While those innoculated with 3 vaccine doses qualify for a Green Pass, those innoculated with 2 doses are also eligible for the Green Pass.

Inoculated with two COVID-19 vaccine doses: Individuals who have been vaccinated with two full doses of an accepted vaccine will be eligible to receive a Green Pass one week after receiving the second dose. Individuals who received the Moderna vaccine are eligible to receive a Green Pass two weeks after inoculation with their second dose. The Green Pass will be valid for six months from the day on which the second dose was received.

Israel maintains robust system of COVID-19-related restrictions as of Sept. 22; Green Pass eligibility and validity to change from Oct. 3.

Event

Israeli authorities are continuing to enforce a robust system of COVID-19-related domestic and international travel restrictions as of Sept. 22 amid a recent surge in disease activity nationwide.

Domestic RestrictionsNotably, “Green Pass” eligibility criteria are scheduled to change from Oct. 3, affecting access to businesses in most sectors in Israel. Previous guidance stipulated that individuals who had been vaccinated, had recovered from COVID-19, or had recently tested negative for the disease were eligible for a Green Pass. However, from Oct. 3, Green Passes issued under these criteria will become void. New eligibility and validity criteria will be as follows:

  • Inoculated with three COVID-19 vaccine doses: Individuals who have been vaccinated with three doses of an accepted COVID-19 vaccine will be eligible to receive a Green Pass one week after receiving the third dose; the Green Pass will be valid for six months from the day on which the third shot was received.
  • Inoculated with two COVID-19 vaccine doses: Individuals who have been vaccinated with two full doses of an accepted vaccine will be eligible to receive a Green Pass one week after receiving the second dose. Individuals who received the Moderna vaccine are eligible to receive a Green Pass two weeks after inoculation with their second dose. The Green Pass will be valid for six months from the day on which the second dose was received.
  • Recovered from COVID-19: Individuals who have recovered from COVID-19 are eligible to receive a Green Pass; the pass is valid for six months from the date on which the recovery certificate was issued.
  • Recovered from COVID-19 and received one vaccine dose: Individuals who have recovered from COVID-19 and have received one vaccine dose are eligible to receive a Green Pass; the pass is valid for six months from the date of vaccination.
  • Children 12 years of age and younger: Children 12 years of age or younger who received a negative result from a PCR test as part of the Magen Education program are eligible to receive a Green Pass; the pass is valid for seven days, including until the end of the seventh day after testing negative for COVID-19.

Establishments and gatherings that must comply with Green Pass guidance include conferences, exhibitions, hotels, gyms, swimming pools, event venues, festivals, restaurants and cafes, museums, libraries, tourist attractions, and institutions of higher education, among others. Malls and large stores, however, are not subject to Green Pass restrictions. Access to places subject to Green Pass guidance is only provided to individuals presenting a valid pass.
