.
PAC found the Urban Wellbeing, Housing and Local Government Ministry and its panel of experts had approved the use of the incinerator technology without conducting any due diligence on the claims made by the contractor appointed to build the facilities.
PAC also told the ministry to take “appropriate action” against senior officials and experts engaged in approving the incinerator technology offered by XCN Technology (XCNT) Sdn Bhd, based on inconclusive evidence as to the efficacy of three earlier incinerator projects built by the company.
These include ministry secretary-general Datuk Seri Arpah Abdul Razak, National Solid Waste Management Department (JPSPN) Director-General Datuk Dr Nadzri Yahya, National Solid Waste Management Technological Evaluation Committee members Prof Dr Rozainee Taib of Universiti Teknologi Malaysia (UTM) and Malaysian Industry-Government Group of High Technology (MiGHT) principal analyst (emerging technology) Dr Sivapalan Katsiravale, and the company itself.

What a load of rubbish
Unsightly piles: Rubbish dumped outside the waste incinerator on Tioman Island, which has yet to start operating.
After a delay of over three years, the waste incinerator in Tioman Island is finally built; but it remains unopened, leading to smelly trash being strewn all over.

Rubbish that is collected from seven villages on the island is dumped there, in front of a waste incinerator that was completed last December but has remained non-operational.
The new incinerator is to replace a smaller and older one which broke down a few years ago. However, the delay in its completion – by over 1,000 days – resulted in trash being carried by barge once a month for disposal in the mainland.

The company Sumur Mutiara is the main contractor (builder and designer) of the Tioman incinerator, as well as another one in Cameron Highlands.
The technology provider for both plants is XCN Technology.

Aside from Tioman and Cameron Highlands, there are also trash incinerators in Pulau Pangkor and Pulau Langkawi. Both are designed, built and operated by XCN Technology.

Police in Boluo county, Guangdong province, detained 24 people suspected of violations of laws during a protest on Saturday against the construction of a garbage incinerating plant.
According to a statement from the county bureau of public security on Saturday, police would deal leniently with those who surrender themselves and inform against other lawbreakers within three days.
By Sunday, 24 people had been detained and eight were later released after being reprimanded.
“The protest was organised by a handful of lawless people and participated in by people who did not know the truth,” the statement said.
Some of the protesters violated laws, regulations and rules when they disturbed social order and caused heavy traffic jams during the protest, police said.

According to sources with the Huizhou city bureau of housing and urban construction, the local government is still soliciting public opinion on whether to construct the proposed garbage incinerating plant.

Think twice on incinerator project, Vincent Tan tells govt

KUALA LUMPUR: Berjaya Corporation Berhad chairman Tan Sri Vincent Tan called on the government to reassess its plan for the Kuala Lumpur incinerator project.
This was because the existing waste disposal facilities, including the Bukit Tagar sanitary landfill which has been in operation since 2005, is effectively managing the disposal of waste from Kuala Lumpur and Selangor, he said.
KUB-Berjaya Enviro Sdn Bhd is the operator of the Bukit Tagar sanitary landfill project, with 60 per cent owned by the corporation.
He said the Bukit Tagar landfill had a 120-million tonne capacity and could cater to the total waste generated in KL and Selangor, both of around 5,000 tonnes a day, for over 65 years.
“Currently, Bukit Tagar only manages Kuala Lumpur’s 2,500 tonnes of waste per day and at this level, the Bukit Tagar landfill can last for over 130 years,” he said in a statement.
“Since we already have an adequate sanitary landfill to take care of Kuala Lumpur’s and Selangor’s waste for the long term, in my view, the government should not spend the estimated RM1 billion to implement the KL incinerator project.”

”The minister has not been brave enough to meet us. He has been lying to us through his officials,” said Kuala Lumpur Tak Nak Insinerator (KTI) chairman Isaiah Jacob.
“The incinerators will only be built over our dead bodies.”
Jacobs said the group has sent four letters to the minister last year, urging him to meet them, but he has not responded.
Abdul Rahman had last week confirmed that the incinerator in Kepong would be built.

Jacobs added that KTI was also disappointed with their MP Dr Tan Seng Giaw, who has been silent on the issue yet went on a trip sponsored by the ministry to Japan to visit incinerators.
“We have always invited him and he has never turned up. We are very disappointed with Tan. Instead, we get support from MPs from far away such as Serdang and Hulu Langat,” said Jacobs.

