It’s not free money but wealth redistribution, Najib tells Dr M
Former prime minister Najib Abdul Razak has taken issue with Prime Minister Dr Mahathir Mohamad’s accusation that his policies had fostered a society that expected “free money”.
“It is not free money. But if redistributing money from the dark economy, the rich who evade taxes to help the people is considered an illegal act, then I have sinned,” he said in a statement today.
Earlier today, Mahathir accused the previous BN government of conditioning Malaysians to expect “free money” but the new government could not continue with such policies as it must service huge debts incurred by the previous administration.
However, Najib said his government was able to implement various handouts due to the goods of services tax (GST), which the new Pakatan Harapan government is abolishing.
The GST, Najib said, ensured that rich and black economy do not escape from paying taxes, money which can be used for the benefit of the people.

The 1Malaysia People’s Aid (BR1M) was a suggestion by Bank Negara and was not a political gimmick, Datuk Seri Najib Razak said, as he defended the programme which has come under criticism recently, especially from former prime minister Tun Dr Mahathir Mohamad.
The prime minister said that the suggestion for BR1M, which was supposed to be an “one-off” aid, came about in order to help those in the bottom 40% income bracket.
“We will continue helping the people to overcome living costs. We introduced BR1M. Tun Dr Mahathir said BR1M makes the people lazy. He did not agree with it,” Najib told some 15,000 people at the launch of a low cost housing project in Johor Baru today.
“But BR1M does not make us lazy. It’s a safety net, it transfers the nation’s wealth in a short period of time,” he said.
He then asked the crowd if they thought BR1M made them lazy, to which they answered with a resounding “No!”.
“Want it to be continued?” he asked. “Yes!” the crowd answered.

KUALA LUMPUR, Nov 14 — Government cash aids are akin to failed socialist and communist policies that will only make people dependent on the government and reduce their competitiveness, Tun Dr Mahathir Mohamad said today.
The former prime minister said increasing average incomes alone will not make Malaysia a developed nation, noting that it would be “even more misleading” when income raises are merely due to government handouts.
“In other words we must earn our income through higher productivity and not through handouts by the government,” Dr Mahathir wrote a blog post titled “BR1M” yesterday, referring to the 1Malaysia People’s Aid programme (BR1M).
“The socialist(s) and communists have tried to improve their people’s incomes through giving them money and making free availability of support facilities to ensure they have a good life. But socialism and communism have failed. They have to resort to free enterprise and hard work,” added the nation’s longest-serving prime minister.

IRB warns against fake e-mail, SMS offering BR1M insurance service
PETALING JAYA: The Inland Revenue Board (IRB) has warned the public against e-mail or SMS offering a 1Malaysia People’s Aid (BR1M) insurance service, saying it has not issued any such messages.
In a statement on Friday, the board noted that there had been numerous enquiries from people who had allegedly received such messages offering a BR1M insurance service called i-BR1M
“IRB confirms that we have neither issued any e-mail nor SMS through any officer to any applicant or recipient,” read the statement.

KUALA LUMPUR: A new form of Bantuan Rakyat 1Malaysia (BR1M) will be introduced in the future, possibly in the form of food stamps or recipients using MyKad to purchase groceries and household items.
This was so that the aid could be distributed evenly throughout the year, said Finance Ministry secretary-general Tan Sri Mohd Irwan Serigar Abdullah.
He said the Government was studying a new mechanism to replace the way BR1M handouts was doled out to ensure it was more targeted towards groups that needed aid.
Expressing hope that it could be implemented for Budget 2016, he said the mechanism could involve the use of the MyKad to purchase groceries and household items.
He said it could also be in the form of food stamps like how it was given out in the United States.
“It’s a new form of BR1M. For example, let’s say the Government gives out RM100 per month, averaging it out yearly for 12 months, so people can buy essential goods and items. This is the kind of system we are looking into,” he said after a Post-Budget 2015 dialogue yesterday.

