The Unified Examination Certificate (UEC) is a standardised test for Chinese independent high school students organised by the UCSCAM since 1975.
The UEC-SML is recognised as a qualification for entrance into many tertiary educational institutions around the world, including the United Kingdom, the United States, Taiwan, Hong Kong, China, Singapore, Australia, Canada and many others. It is not recognised by the government of Malaysia for entry into public universities, but most private colleges recognise it.

Guan Eng casts doubt on BN recognition of UEC
BN’s election manifesto shows that it will just “consider” giving UEC equal status as the SPM or STPM, says the DAP secretary-general.
GEORGE TOWN: The DAP today cast doubt on an election pledge by Barisan Nasional to recognise the United Examination Certificate, which is awarded by independent Chinese secondary schools.
DAP secretary-general Lim Guan Eng demanded a firm answer from BN, saying that the BN manifesto only promised to “consider” recognising the UEC.
The UEC issue has been a long-drawn-out battle between the independent Chinese secondary schools and the government. The certificate is not accepted as a qualification for entrance into public universities or into the public services.
Lim said: “The BN manifesto used the term ‘dipertimbangkan’ (to consider) granting recognition to UEC. This is akin to saying we will consider only. Whether it will be approved or not, we do not know.
“Consideration is not approval, but the MCA and BN are likening it to an approval.”
The BN election manifesto states that the government will consider admitting into public universities those possessing an equivalent certificate to the Sijil Pelajaran Malaysia and Sijil Tinggi Pelajaran Malaysia.
“The approval is conditional on having a credit in Bahasa Malaysia or history — and the same applies to the UEC,” Lim said.
The United Chinese School Committees Association of Malaysia (Dong Zong) said the number of UEC-holders had increased by 1,000 per year.

DONG Zong (United Chinese School Committees Association) says it is not putting much hope in getting government recognition for UEC (Unified Examination Certificate), as it has been turned into a political issue.
Instead of waiting for government recognition, it has decided to look beyond our shores and seek international recognition for the qualification that has already been accepted by many universities abroad, the Chinese press reported today.
“The so-called ‘one mile’ (last lap to full government recognition for UEC) appears to be short but is a never-ending journey (for Dong Zong),” said its president Datuk Vincent Lau.
“We feel disheartened. Instead of wasting our energy (fighting for government recognition), it is better for us to seek recognition by accreditation agencies overseas, to add value for UEC,” Lau told the media after chairing Dong Zong’s central committee meeting in Kajang on Saturday.

Unified Education Certificate is not recognised by the Rural and Regional Development Ministry
BERA: The Rural and Regional Development Ministry do not recognise the Unified Education Certificate (UEC) for entry into institutions of higher learning under it.
Its Minister Datuk Seri Ismail Sabri Yaakob said this is because UEC is not among the certificates listed under the National Education Policy.
“For all (institutions of higher learning) under the ministry such as University College of Agroscience of Malaysia (UCAM), Polytech Mara University College, Kuala Lumpur University (UniKL), and Mara University (UniMARA), we abide by the National Education Policy only.
“Outside of the government making a different decision (to recognise UEC), currently there is no approval (for UEC recognition) and the policy has not changed,” he said.

PETALING JAYA: DAP’s Teo Nie Ching has challenged Ti Lian Ker to say when the Barisan Nasional government will recognise the Unified Examination Certificate (UEC) standardised examination for students of Chinese independent high schools
The Kulai MP took the MCA central committee member to task for saying that it was former BN and Umno leaders like former prime minister Dr Mahathir Mohamad and former deputy prime ministers, Anwar Ibrahim and Muhyiddin Yassin who were the obstacles to the UEC’s recognition when they were in power.
This is especially since both Anwar and Muhyiddin had served as education ministers.
“If these former Umno leaders were against the UEC then, why did MCA continue sitting in the same government with them, if MCA was truly the number one defender of the UEC.
“Now that these leaders are no longer in power, can Ti tell us when UEC will finally be recognised by BN?” Teo asked.
The DAP international secretary said Ti’s claim that Umno president and Prime Minister Najib Razak is willing to reconsider recognising the UEC is mere rhetoric.
“This is especially since Education Minister Mahdzir Khalid just told us in a parliamentary written reply that the BN government will not increase the number of Chinese Independent Schools in Malaysia.
“Not only that, the Legal Profession Qualifying Board under the leadership of Attorney-General Mohamed Apandi Ali only recently decided to implement a decision they made in 2005 that the UEC is no longer accepted for any law graduate wanting to sit for the Certificate of Legal Practice (CLP),” Teo said.
She then reminded Ti that under Anwar’s leadership, the now-defunct Pakatan Rakyat had included the recognition of UEC as part of its manifesto for the 2013 People’s Manifesto announced for the last general election that year.