AUDIT REPORT The National Solid Wastes Management Department (JPSPN) spent RM199 million on incinerators over the last four years, and then found there was no expertise to operate such machines in Malaysia.
All four incinerators at tourist spots in the islands of Langkawi, Pangkor and Tioman and in Cameron Highlands saw construction delays of two to three times their original schedules.
And even after completion, the Auditor-General’s 2012 Report says, three of the incinerators were not operated for 223 to 642 days, all because of the lack of expertise.

About 100 KTI members and supporters marched more than 15 kilometres from Taman Sri Murni in Kepong to the DBKL doorstep today to hand over a memorandum to the City Hall demanding the proposed incinerator in Kepong be scrapped. The march took four hours.
However, only 15 committee members were allowed to enter the City Hall building lobby to hand over the memorandum and petition meant for KL Mayor Ahmad Phesal Talib, which was accepted by DBKL special officer Khairul Eswan Ishak.

There is no need for garbage incinerators in the country if Malaysians are more environmentally conscious and are better educated on recycling, the Kuala Lumpur Rejects Incinerator Action Committee (KTI) said today.

The Kuala Lumpur Rejects Incinerator Action Committee (KTI) together with the Kepong Jinjang Anti-Incinerator Committee yesterday formally announced their cooperation and are expected to hold a rally on Nov 24.
It will be followed with a march to Parliament the following day.
In a press statement yesterday, KTI chairperson Isaiah Jacob said the rally, dubbed ‘Mega Perhimpunan’ (mega gathering) will take place at Taman Metropolitan, Kepong while the march called ‘Mega Walk’ will take place from Taman Sri Murni to the Kuala Lumpur City Hall and then to Parliament.

Urban Wellbeing, Housing and Local Government Minister Datuk Abdul Rahman Dahlan must clarify that an incinerator is only one of many waste disposal options at the Taman Beringin transfer station in Kepong
Yesterday evening, on the 18th of November, Dato Dr. Nadzri Yahaya, the Director of the National Department of Solid Waste Management under the Ministry of Urban Wellbeing, Housing and Local Government dropped a bombshell on the residents of Kepong when he said that he had ‘misled’ the minister by giving him the impression that building an incinerator was the only available option at the Taman Beringin waste transfer station in Kepong. This was the reason why the Minister, Datuk Abdul Rahman Dahlan, was insisting that an open tender had already taken place in September for an incinerator in Taman Beringin.
Instead, Datuk Dr. Nadzri Yahaya, in his briefing to the residents of Kepong at the Jinjang North Community Center, informed those present that the open tender was for a ‘waste to energy’ facility which includes the following three options:
(i) Thermal Treatment Plant in the form of an incinerator plant, a gasification plant or a pyrolysis plant
(ii) Anaerobic digester for organic waste
(iii) Refuse Derived Fuel (RDF) or Materials Recovery Facility (MRF)
At the same time, Datuk Dr. Nadzri also gave the assurance that all the bids for the different options, by local as well as international players, would be made public so that the members of the public can evaluate for themselves on whether the best option was chosen.
Datuk Dr. Nadzri also mentioned that the bids would be evaluated based on the ‘best available techniques not entailing excessive costs’ (BATNEEC) and that the technology must be a proven technology that is environmentally friendly and cost effective.
He further mentioned that a Detailed Environmental Impact Assessment (DEIA) would be conducted for a period of nine months after the choice of the ‘waste to energy’ option has been chosen.
Given these announcements made by Datuk Dr. Nadzri, the Minister of Urban Well Being, Housing and Local Government, Datuk Abdul Rahman Dahlan, should immediately clarify that it is not certain that an incinerator plant would be built in Taman Beringin, Kepong and that this is only one of the options available. He should also confirm that the open tender for this project is open to all of the options mentioned by Datuk Dr. Nadzri, of which the incinerator plant is just one option. At the same time, the Minister should also assure the public that all of the tenders for this project will be made available to the public. Finally, the Minister should assure the residents in Kepong that if the DEIA does not find the option that has been chosen to be suitable, the ‘waste to energy’ plant proposal will be scrapped.
The Minister’s insistence that an incinerator will be built in Taman Beringin has already created a lot of distrust and unhappiness among the residents in Kepong. If he has to have any chance of rebuilding this lost trust, it is of utmost importance that he makes clear what Datuk Dr. Nadzri has told the residents in his briefing in Kepong yesterday evening.

