The Ban.
Phase 1: From 15 December 2015
Smokeless cigars, smokeless cigarillos or smokeless cigarettes; dissolvable tobacco or nicotine; any product containing nicotine or tobacco that may be used topically for application, by implant or injected into any parts of the body; and any solution or substance, containing tobacco or nicotine, that is intended to be used with e-cigarettes.
Phase 2: From August 2015
Nasal snuff, oral snuff, gutkha, khaini and zarda.
Penalties
1. First-time offenders could be fined up to $10,000, jailed up to six months, or both.
2. Those convicted more than once could be fined up to $20,000, jailed up to 12 months, or both.

SINGAPORE – The first phase of a ban on emerging tobacco products currently not available in Singapore will take place from Tuesday, December 15.
The Ministry of Health (MOH) said in a statement that the ban is geared at ensuring these products do not gain a foothold in the Singapore market as this could stimulate demand for and increase the prevalence of tobacco consumption.
In June, MOH announced that the ban on emerging tobacco products would be implemented in two phases. The second phase of the ban, which is on emerging tobacco products existing in the local market, will take effect from August next year.
The first phase of the ban will affect products such as smokeless cigars, smokeless cigarillos or smokeless cigarettes; dissolvable tobacco or nicotine; any product containing nicotine or tobacco that may be used topically for application, by implant or injected into any parts of the body; and any solution or substance, containing tobacco or nicotine, that is intended to be used with e-cigarettes.
The second phase of the ban will affect products such as Nasal snuff, oral snuff, gutkha, khaini and zarda.
