JPA scholarships are now for studies locally, with a few exceptions.

According to JPA, all scholarships will be given in the form of loans, but they can be converted based on three different loan agreement mechanisms, namely;

1) The loan can be converted into a scholarship and graduates will be exempted from paying back if they agree to work in the civil service upon graduation.

2) Graduates will have to pay back 50% of the loan if they decide to work with any government linked companies (GLC).

3) If the graduates do not wish to work in the civil service or any GLCs, they would have to pay back the full amount of the loan.

Axing 744 overseas scholarships saves gov’t RM240m a year

PARLIAMENT The government saves RM240 million a year by cancelling 744 scholarships for overseas studies.

This is an average RM322,580.65 per student, a written parliamentary reply today revealed.

This far exceeds the cost of sponsoring a student for tertiary studies in Malaysia.

Minister in the Prime Minister’s Department Azalina Othman in her written reply, said it costs up to RM12,690 to sponsor a student at a local varsity.

Overseas scholarships cost at least RM38,155 a year, depending on the course and country, she said.

KUALA LUMPUR: If the government has increased allocation for Public Service Department (JPA) scholarships, why are the students being subjected to a convertible loan, DAP MP Anthony Loke questioned today.

He was responding to Minister in the Prime Minister’s Department Azalina Othman Said’s parliamentary reply in which she said the government had approved an increase of RM160 million to fund new scholarships in 2016.

“744 students were supposed to study overseas under the JPA scholarships this year. But then the government said the scholarships were reduced due to falling national income. Now Azalina is saying a different thing.

“If the money has been allocated, why are the scholarships turned into convertible loans?”

The Seremban MP said changing the policy at short notice would greatly affect the 744 students under the Bursary Graduate programme. He then urged the government to revert the policy and provide these students with the scholarships that were promised to them.

“If the government can’t absorb all these students, that would mean they have to pay back 100% of the scholarship they received. The problem here is that the government has limited positions, so can it absorb these 744 students?”

PARLIAMENT The government has increased its allocation for the Public Service Departmen’s (JPA) scholarship programmes in the 2016 budget review exercise announced on Jan 28.

“The government has approved an increase of RM160 million to fund the issuance of new scholarships for 2016 in order to ensure that the continuity of education is not disrupted,” said Minister in the Prime Minister’s Department Azalina Othman Said in a written reply.

She said this was after the government took note of concerns that the department may not be able to issue new scholarships with its existing funding.

JPA bursaries only for studies locally

The Public Service Department (JPA) will only provide bursaries for students to study locally either at private or public universities, Prime Minister Najib Abdul Razak said today.

A total of 744 bursaries will be given out for those wanting to pursue their studies locally, he said.

This follows alarm among pre-university graduates who found that the application form for JPA bursaries was no longer available on its website.

The PSD Bursary Programme is open to students who have completed their pre-university exams (the STPM or A-Levels) while the PSD Scholarship Programme is for SPM-leavers.

Najib said scholarships will also be given to 8,000 students pursuing their undergraduate degrees locally.

Only 200 students will receive scholarships to study abroad and only for engineering degrees in Japan, South Korea, Germany and France, he said in his speech when announcing the 2016 Budget revision in Putrajaya.

However, the top 20 SPM scorers will receive scholarships to study anywhere in the world, he added.

JPA suspended our scholarships, claim disappointed students

Joy turned to disappointment for a group of students who were supposed to continue their education overseas as Public Service Department (JPA) scholars when JPA officials confirmed that their scholarships have been suspended.

“In a meeting with JPA officers on Jan 19, they confirmed that our scholarships have been suspended. All of us were shocked and most of us cried on hearing the news,” a representative of the students said at a press conference in Subang Jaya today.

The students said they were told of the suspension after they went to the JPA office in Putrajaya to inquire on the status of their scholarship on hearing recent news reports that JPA educational aids for this year’s placements have been put on hold.

The students claimed that the JPA officers also told them that scholarships for five disciplines – architecture studies, medicine, dietetic sciences, pharmacy and dentistry – have been suspended.

They said the officers told them the department will release a statement to that effect soon, but until today none has been forthcoming.

The group of students expressed their disappointment with the sudden suspension.

DAP lawmaker Teresa Kok has slammed Minister in the Prime Minister’s Department Wee Ka Siong for “playing with words” over the apparent suspension of Public Service Department (JPA) degree scholarships and Education Ministry (KPM) bursary for pre-university programmes.

This was after Wee denied confirming the suspension despite telling Sin Chew Daily he had raised the issue in the cabinet and urged Prime Minister Najib Abdul Razak to reinstate the scholarships.