Under pressure from growing protests, the government has clarified that the proposed incinerator in Taman Beringin, Jinjang, is one of many “waste to energy” options on the drawing block.
National Solid Waste Management Department (JPSPN by its Malay acronym) director- general Nadzri Yahaya said Urban Wellbeing, Housing and Local Government Minister Abdul Rahman Dalam had made a mistake last month in saying that the government is opening an international tender exercise for an “incineration” plant.
“It’s not his fault. Sometimes it’s colloquial (use of words). We say ‘incinerator’ so that everybody understands,” Nadzri told MPs, NGO leaders and residents at the Jinjang community hall in Kuala Lumpur last night.
“But we can confirm here that it is a ‘waste to energy’ plant. I take the responsibility for (giving the minister) the wrong information.”

Residents in Kepong, already riled up by the proposed hike in assessment rates, are now questioning whether an incinerator is to be built at the Taman Beringin waste transfer station.
Serdang MP Ong Kian Ming (pic) today urged Urban Wellbeing, Housing and Local Government Minister Datuk Abdul Rahman Dahlan to clarify whether an incinerator is the only solution, or one of many waste disposal options, at Taman Beringin in Kepong.
Ong said Abdul Rahman’s insistence that an incinerator be built in Taman Beringin has created distrust and unhappiness among the residents in Kepong.
“If he is inclined to rebuild the lost trust, then Abdul Rahman needs to clarify what was said by National Department of Solid Waste Management director Datuk Dr Nadzri Yahaya,” he added.
Yesterday, Nadzri told stunned Kepong residents that he had “misled” Abdul Rahman by giving the impression that an incinerator was the only option at the Taman Beringin waste transfer station.
He also claimed that this was the reason why the Minister insisted that an open tender had taken place in September for the construction of the incinerator.

Residents near the proposed site are worried about toxic fumes and poor maintenance in the long run.
Abdul Rahman said incinerators would be private industry driven and open to international tender, and therefore built and maintained with international standards.
In addressing concerns that the proposed plant near Taman Beringin, Kepong were too close to residents, Abdul Rahman said the proximity was not an issue as modern incinerators were designed to contain toxic fumes produced.
Calling it a modern and matured technology, he showed images of how incinerators were already used in high-density areas in Tokyo, and even surrounded by hospitals and schools.

Jawatankuasa Bertindak Kuala Lumpur Tak Nak Insinerator (KTI) has strongly opposed the ministry’s proposed incinerator in Taman Beringin, Kepong.
Its chairman Isaiah Jacob said they would organise a peaceful walk to the Kuala Lumpur City Hall (DBKL) and the Parliament on Nov 25 to submit memorandums in protest over environmental, health, cost and maintenance issues.
They argued that the Housing and Local Government Ministry’s guidelines for incinerators clearly stated that the facility had to be built 50km away from developments.
KTI has also joined forces with the Kepong Jinjang Anti Incinerator committee who have kicked off a signature campaign from Oct 20.

3 men injured in incineration plant fire at Tuas
SINGAPORE – Three men were injured in a fire that broke out in an industrial building at Tuas on Friday evening.
According to a statement from the Singapore Civil Defence Force (SCDF), the fire broke out in an incineration plant at Tuas Avenue 10, and involved flammable chemicals.
SCDF officers received the call about the fire at about 5.17pm.
The statement added that the fire affected an area approximately the size of two football fields. The fire was brought under control within 90 minutes, but firefighting operations were still ongoing as of 8.55pm to put out pockets of fire in the area.
About 60 SCDF personnel were involved in the operation. Six fire engines, two Red Rhinos, five supporting vehicles and four ambulances were dispatched to the scene.
According to the SCDF, all three victims suffered burn injuries.
One man sustained first and second degree burns and was conveyed by SCDF ambulance to the Singapore General Hospital.
Another sustained first degree burns and was conveyed by SCDF ambulance to the Singapore General Hospital.
The third man was brought to the National University Hospital prior to SCDF arrival.

Huge fire at incineration plant along Tuas Avenue 10

Massive clouds of black smoke were seen rising from a fire at an incineration plant along Tuas Avenue 10 on Friday evening.
According to the Singapore Civil Defence Force’s Facebook post, fire fighters arrived within eight minutes after receiving an alert at 5.17pm.
They said that there were three casualties with burn injuries who were sent to the hospital, adding that the fire, which involved “flammable chemicals”, was approximately the size of two football fields.
A total of 60 SCDF personnel were involved in the operation. They used 12 cooling jets, including two platform monitors “for aerial fire fighting”.
A spokesperson said that they took about 90 minutes to put out the fire.