Menteri Kewangan Kedua Datuk Seri Ahmad Husni Hanadzlah berkata mulai tahun ini, kerajaan akan menyalur bantuan itu ke akaun bank penerima bagi mengelak mereka beratur panjang di program pemberian BR1M seperti sebelum ini.“Penerima BR1M yang tidak ada akaun ini tidak ramai, kira-kira 10 peratus sahaja, sejak program BR1M dilaksana dua tahun lepas, kita mahu adakan penambahbaikan, kita akan masukkan ke dalam akaun bank,” katanya kepada pemberita Ahad.
Beliau juga berkata mereka yang berpendapatan RM3,000 ke bawah dan berkeluarga serta individu berumur 21 tahun ke atas dengan pendapatan RM2,000 yang menerima BR1M sebelum ini tidak perlu mendaftar lagi, sebaliknya hanya perlu memaklumkan nombor akaun bank sahaja kepada LHDN, jika belum berbuat demikian.
Bagi mereka yang berpendapatan antara RM3,001 dan RM4,000 serta berkeluarga namun tidak pernah menerima bantuan itu, perlu mendaftar dengan LHDN sebelum 31 Jan ini, katanya.
Dalam perkembangan lain, Ahmad Husni berkata setakat ini kerajaan belum bercadang untuk mengurangkan lagi subsidi minyak RON95.
“Saya kesal bila tengok dalam pelbagai blog yang penuh dengan spekulasi namun saya anggap ini adalah proses kematangan rakyat. Ada individu yang akan menggunakan kesempatan dengan pelbagai tuduhan, termasuk mendakwa harga minyak akan naik,” katanya.
Beliau berkata pentadbiran kerajaan memperkenal dasar ‘manage float’ ke atas minyak RON97 yang diguna kira-kira tiga peratus pemilik kenderaan.
“Dasar itu membolehkan harga RON97 ditetapkan pada setiap bulan iaitu apabila harga pasaran meningkat, harga RON97 juga akan dinaikkan dengan kajian purata harga…ia bukan dasar ‘full float’ yang mana kerajaan tidak dapat mengawal harganya, harga itu akan mengikut pasaran harian yang bertukar setiap hari,” katanya.
Bagi RON95, kerajaan mengurangkan harganya RM0.20 seliter melalui dasar rasionalisasi subsidi dengan melibatkan 97 peratus pengguna kenderaan, katanya.
Ahmad Husni juga berkata kerajaan sedang mengkaji kos sara hidup menerusi makmalnya, termasuk kesan keadaan itu kepada masyarakat, agar inisiatif tertentu dapat dilaksana bagi membantu meringankan beban rakyat.
Beliau berkata makmal itu adalah satu daripada dua yang dibentuk kementerian berkenaan selain yang menjalankan kajian rasionalisasi subsidi dan kesannya kepada negara dan kesejahteraan rakyat.
“Sekarang kita ada makmal untuk kos sara hidup, kita mahu meneliti bagaimana kesannya kepada masyarakat.
“Masyarakat di negara ini mempunyai beberapa tahap gaji, ada yang berpendapatan di bawah RM1,000 ada yang meraih antara RM2,000 dan RM3,000 dan ada yang melebihi jumlah itu,” katanya.
Kajian itu akan menentukan golongan yang terjejas dan setakat mana tanggungan bebanan mereka agar beberapa inisiatif tertentu boleh diambil, katanya.

The oath typed wholly in capital letters in Bahasa Malaysia was distributed during a ceremony to distribute the cash aid at a secondary school in Beris Panchor, Bachok, Kelantan.
Prior to this, several blogs and Facebook postings have reported of such an oath being required from recipients of BR1M.

Najib teased over RM40 monthly grocery bill claim

Feb 25: An average of about RM40.00 a month is enough for household grocery, claimed prime minister Najib Razak in defending the government’s distribution of the Bantuan Rakyat 1Malaysia (BR1M).
“We have calculated that on average, a family can buy groceries such as 10kg of rice, 5kg of cooking oil and other essentials per month with RM41.60. That means they have enough to buy food for 12 months with the RM500 BR1M,” Najib was quoted saying.
But PAS’s Parit Buntar member of parliament Mujahid Yusof Rawa said Najib’s calculation does not make sense.
“It’s hilarious, whether Najib said it wrongly or he said it unconsciously, but he was wide awake. That number is illogical,” said Mujahid, reminding that the threshold level for poverty is a household income of RM1,200 a month.

LEDANG, Feb 14 — The 1 Malaysia People’s Aid (BR1M) may be increased from RM500 to RM1,000 if the Barisan Nasional (BN) is given a new mandate, said Deputy Prime Minister Tan Sri Muhyiddin Yassin.