“I wish to advise Wee not to play with words but to focus his efforts to help resolve the plight faced by the students.

“It is so clear from the media report that what he said was confirming the suspension without uttering the words ‘I hereby confirm the suspension’.

“Otherwise the media would not have reported that the scholarships have been suspended,” said Kok in a statement today.

Wee had in a Facebook posting yesterday accused Malaysiakini of misquoting what he told Sin Chew Daily.

Malaysiakini on Wednesday reported that Wee “confirmed” to Sin Chew Daily about the suspension.

Wee denied “confirming” the issue, stating that he was merely raising the issue with the prime minister based on complaints from students and parents.

Pro-government portals such as mole.my have since picked up on Wee’s Facebook statement to claim that there was never any freeze on scholarships with a story titled: “Many glad JPA scholarships continue, slam portal for misreporting”.

However, Kok said if there was no freeze on scholarships, Wee would have denied the claim outright instead of bringing the issue to the cabinet and asking for the scholarships to be reinstated.

“If there was no suspension, there is no doubt at all that Wee would have officially announced so.

Wee now refuses to confirm JPA scholarships suspension

Minister in the Prime Minister’s Department Wee Ka Siong last night denied confirming that the Public Service Department (JPA) scholarships have been suspended.

Instead, he pointed the finger at the media for making such claims about the controversial education funding cut that has outraged the nation.

“The issue of the purported JPA (scholarship) suspension had been reported for some days in the media quoting concerned parents and students on the issue.

“I had not announced the suspension nor did I confirm it,” he said in a Facebook posting last night.

Wee said he had merely raised this matter with the cabinet following the complaints to find a solution, particularly from JPA.

“In response, Prime Minister Najib Abdul Razak has immediately instructed the chief secretary to the government and the JPA to study and submit a report to the cabinet next week,” he said.

针对《当今大马》昨天的一篇报导中,指我确认政府将暂停公共服务局奖学金,是完全不正确的,有关报道也是断章取义、不负责任的,这令我感到很遗憾。

在该篇报导刊出之前,《当今大马》完全没有向我查询事情的来龙去脉,就根据自己的认知撰写新闻,也扭曲了我在《星洲日报》针对该事件的谈话和看法。因此,若要我对这些被恶意扭曲,完全不符事实的说话负上责任,是不公平的。

有关公共服务局奖学金将被暂停的课题,近日来在媒体上已经闹得沸沸扬扬,不少受影响的父母和学生也先后向媒体申诉。

我必须重申,我是在接到家长和学生的申诉,以及接到«星洲日报»记者致电要求我针对这个课题发表意见后,才把这项课题带入昨天(1月20日)的内阁会议里提出并讨论,并且在若有需要的情况下,向有关当局即公共服务局寻求解决方案。

作为马华部长,我们只是要问个明白,但很遗憾的,这样一个举动却被«当今大马»曲解成我向星洲日报证实有关消息。

由始至终,我都不曾正式对外宣布或证实这项消息。这也是我谈话的原意。

同时,我在当天的内阁会议里提出这项课题,并要求首相从长计议,继续提供公共服务局奖学金给Busary计划下达标并考入世界顶级大学的优秀生;首相纳吉也随即指示国家秘书长和公共服务局,马上针对这项课题进行研究,并在下星期的内阁会议里再作讨论。

在«星洲日报»的新闻中,字里行间也没有出现过”魏家祥向«星洲日报»透露或证实政府暂时停止发放JPA奖学金”等字眼。

The portal had instead misquoted a report by Sin Chew Daily to whom I have made my comments on the issue. I cannot be held responsible if my comments are distorted.

The issue of the purported JPA suspension had been reported for some days in the media quoting concerned parents and students on the issue. I had not announce the suspension nor did I confirm it.

In order to seek clarification on the issue, I had brought up the matter in this week’s (20 January 2016) Cabinet Meeting and if need be, to find a solution to this matter, particularly from the JPA.

In response, Yang Amat Berhormat Prime Minister Dato’ Sri Najib Tun Razak has immediately instructed the Chief Secretary to the Government and the JPA to study and submit a report to the Cabinet next week.

Dr Wee: Do not make assumptions on scholarships

KUALA LUMPUR: Do not assume that the Public Service Department (PSD) has stopped disbursing funds to scholarship holders, said Datuk Seri Dr Wee Ka Siong.

“When news of PSD stopping scholarships was spread, it caused a panic,” he said after chairing the Malaysia Chinese Education Consultative Council at Wisma MCA yesterday.

The Minister in the Prime Minister’s Department reiterated that right now, only those who received the national bursary in 2014 were affected.