The Kuala Lumpur Rejects Incinerator Action Committee (KTI) is questioning whether the government’s public consultation process on the Kepong incinerator project was a sham to create the false impression that local residents do not oppose it.
KTI chairperson Isaiah Jabob told a press conference this morning that he had received a phone call from a purportedly National Solid Waste Management Department (NSWMD) official informing him that the affected residents had already been consulted on the project.
The official apparently told him that the NSWMD had invited residents of three People’s Housing Projects (PPR) to the consultation session, namely PPR Intan Baiduri, PPR Taman Wahyu and PPR Taman Beringin.
However, when Isaiah queried the response to the sessions, he was told that only residents from PPR Taman Beringin had shown up.
“This project will affect over 100,000 households in the Klang Valley. The department should not only consult three residents of three PPR projects, but also invite all residents to a dialogue” he said at the press conference.
In addition, Isaiah said he believes that PPR residents would not likely dare to oppose the incinerator because they rented their public housing homes from the Kuala Lumpur City Hall (DBKL).
“Perhaps if they opposed, they would be evicted… When the authorities consulted PPR residents, are they just creating a false impression that the residents were consulted and did not oppose the incinerator?” he asked.

PETALING JAYA (Nov 3, 2013): Residents of Taman Beringin in Jinjang are organising themselves to oppose the proposed Kepong incinerator project next to the solid waste transfer centre in their residential area.
Calling themselves the “Kuala Lumpur Tak Nak Insinerator Action Committee” (KTI), the group said they had to act after their two letters to Kuala Lumpur mayor Datuk Seri Ahmad Phesal Talib requesting for a dialogue on the project went unheeded.
In a statement released recently, KTI chairman Isaiah Jacob said: “There is not a single incinerator operator in the world that can promise it is 100% safe, regardless of technology, size and manufacturer.”

While the government has revealed little about the planned incinerator in Kepong, residents are gearing up for a battle which see a rally and later a march to Parliament next month.
The Kuala Lumpur Rejects Incinerator Action Committee (KTI) together with the Kepong Jinjang Anti-Incinerator Committee yesterday formally announced their cooperation and are expected to hold a rally on Nov 24.
It will be followed with a march to Parliament the following day.

The action group Kepong Jinjang Anti-Incinerator Committee launched a signature campaign today to press for greater public consultation over the government’s plans to construct a waste incinerator in Kepong, Kuala Lumpur.
“The committee feels strongly worried and dissatisfied as this project involves the people’s health and will cause a great negative impact on the air quality.
“For this reason, we urge the related ministries to suspend the project to construct an incinerator in densely populated urban areas, review the feasibility of incineration and discuss the alternatives of non-incineration,” said the group’s chairperson Martin Shek in a press statement after a press conference in Kepong this morning.

THEIR EIGHT DEMANDS
The anti-incinerator committee demanded the related ministry fulfill eight conditions before proceeding with the project:
1. The project must be tendered transparently and the contractors must provide all details of the incinerator model
2. Publish the Environmental Impact Assessment report as soon as possible
3. Conduct dialogues with the people, seek the people’s opinion and take the people’s wishes as the highest priority
4. Develop a general environmental policy and first run recycling programmes to reduce the risk of toxic substances released through incineration
5. The processing method of the bottom ash must be made known to the public.
6. Ensure there are a number of professionals involved in the project to guarantee the safe running of the incinerator.
7. The operating cost must be announced to the public.
8. The location of the incinerator must be situated far away from densely populated urban areas at a minimum radius of 50km away. The project must also receive the consent of the residents in the area.

Kepong residents say no to site of project
Concerned : Some 800 citizens turning up to sign the petition against the building of an incinerator at Taman Beringin, Kepong.
ABOUT 800 Kepong residents showed up at the Metropolitan Park in Kepong recently to sign a petition against a proposed waste incineration facility in Taman Beringin, Kepong.
The event on Sunday evening was organised by Kepong MP Dr Tan Seng Giaw, who was accompanied by Selayang MP William Leong and Batu MP Tian Chua.
Dr Tan said that since August, some 7,000 residents had signed the petition.
“The Government should explore other alternatives before embarking on such a huge project,” he said.
Laman Rimbunan resident Sam Wong, 50, questioned the location of the proposed incinerator.
“We are not against the project as a whole.
“We just want to know why they chose to build the facility in the middle of a densely populated area,” he said.

“The Forest Research Institute Malaysia (FRIM), an important green lung, is also located close by and could be affected.

Incinerator tender opens in September

KUALA LUMPUR: THE tender for the proposed incinerator project of the Taman Beringin transfer station in Kepong is expected to open in September.
Urban Wellbeing, Housing and Local Government minister Datuk Abdul Rahman Dahlan said an international tender process would be open for a few months
before the applications are evaluated.