SIBU: The Legal Profession Qualifying Board is being urged to reconsider its decision to not recognise the United Examination Certificate (UEC) as a qualification equivalent to SPM and STPM for candidates sitting for the Certificate of Legal Practice (CLP) examination.
The board made the decision on Sept 23, 2005 but would only formally implement it next year.
At a press conference on Saturday, Dudong SUPP chairman Wong Ching Yong said this decision would affect a lot of law students with UEC qualification.
“A representative from Brickfields Asia College confirmed that they received an official letter from the board last Thursday.
“The rep was concerned about the decision because it affected the students there.
“The college was also of the view that the board did not give advance notice,” he said.
As for Dudong SUPP’s stand on the matter, he said the board’s decision was “unfair and prejudiced”.

MCA: Who is Perkasa to politicise UEC?
PETALING JAYA: MCA wants to know the true motive for Perkasa politicising the possible recognition by the government of the Unified Examination Certificate (UEC) standardised examination for students of Chinese independent high schools.
Its publicity spokesman, Ti Lian Ker, asked: “Who is Perkasa to object to UEC?
“Who is Perkasa to politicise and reject the UEC when politicians from both sides of the political divide can put aside their political rivalry and agree on this fundamental principle that education should not be politicised?
“The UEC is recognised by top universities around the world, such as the California Institute of Technology, Harvard University, Oxford University, University of Cambridge, University of Toronto and the National University of Singapore (NUS).
“So there should not be any further political hurdles for its recognition,” he told FMT.
He said Perkasa was an extreme right movement that always had links to PPBM chairman Dr Mahathir Mohamad.
“I believe Dr Mahathir, being a former patron of Perkasa, can exert his influence over Perkasa.
“Once he voices his support for UEC’s recognition, the political hurdles will be cleared and no one’s going to start a ‘war’ or hold the government to ransom.
“The UEC’s recognition will be a progressive step forward for all.
“It would be interesting to get Dr Mahathir’s thoughts on this now that his party is a partner with DAP in Pakatan Harapan.
“Dr Mahathir should come out and openly support the government and Deputy Prime Minister Ahmad Zahid Hamidi’s proposal to seriously consider the recognition and acceptance of UEC.

Perkasa threatens ‘war’ on government if UEC recognised
KUALA LUMPUR: Perkasa has threatened to “declare war” on the federal government if it gives recognition to the Unified Examinations Certificate (UEC) standardised examination for students of Chinese independent high schools.
Its president, Ibrahim Ali, said the government should not approve the UEC as it ran counter to the national education policy, as provided for in the Education Act 1996, and Article 152 (1) of the Federal Constitution, which specifies Malay as the national language.
He warned all quarters not to “create disturbances or make noise” if the UEC is not recognised by the government.
“Many people are making demands for the sake of votes as the general election approaches. We cannot compromise,” he said at Perkasa’s annual general meeting at Stadium Taman Tasik Titiwangsa here today.

Malay rights pressure group Perkasa has urged the government to reject recognition of the Unified Examination Certificate (UEC), in light of assurances by top leaders that the matter is being weighed.
Perkasa education bureau chief Abdul Raof Hussin echoed arguments that doing so went against the idea of “national unity”, and cited a number of reasons to back his claim, including what he claimed were divisive elements in the Chinese schools’ curriculum.
“We view the matter of UEC recognition was serious.
“We are extremely concerned and feel it is extremely unfortunate there are leaders who make comments supporting the UEC without evaluating all aspects o.f effects on the country’s education system […].
“We urge that the government must give their final reply that the UEC certificate cannot and will not be recognised for all for all eternity,” said Abdul Raof in a statement today, stating five reasons.

Chinese schools destructive to nation-building, unconstitutional

It was with interest, and grave concern, that the Concerned Lawyers for Justice (CLJ) read the report published by Free Malaysia Today (FMT) dated Feb 4, 2017, quoting one Farah Halijah Halim, that Chinese schools in the nation allegedly promote unity.
Not only is the “personal experience” given by Farah susceptible to the fallacy of hasty-generalisation (when one example is taken to paint a beautiful, albeit not necessarily true, picture of the whole vernacular school system in Malaysia), it is also not backed by any solid data or statistics.
Instead, as clearly shown below, there is compelling evidence pointing to the fact that the current education system, allowing for the continuance of such racial-lingual schools to run parallel along a separate national school system, is actually destructive and damaging to nation-building and is unconstitutional.
In a report prepared by the Centre for Human Rights Research and Advocacy (CEnthra) entitled Human Rights in Malaysia (2016), it was observed that the existence of vernacular schools such as the Chinese school system in Malaysia contributes to the poor grasp of, and in many cases apathetic attitude towards, the national language among the youths of the nation.

UEC recognition as per education policy if Pakatan wins: Muhyiddin
KUALA LUMPUR, Jan 9 (Sin Chew Daily) — Former deputy prime minister and education minister Tan Sri Muhyiddin Yassin said whether Pakatan Harapan were to helm the federal government after GE14, if Dong Jiao Zong was not willing to adopt the government’s proposals such as including history subject, it would be hard for the government to recognize the United Examination Certificate (UEC).
During a joint interview with the Chinese media, Muhyiddin, who is also the president of Parti Pribumi Bersatu Malaysia, said if Pakatan Harapan were to take over the federal government after the general elections, its handling of the UEC issue would be base on the principle of “no clash with the national education policy” He said this in response to the impasse of on-going negotiations over the recognition of UEC by the government.
Muhyiddin stressed that this was consistent with the national education policy of a single medium of teaching and examination, adding that this was not a new issue but a continuation of the Razak Report.

