‘Permission needed for Merdeka countdown?’

Organisers of the Janji Demokrasi gathering rejected the claim that they will be violating the Peaceful Assembly Act by gathering at Dataran Merdeka tonight.

Malaysians, said the 47 NGOs behind the move to remind the government of its promises to clean up the electoral roll, have the right to assemble to celebrate the nation’s independence day.

In a statement today, the organisers said they welcomed Minister of Information, Communications and Culture Rais Yatim’s invitation yesterday to join the official celebrations at Dataran Merdeka.

“However, we fail to understand why inspector-general of police (IGP) Ismail Omar and the OCPD (of Dang Wangi) persistently state that the Gabungan Janji violates the Peaceful Assembly Act.

“We believe that every Malaysian has the right to assemble and to join the countdown to Merdeka without seeking permission,” said the organisers Gabungan Janji.

“We will not disrupt the countdown and celebration of Merdeka but will join all Malaysians in their celebration of Merdeka,” they said.

Gabungan Janji also encouraged all participants to show up at the event tonight dressed in yellow, the trademark of the Bersih movement for electoral reform.

The group added that the gathering time has been rescheduled to 11 tonight at the Dataran.

Police will keep an eye out for troublemakers at Dataran Merdeka tomorrow night, while Janji Demokrasi organisers warned that there is a possibility of saboteurs

PETALING JAYA: The police will keep their eyes peeled for troublemakers during the Bersih-like Janji Demokrasi (Promise of Democracy) gathering at Dataran Merdeka tomorrow night, while the organisers said they will be on the lookout for saboteurs.

Speaking to FMT, Dang Wangi district police chief ACP Zainuddin Ahmad said that the policemen deployed would mainly be monitoring the situation unless there were signs of trouble.

“We’ll see. If there is a big crowd and if they bring about any disturbances, or cause trouble, then we’ll act. Otherwise, we’ll just monitor, ” he said.

On the possibility of plans to obtain a court order to bar people from entering the historic square, he said: “No, there won’t be such an order.”

Meanwhile, one of the 49 NGOs of Gabungan Janji (Coalition of Promises) – the organisers of Janji Demokrasi – said that participants should be on the alert for saboteurs.

S Barathidasan, the secretary-general of Warga Aman, told FMT that he does not expect any problems from genuine supporters of the Janji Demokrasi gathering.

“And for ourselves, our name is WargaAman, we stand for peace. We’ve already told our people to be disciplined. But I know some people might want to cause problems, like what happened in Bersih 3.0, ” he said.

“There is a danger of third party, saboteurs, they will try to tarnish our names. I suspect there will be those people, but anyway we will be there and we must keep a look out for them,” he added.

Don’t disrupt Merdeka event, Janji Demokrasi NGOs told

The organisers of the Janji Demokrasi protest were today warned by Inspector-General of Police Ismail Omar not to disrupt the official Merdeka Day celebrations.

The organisers will have to abide by the recently passed Peaceful Assembly Act, he said.

“They also have to inform the Dang Wangi OCPD of their intention. Hence, they have to fulfil this requirement. Most important of all, they should not disrupt the Merdeka Day celebrations,” Ismail said.

“Merdeka Day is for all to rejoice and enjoy, regardless of their political affiliations.”

A number of non-governmental organisations plan to hold their Janji Demokrasi gathering at the edge of Dataran Merdeka tomorrow night, dressed in yellow, to press the government to keep its promises on electoral reform.

Janji Demokrasi gathering is definitely on

The organisers have decided to ignore a police warning that the gathering would be considered illegal.

PETALING JAYA: The Janji Demokrasi gathering on the eve of Merdeka Day will go on despite a police declaration that it would be illegal.

Gabungan Janji, the group organising the event, reiterated today that the gathering was being planned as a celebration of Independence Day, “not a demonstration, not a protest, and not a rally”.

“Gabungan Janji” translates as “Coalition of Promises” and “Janji Demokrasi” as “Promise of Democracy”.

Yesterday, referring to a statement by Gabungan Janji representative Maria Chin Abdullah, Dang Wangi district police chief ACP Zainuddin Ahmad denied that he had been vague about allowing or disallowing the gathering to go on.

Several hours before that, there was a meeting between Dang Wangi police and Gabungan Janji and another group—the Preservation of Jalan Sultan Committee, which is planning a march in the city, also on the eve of Merdeka Day.

Chin told a press conference afterwards that the meeting went well, adding that Zainuddin did not specifically say police was against the Janji Demokrasi gathering at Dataran Merdeka.

She maintained that position today. She told FMT that police briefed the two groups about the Peaceful Assembly Act (PAA) and told them to maintain order during their events. Police “did not say yes or no” to the gatherings, she added.

In the FMT interview yesterday, Zainuddin said Chin had given reporters the wrong impression that police were agreeable to the Dataran Merdeka gathering. He said he had made clear during the meeting that Janji Demokrasi would be in violation of Section 9 (1) of the PAA, which requires any group planning a gathering to notify police 10 days before the event.

“Since that was not done, it is illegal under the law, and I did not allow it,” he said. “But if they say they’ll go ahead anyway, which I advised against, then I may have to take action based on public safety and order.”

Chin confirmed today that Zainuddin did mention Section 9. “He did talk about it, but not at the beginning of the meeting. I would still say it was a friendly meeting and that there was no clear answer.”

She called on the authorities to consider Janji Demokrasi as “part of the countdown” to the Merdeka Day anniversary.