Muhyiddin (picture) said the BR1M is not a fairytale but a conviction that would be continued by the BN government if it is returned to power in the next general election.
“Prime Minister Datuk Seri Najib (Razak) mentioned it two days ago in Johor. Some people asked whether there will be BR1M 3 and BR1M 4.
“He (Najib) said ‘yes’ provided BN stays in power. Who knows if our coffers increase, the RM500 aid will become RM1,000,” he said when handing over BR1M to 2,042 recipients from the Bukit Serampang state constituency in Felda Sri Jaya here today.

There is no legal provision to prosecute political parties or organisations for giving out money or gifts during an election campaign, according to the Malaysian Anti-Corruption Commission (MACC).
Deputy chief commissioner (III) Sutinah Sutan said, however, that candidates, agents and supporters can be charged with corruption for similar activities if this is done in the candidate’s interests.
“If the motive of dishing out money or a gift (by a candidate, agent or supporters) to voters is to win support for a certain political party, but not a specific candidate, then it is not an offence,” she told Sin Chew Daily.

She also said announcements of government allocations by the prime minister during an election campaign are deemed to “help all the people” and therefore, cannot be seen as bribery or abuse of power.
While such announcements may prompt voters to support the coalition in power, she explained, the prime minister himself would not gain from this on a personal level.

20,000 people were part of the first phase and must collect in person. Have they not heard of direct debit? They could have also sent cheques to people’s registered home address? After all, Inland Revenue uses that address, why can’t BRIM?
The bright sparks in BN wanted people to gather so that they can spread their poisonous propaganda, and also to ‘hasut’ the masses into submission. Must pangkah BN, must be greateful, must not fight tau keh…
The incident happened at 10 am, where 6,000 BRIM recipients were allowed to jump the queue and all hell broke loose at the 10 counters in the stadium. Imagine if there was a stampede and someone was killed. Trust this Govt to do a dangerous shoddy job…

Feb 7: A Kelantan UMNO branch chief’s act of arranging piles of cash during a ceramah programme has taken one step further the well-known cash-for-votes campaign practised by Barisan Nasional.
“This money is proof to residents that I, as the Tanah Merah UMNO chief, have the financial means to help the locals in the estates,” said Ikmal Hisham Abdul Aziz.
“I brought that much of money to the event to convince the locals that the Tanah Merah UMNO under me will not make empty promises.”
Two days ago, Devandran Vadiveloo, 34, a resident from Ladang Kerilla, said she saw the UMNO leader placing cash amounting to RM1.2 million in front of the audience during a programme in her neighbourhood.
“I was shocked because the UMNO leader had RM1.2 million in cash. From where he obtained the money?” asked Devandran.
“On behalf of the Indian community at Ladang Kerilla, I hope the Malaysian Anti-Corruption Commission (MACC) will investigate,” she added.

The Federal Territory MCA has slammed Wangsa Maju Umno division chief Shafie Abdullah for monopolising opportunities provided by the district education office to present the RM100 school aid to parents in all the Keramat district schools.

He said the Kuala Lumpur Education Department last month decided to invite Shafie and Wangsa Maju MCA division chief Yew Teong Lock as the BN representatives to present the RM100 cash handout to parents of the schools in the Keramat district.
However, Heng said, Keramat district education officer Tajudin Mohamad Mor, under the influence of Wangsa Maju Umno, early this year instructed all primary and secondary school headmasters to invite only Shafie to present the handout.
“During the gatherings, Wangsa Maju Umno representatives gave every school RM1,500 to prepare refreshments,” he said.

As Malaysians are counting down to the 13th general election, Deputy Prime Minister Muhyiddin Yassin dished out another ‘election candy’, announcing that the RM500 cash aid given out in the Bantuan Rakyat 1Malaysia (BR1M) could be increased to RM1,000 and become a permanent policy if BN retains Putrajaya.
According to Chinese daily Oriental Daily News, Muhyiddin said during a meet-the-people session at Tanjung Malim yesterday that BR1M would be given out “not only for the second time, but for the third, fourth, fifth time, or even forever if BN wins the government”.
Should the national income and tax revenue exceed RM125 billion, the government would consider raising the RM500 cash handouts to RM1,000, said Muhyiddin, who is also BN deputy president.
National news agency Bernama reported that Muhyiddin also said BR1M was given to ensure that the people’s income would not be affected by price hikes.