The Higher Education Ministry will continue to not recognise the United Examination Certificate (UEC) as entry qualification into the public universities.
Deputy Higher Education Minister Datuk Mary Yap Kain Ching said however, it was willing to consider UEC’s position if its curriculum was in tandem with the National Education Policy.
Explaining the ministry’s stand in not recognising the UEC, she said the programme was not in line with the national curriculum as defined within the Education Act 1996.
Apart from the standard of Bahasa Malaysia component of the UEC was not equal to that of the Sijil Pelajaran Malaysia (SPM) while the UEC’s history curriculum coverage of the nation’s history was inadequate, she said in a statement today.
She also said the general requirement for entry into a public university was an SPM pass with a credit in Bahasa Melayu.

Putrajaya ‘stupid’ for not endorsing Unified Examination Certificate, says Sarawak CM
KUCHING, Nov 4 — Sarawak Chief Minister Tan Sri Adenan Satem blasted the federal government today for its refusal to recognise the Unified Examination Certificate (UEC) awarded to graduates of local Chinese independent schools.
Continuing, he said such a “stupid policy” was detrimental to the country’s growth, as it failed to fully utilise young talents to the local labour force.
“Many countries and private universities all over the world give due recognition to UEC, but not Malaysia. What a waste,” he said at the Sarawak Economic Development Corporation (SEDC) Integrity Day here.
“If we do not give recognition, then UEC graduates will go overseas to study and when they have graduated, they will stay back and work in those countries. This is what we call brain drain.
“I do not care what the Federal government does. I recognise UEC,” he said, adding that it is within the state’s jurisdiction to recognise the certificate.
He also praised the Pakatan Harapan Selangor government for giving recognition to UEC.
“It is good for them to follow us,” the first term chief minister said.
He said unlike in peninsular Malaysia, there are many natives in Sarawak who send their children to Chinese schools.
“In some rural schools, 90 per cent of the students are Malays and Dayaks, though the school board members are all Chinese,” he said.
“So, how can you disallow these students from entering local public universities, but you allow foreigners possessing other entry qualifications to come and study in Malaysia?
“This is what I call a stupid policy,” he said, adding that the State government will stand up for Chinese Independent Schools as they have been doing a great service to the State.

Unisel to recognise UEC for admission, says S’gor MB
Selangor Menteri Besar Azmin Ali today announced that Universiti Selangor (Unisel) will recognise the Unified Examination Certificate which Putrajaya has refused to acknowledge for admission into public universities.
Azmin said the recognition will take effect this year as part of efforts to arrest the brain drain in the state.
“The state government acknowledges the big role played by the Chinese independent schools in human development.
“This effort will help to avoid the brain drain problem that is worsening.
“Statistics show that 3,000 students graduate with UEC certification every year,” he said in his Budget 2016 speech to the state assembly this afternoon.

UEC: World recognises it, why not Malaysia?
MARCH 26 — Gabungan Bertindak Malaysia (GBM), a non-partisan, Malaysian coalition of NGOs, is saddened to note that our government still refuses to grant recognition to a Malaysian achievement that has received world-wide recognition.
It is a matter of pride for our country to have the Malaysian Independent Chinese Secondary School Unified Examination Certificate (UEC) accepted for university entrance by most of the universities throughout the world, including Oxford University and the National University of Singapore whose standards are world renowned.
The Malaysian Independent Chinese Secondary School Unified Examination is conducted for students of 60 independent Chinese Secondary School since 1970s. These 60 Independent Schools do not receive a single cent as annual allocation from the government of this country. Yet, it should be noted, the management of these schools has successfully established an examination system that has won world recognition.
In fact, the UEC certificate is accepted for admission by our local private universities as well. Nay, the UEC holders can apply for loan from PTPTPN. Those UEC holders who scored distinction in Bahasa Malaysia and 3 other subjects could qualify for admission to teachers training colleges in this country. It is only the public universities of this country that refuse to recognize the UEC.
Yet, yesterday, the second minister for education, Datuk Idris Jusoh told Parliament that the UEC was not recognised for two reasons: UEC does not follow the national educational system, and its standard is not similar to the national curriculum for SPM and STPM.
If the UEC is so low in the esteem of the second minister of education, why allow the students who hold UEC to get PTPTPN loan and allow them to qualify for admission to teachers training colleges?
Worse still, is the second minister telling us that the private universities of this country can admit students holding UEC certificate which according to him is not of the standard of SPM and STPM?
We would like to remind the government that before the 13th General Election, the Prime Minister, Datuk Seri Najib Razak had given his promise to the Chinese community to resolve the issue of non-recognition of UEC. It is regretted to note that no sincere and substantive follow up and fruition on this issue.
It is plain for all to see the standing of the UEC. GBM is convinced that it is the jaundiced eye of the policy makers in the Ministry of Education that refuses to see what the rest of the world sees in the UEC.
GBM calls upon the government to prepare itself to meet the stakeholders with a view to reviewing its attitude towards UEC and grant recognition to UEC, which the world has already done.
