No more e-cigarettes, shisha from Feb as new law kicks in
SINGAPORE — Smokers, take note. In six days, you have to discard any prohibited tobacco products that you may have in your possession.
The first phase of the implementation of the amendments to the Tobacco (Control of Advertisements and Sale) Act (TCASA) will take place from Feb 1, where the prohibition on the purchase, use and possession of emerging and imitation tobacco products will come into force, the Ministry of Health said in a statement on Friday (Jan 26).
Examples of these products include smokeless tobacco products, chewing tobacco and shisha, as well as vaporisers such as e-cigarettes, e-pipes and e-cigars.
Those who are caught purchasing, in the possession of, or using emerging and imitation tobacco products are liable to a fine not exceeding S$2,000, said the MOH.
The ministry added that those who are convicted for importing, selling, or distributing the prohibited products is — for the first offence — liable to a fine not exceeding S$10,000 or imprisonment for up to six months or both.
Those who are convicted for the second or subsequent offence can be subjected to a fine not exceeding S$20,000 or imprisonment for up to 12 months, or both.

SINGAPORE: Nine sets of electronic cigarettes (e-cigarettes) and 113 bottles of e-cigarette accessories were detected at Woodlands Checkpoint on Sunday (Aug 23), said the Immigration and Checkpoints Authority and Health Sciences Authority on Wednesday.
A checkpoint officer first discovered them during a routine check on a Malaysian-registered car at 12.30am, where they were found in a bag placed in the car boot and under the rear seat, as well as in the glove and radio compartments.
Authorities said the driver and a passenger – both males aged 34 and 26 respectively – are assisting with the investigation, and that the “exhibits” have been referred to HSA.

SINGAPORE: Two men have been fined a total of S$31,000 for the illegal online sale of electronic cigarettes (e-cigarettes), the Health Sciences Authority (HSA) said on Thursday (Aug 20).
Chue Kar Fatt Francis, 34, was fined S$16,000 while his friend, 32-year-old Zhang Zhaoming, was fined S$15,000. The duo had bought the e-cigarettes from suppliers in Thailand and the United States to sell them online in Singapore. Authorities seized about S$20,000 worth of e-cigarettes from the sellers during raids.
HSA said it first caught Chue and his wife, Rattikan Khamtong, for selling the e-cigarettes online. Despite this, Chue helped Zhang to set up another website to continue selling the products.
Rattikan, 30, was also charged, but she failed to turn up for the court hearing. She has reportedly left Singapore and a Warrant of Arrest has been issued, said HSA. Chue and Rattikan were also charged with obstructing investigations by deleting online evidence of their offences, HSA added. The two websites which they used to peddle the e-cigarettes have since been shut down.

Two men fined for e-cigarette offences
SINGAPORE – Two men were fined on Thursday for importing and selling electronic cigarettes online.
Engineer Francis Chue Kar Fatt, 33, and property agent Zhang Zhaoming, 32, who each pleaded guilty to 10 charges, were fined $16,000 and $15,000 respectively.
Chue faced two charges of wilfully obstructing an authorised officer by deleting a website and a PayPal account that had evidence of e-cigarette sales transactions, and four each of selling and importing e-cigarettes with Zhang.
A warrant has also been issued for the arrest of Chue’s wife, Rattikan Khamtong, a 30-year-old Thai national, who also ran an online e-cigarette business. She is no longer in the country.
Health Sciences Authority officers found Khamtong to be offering such products for sale through their surveillance of online electronic cigarette peddlers,.

The Government’s ban on electronic cigarettes has resulted in a thriving black market. Prices of e-cigarettes have nearly doubled, with a standard starter set costing $175 instead of $100 three years ago. And each time news of government enforcement activities goes out, illegal peddlers justify the price increases by stating the increased risk of smuggling these products from other countries. Demand for these alternative tobacco products has not abated, they claim.