BRIM 2.0 registration extended to Jan 15, says Awang Adek
BACHOK: The closing date for the registration of the 1Malaysia People’s Aid (BR1M 2.0), which should have ended on Dec 31, has been extended to Jan 15 and payment is set to commence on Feb 2.
Deputy Finance Minister Datuk Dr Awang Adek Hussin said the extension was to provide opportunities for eligible unmarried people aged 21 years to apply.
He told this to reporters after attending a Tenaga Nasional Berhad (TNB) community function here Saturday.
In the 2013 Budget presentation last September, the government announced BR1M 2.0 would be extended to unmarried persons aged 21 years earning RM2,000 or less a month. They are eligible to receive RM250.

The cabinet has scrapped the plan to limit the smartphone rebate scheme to handsets which retail at RM500 and below following public pressure to do so.
According to Bernama, this was announced by the the Malaysian Communications and Multimedia Commission (MCMC) today.

Putrajaya has allocated RM300 million for the scheme, which means that 1.5 million people can apply for the scheme on a first-come-first-served basis.
Those eligible applicants can apply for the rebate online through MCMC’s website. At the time of writing, the website is not accessible.
In an earlier statement, MCMC announced that about 5,500 people have applied since online registrations went live yesterday.

Putrajaya is scheduled to set in motion 25 “goodies” as part of Budget 2013 come New Year’s Day, ahead of a general election where Prime Minister Najib Abdul Razak will seek his first mandate.
The Chinese-language Sin Chew Daily reported yesterday that among these are the Bantuan Rakyat 1Malaysia (BR1M 2.0) and a one-off handout of RM100 for each primary and secondary school student.
The daily said that this handout alone would collectively affect some 12.1 million Malaysians.
“These aid schemes would be distributed beginning Jan 15 next year, thus the date becomes a much-anticipated ‘handouts day’,” it said, before listing the dates the 25 government schemes are scheduled to be rolled out.

PKR strategy director Rafizi Ramli has questioned Putrajaya’s smartphone rebate scheme, speculating that it was likely designed to benefit certain quarters by helping them clear old stock.
“Only selected dealers are offered the rebate, therefore the old models in their storage would be taken out and this would profit them,
“Surely, those old models would not help the youth get the desired 3G and internet use,” he was quoted saying in Sinar Harian’s online edition yesterday.

Umno Youth today weighed into the Malaysian Communications and Multimedia Commission’s (MCMC) move to limit the RM200 rebate for smartphones priced below RM500, describing it as unnecessary.
“It is not needed to have a price cap for the smartphone rebate,” said Umno Youth chief Khairy Jamaluddin in a twitter posting to Information, Communications, and Culture Minister Rais Yatim.
However, Khairy (left) sought to parry criticism against the government prompted by the cap, pointing out that there was no mention of the smartphones prices that would be entitled to the rebate when first announced.
The Budget 2013 speech only mentioned the youths’ income that would quality for the smartphone rebate, not the price of the smartphones, he said.

MCMC: Youth registration for smartphone rebate from Tuesday
KUALA LUMPUR, Dec 27 — Youths between the ages of 21 and 30 can start applying for the RM200 rebate to purchase selected 3G smart phones from registered Celco dealers from next Tuesday.
Malaysian Communications and Multimedia Commission (MCMC) Chairman Datuk Mohamed Sharil Tarmizi said the application under the Youth Communication Package could be made via online registration at http://nbi.skmm.gov.my/.
The scheme is on a first-come-first-served basis and will be for the first 1.5 million eligible youths who may claim their smartphone while stocks last, he said in a statement today.
Mohamed Sharil said youths who qualify for the RM200 rebate would be able to purchase selected 3G smartphones costing up to RM500 from selected dealers and agents appointed by the providers.

Malaysian Communications and Multimedia Commission’s (MCMC) announcement yesterday that the RM200 rebate is only applicable to smartphones priced below RM500 has caused a storm of criticism on cyberspace.
MCMC yesterday announced on their website five specific criteria for the RM200 rebate on smartphones, including the RM500 price cap for the smartphones.
One blogger Pradeesh raised his concerns on the matter in his blog post yesterday saying that the RM500 costing smartphones are “pretty much weak and cheap” and that the price limit of the smartphones should be raised to RM1,000.
He complained that such phones are mostly outdated versions of Android with unsatisfactory touch screens.

