Despite cronyism claims, DBKL defends firm behind MRR2 trash debacle
KUALA LUMPUR, Dec 24 — Datuk Seri Ahmad Phesal Talib today denied the firm that caused mountains of garbage to be dumped along a major highway here was awarded the contract due to links to Umno, insisting the contract for the Taman Beringin transfer station was won by open tender.
He also defended Umpan Jaya Sdn Bhd as a reputable firm that has fallen on hard times since the passing of its owner, Datuk Mohd Noordin Mohd Kassim who had been Batu Kawan Umno division chief.
“I am aware that it is important for us to appoint contractors that are competent and I understand that the contractor was competent in Penang, as Seberang Prai City Hall had appointed Umpan Jaya as the contractor to manage waste.
“The government made the decision to award the contract to a competent company but because of management issues and the death of the late Datuk Noordin Kassim, his children’s inexperience may have been the problem,” he told reporters at the DBKL headquarters here after presenting the city hall’s budget for 2014.

The mayor previously said the compactors are being fixed and hopes the transfer station will be reopened by December 31, after which, it will temporarily run by Alam Flora until a tender is called for a new contractor.
In the meantime, the city’s solid waste is being rerouted to the Bukit Tagar landfill near Rawang for disposal.
Today, the mayor conceded that the company’s performance was already under scrutiny since June last year.

Mayor: Contractors forced to dump trash on MRR2 by closure
KUALA LUMPUR, Dec 23 — Several contractors who had dumped garbage indiscriminately along the Middle Ring Road 2 (MRR2) in Kepong over the weekend had no choice but to leave it by the road.
Mayor Datuk Seri Ahmad Phesal Talib said the action by the contractors was as a result of the closure of the Taman Beringin Transfer Station.
“They (the contractors) were waiting for the gates at the Taman Beringin Transfer Station to open but after waiting for some time, they decided to leave the waste by the roadside,” he said.
The indiscriminate disposal of garbage along the MRR2 caused traffic congestion, and stench that lasted for three days.
Ahmad Phesal said the contractors were transporting waste from several hotels and supermarkets in the city.
He declined to reveal their names, saying the matter was being investigated.

The truth behind the Highway garbage dump
The highway garbage dumping is another episode of Najis’s crony getting contract and sub-letting it.

Najis was the one who insisted that Umpan Jaya Sdn. Bhd be given the tender for the Beringin rubbish transfer station even though they were typical Melayu whose only career is getting projects here and there and not able to do the job. Similar to NFC case.

Najis knew that the owner of Umpan Jaya Sdn. Bhd was already in huge debt with the C* and is an incapable man to do any project. Since the owner of Umpan Jaya Sdn. Bhd is also orang sendiri, Najis directed Alam Flora to overlook the company weaknesses and give the contract.

Now that the contract is already in Umpan Jaya Sdn. Bhd’s hand, they sub-let the contract to the C* in exchange to write off their debts. The C* accepted it thinking that rubbish collection was a simple task.

So when reality strike home, the C* was at loss how everything was run and messed up everything. Even though complaints flow in, Umpan Jaya Sdn. Bhd were not interested to set things right.

A couple months back the owner of Umpan Jaya Sdn. Bhd passed away and Alam Flora took the opportunity not to renew the contract. This make the C* very angry because they have sub-let the contract to another party.
..
So that was the REASON BEHIND THE HIGHWAY GARBAGE DUMPING.

ACT OF RETALIATION’: Contractors dump waste on MRR2 after transfer station suddenly closes
KUALA LUMPUR: MORE than 150 tonnes of rubbish were dumped by contractors along a 100m stretch on the Middle Ring Road 2 (MRR2) yesterday.
They were venting their frustration at being locked out of the Taman Beringin waste transfer station.
The dumping took place between Friday night and the wee hours of yesterday as lorry drivers transporting garbage found gates to the waste transfer station locked and unmanned.
As a result of their act, traffic crawled on highways and roads near Batu Caves, MRR2, Jalan Duta, Jalan Kuching, Jalan Kepong and Jalan Ipoh.
A check by the New Sunday Times yesterday afternoon found City Hall enforcement officers and Alam Flora contractors controlling traffic.
Clearing work was being carried out by 30 Alam Flora workers and it went on until 7pm. They also washed the road.

Kepong Community Centre head Yee Poh Ping said it was believed that Umpan Jaya abandoned the transfer station because City Hall had notified it recently that its contract would be terminated.
“I think it was an act of retaliation as the contractor was told to leave before the contract ends in three months.”
Umpan Jaya could not be reached for comment.

Highway turned into garbage dump

KUALA LUMPUR: Piles of rubbish were dumped indiscriminately on the side of the Middle Ring Road 2 (MRR2) highway near the Taman Beringin rubbish transfer station after the station’s main operator, Umpan Jaya Sdn Bhd, decided to stop operations abruptly.
A waste transfer station is a collection point for rubbish transferred there by lorries. The waste is then compacted before being stuffed into larger trucks to be transferred to the landfill, mainly 70km away to the Bukit Tagar landfill in Berjuntai Bestari, Selangor.
It was learnt that the company abandoned the station on Friday night. At the same time, it denied rubbish collection contractors entry to the station, forcing them to dump their load by the side of the MRR2.
Kuala Lumpur City Hall (DBKL) deputy director-general (Socio-economic Development) Datuk Mohd Amin Nordin Abd Aziz confirmed the incident and said DBKL was caught off-guard by the company’s abrupt exit.
“The company was unable to continue the management and they were supposed to hand over the management of the transfer station to DBKL at the end of next March.
“However, they left suddenly. We will take action against the operator,” he said in a phone interview.