Dr Wee added the PSD had yet to make announcements on the matter.

“Don’t pull other schemes into the picture,” he warned. “First, you have no proof. Next, I have not received any such complaint. I can only attend to those I have received.”

Meanwhile, Deputy Education Minister Chong Sin Woon said the Government should continue to give scholarships to Sijil Pelajaran Malaysia top scorers who were scheduled to study abroad this year.

If the Government were to stop giving the scholarships, it should be done after this year, he said, after launching the WeChat’s WeFans Day yesterday.

News that the Public Service Department (JPA) has suspended scholarships in light of falling government revenue has gotten Malaysians fuming.

For many who commented on Malaysiakini‘s social media pages on the matter, it is proof of poor governance at the rakyat’s expense.

Most damning, they said, is the fact that the Najib administration has purchased private jets for VVIP use, but are cutting funds meant for the nation’s most prized assets – its brightest students.

“Budget allocation for education should never be cut, only as a last resort.

“Prime Minister Najib Abdul Razak should sell off all (VVIP) jets and take commercial flights.

“That should fund the education of many of our human assets who are needed to run the country in the future,” Malaysiakini Facebook follower Pauline Lee said.

Ong Tang Kook agreed, questioning Prime Minister Najib’s decision to have such a large cabinet.

“You have money to purchase a private jet and fund a big cabinet team with overlapping functions, but no money for the education of our future generation?

“Mr PM, what are you doing? Please do something good for the nation so people will remember you like they do your dad,” he said, referring to second premier Abdul Razak Hussein.

Others like Malaysiakini Twitter followers Kamaruddin M Yusuff (@mykamar77) and Izz Kerr (@izzkerr) believe the ministers are the ones who should first take a pay cut.

“This is the worst blunder by the government, indicating wrong priority and poor management. The PM’s Office should face the cut!” Kamaruddin said.

The discussion also took on a racial flavour with some pointing out that the JPA scholarship is one of the very few ways for top scoring non-bumiputera students to obtain full sponsorship from the state.

This is unlike bumiputera students who have access to Majlis Amanah Rakyat (Mara) sponsorship, they said.

However, others note that even Mara is cutting back, offering only study loans.

The government has been questioned for targeting the Public Service Department (JPA) scholarships in its budget cuts when there are other less crucial allocations that can be downsized.

“What is the reason and criteria for them to be ‘sacrificed’?” asked DAP’s Seremban MP Anthony Loke.

He further asked if the suspension would be implemented for all JPA scholarships of 11,604 students, or if it would only affect the 700 as reported.

“If only 700 of the 11,604 scholars will be affected by the suspension, the government needs to explain why this group of scholars were victimised?” he said in a statement today.

KUALA LUMPUR, Jan 21 ― The federal Cabinet has directed the chief secretary to the government to review a suspension on the disbursement of scholarships under the Public Service Department (PSD) said to affect 700 university students locally and abroad.

Minister in the Prime Minister’s Department Datuk Seri Wee Ka Siong said he had received complaints from many students who had received 9A+ in their SPM exams and were promised public scholarship and urged the prime minister to consider lifting the PSD freeze, Sin Chew Daily reported last night.

“The prime minister also understands that the economic situation is not good now, the people are facing heavy burdens, therefore he has directed the chief secretary to the government and JPA to come up with a new proposal.

“I don’t dare to say that there will certainly be a turn for the better, but we have already done all we can to give a full account, because we don’t know how the economy will change,” Wee was quoted telling the Chinese vernacular newspaper.

Putrajaya has suspended the Public Service Department (JPA) Scholarships for degree courses and the Education Ministry’s bursary for pre-university programmes amid falling national revenue.

According to Sin Chew Daily, this was confirmed by Minister in the Prime Minister’s Department Wee Ka Siong who raised the issue at the cabinet meeting today following several complaints from high-achieving students.

Wee said he had asked the Prime Minister Najib Abdul Razak to rethink and reinstate the scholarship.

“The prime minister understands that the economy is not good at the moment and the people are facing heavy burden so he has instructed the chief secretary to the government and JPA to come up with a new solution.

“I can’t say for certain if there will be a change of decision but we (MCA) have tried our best to appeal the matter because we don’t know how the economic situation will develop,” Wee was quoted as saying by the Chinese language daily.

The Sin Chew report also pointed out that some students have questioned why the JPA scholarships were suspended, but not Mara scholarships.

However, Wee declined to respond to this claims, citing that he had not heard them personally.

Asked if the suspension of the JPA scholarships was linked to the planned budget revision on Jan 28, Wee said he did not know.