Yesterday MCMC published the following criteria in its website:

More than one in three Malaysians to get cash handouts on January 15
KUALA LUMPUR, Dec 17 — About 12 million Malaysians, or more than one in three citizens, will receive cash handouts from the government on January 15, in a major boost for barisan Nasional (BN) ahead of elections expected soon after that.
Sin Chew Daily reported today that the estimated 12 million people will receive the cash through the Bantuan Rakyat 1 Malaysia (BR1M) and student aid schemes.
BR1M recipients will get handouts of RM500, while RM100 will be given to students from Standard One to Form Five.
Handouts worth RM250 will also be given out to those 21-year-old-and-above who are single and who earn less than RM2000 a month.

The rakyat are waiting to pocket the cash handouts that the government will be dishing out next year after polls are called but are just as eager to oust the ruling coalition, says Opposition Leader Anwar Ibrahim.
“Even though people will be receiving the (RM500) BR1M (Bantuan Rakyat 1Malaysia), but I am confident that they are biding their time to cast out the BN,” he declared at the Himpunan Kebangkitan Rakyat (People’s Uprising Assembly) in Kota Baru last night.
This uprising, Anwar said, was similarly reflected in rallies across the nation including Sabah and Sarawak previously described as the BN’s fixed deposit states.
“They (BN) are aware of this which is why they are becoming violent to the extent that we, including our friends in PAS, have become accustomed (to being targeted),” he said.

The government is ready to implement the granting of a RM200 rebate for the purchase of the 3G smart mobile phones to youths between the ages of 21 and 30 beginning Jan 1, next year.
Information, Communications and Culture Minister Dr Rais Yatim was confident the programme could be implemented without any problem due to the well-planned preparations made by the Malaysian Communications and Multimedia Commission (MCMC).
However, the ministry was scrutinising the actual meaning of the term ‘smartphone’ used and the price rate that would qualify the buyer to receive the cash rebate, he told reporters after launching the ministry’s Innovations Day 2012 at the National Museum in Kuala Lumpur today.

“The government will make an announcement on BR1M 2.0 in one or two weeks, by October the forms should be available,” he said after launching the Malaysia Insurance Summit 2012 here today.
BR1M 2.0 was announced on Friday by Prime Minister Datuk Seri Najib Razak, with eligibility extended to single individuals, aged 21 and above and earning below RM2,000 a month, who will get a RM250 one-off payment.

KUALA LUMPUR, Sept 19 — Tun Dr Mahathir Mohamad admitted today that the Najib administration’s penchant for handing out cash to Malaysians through its various people-centric policies was “very close” to vote buying.
But the former prime minister said the government was running out of time with polls drawing closer as the ruling Barisan Nasional (BN) coalition needed a bigger mandate to tighten its grasp on Putrajaya.
“I do not believe in giving money to the people. I believe in giving facilities. But I think when a government has no time and they are facing an election, they make a decision that is easy,” Dr Mahathir (picture) said in his keynote address at the Perdana Leadership Foundation’s CEO Forum 2012 here.

People hope to get more than RM500 from second BR1M
KUALA TERENGGANU — The proposed second round of the 1Malaysia People’s Aid (BR1M) payment has not only been lauded by the people, but has also created hope that the payment would be more than RM500.
Deputy Minister in the Prime Minister’s Department (JPM) Datuk Ahmad Maslan said the hope was conveyed to him when he went to the ground to meet with the people.
“Most of them are hoping to get more than RM500. Most of them spent the money away when they received it the first time. So, clearly the BR1M payment has also helped boost the country’s economy,” he said at the seminar on Understanding Wassatiyah and 1Malaysia Concept here today.
However, he said it was up to the Prime Minister Datuk Seri Najib Tun Razak to decide the amount for the second BR1M.

The government should consider longer term solutions such as helping to improve our domestic economic health and to help to stimulate jobs.
Instead of giving out more cash, the government should consider continuing with the New Economic Model reforms mooted by PM Najib when he first succeeded Abdullah Badawi. There’s not much being heard about the economic model which proposes reforms of the New Economic Policy which was blamed as a major hindrance to economic growth.
