Higher Education Minister, Idris Jusoh, says that only 86 out of 113,752 international students were known to be involved in crime but no period of time is given. He seems to suggest the period July-November 2015.

Less than 0.1% international students involved in crime, says minister

Only 0.075% of international students – 86 out of 113,752 – are known to be involved in crime in Malaysia, Higher Education Minister Datuk Seri Idris Jusoh said today.

He said this was because the arrival of foreign students is monitored effectively through the Education Malaysia Global Services (EMGS) student identity card system since July.

Idris said the establishment of EMGS in 2013 had reduced cases of international student visa abuse in the country besides assisting to raise the number of international students coming into the country.

“Many are of the perception that each crime committed by a foreigner involved international students. Maybe such students entered Malaysia before the introduction of the EMGS student card.

“Since screening by EMGS began, the ministry’s statistics showed only 0.075% of the students were involved in crime,” he told a media conference at his office in Putrajaya.

Idris said the effort involved the cooperation of the Higher Education Ministry, Home Ministry, Immigration Department, EMGS and other enforcement agencies.

However, he said the ministry does not have any control on the entry of foreign students to Malaysia for three-month courses at language centres.

Foreign student enrolment in four institutions suspended

Higher Education Minister says suspension comes after checks revealed many foreign workers were fraudulently using student visas.

Speaking to reporters during a press conference at the Higher Education Ministry, Idris said checks were carried out on all private universities and colleges last year and subsequently some were instructed to suspend enrolment of foreign students due to fraud.

“We went down to these institutions to check if the students were in school or not and have subsequently suspended four higher education institutes (from enrolling more foreign students),” he said.

An officer from the ministry told reporters the names of the four universities and colleges were to be kept confidential.

Idris said most of the cases of fraud involved foreigners from language centres who were found to be holding student visas.

“Many of them (fake students) come through language centres where they are given a visa duration of three months.”

Four private higher learning institutions (IPTS) have been suspended from accepting new international students, Higher Education Minister
Idris Jusoh announced today.

The decision was made following reports of foreign workers coming into Malaysia to work on student visas to the point that some colleges in the country were being referred to as ‘visa colleges’.

Idris said they have checked all private universities and colleges and subsequently suspended four of them from accepting new international students.

“That’s why we go down to the private higher learning institutions so we can check if they (the students on visas) are in school or not. That’s why we have suspended four IPTS,” he said at a press conference in Putrajaya.

An officer from the ministry later said they were not allowed to reveal the names of the universities and colleges concerned.

Idris said many of the foreign workers coming into Malaysia on student visas came from language centres.

He also pointed out that with the new system of student cards launched last year, it was easier for the ministry to identify anyone with a student visa but who was not actually a student.

“Many of them come through language centres where (they’re given a visa duration of) three months.

“We couldn’t control them before because they did not have student cards.

“Now that they have the student cards that will limit them to three months so when they are caught, we’ll know they have overstayed,” he said.

GEORGE TOWN: Seven African women who entered Malaysia on student visas were nabbed for providing sex services at a budget hotel here.

Aged between 22 and 35, the five women from Nigeria and two from Uganda were rounded up during an Immigration Department raid at about 9pm on Thursday.

State Immigration enforcement chief Abdul Rahman Hassan said the department personnel had monitored the hotel for over a month.

“When we arrived there, four of them were ‘serving’ their customers in the rooms,” he said, adding that the women would charge between RM50 and RM100 for each service.
