THE PH MANIFESTO AND UEC RECOGNITION

The UEC is the school-leaving certificate issued by The Chinese Independent Schools in Malaysia.

The United Chinese School Committees Association of Malaysia (Dong Zong) and United Chinese School Teachers’ Association of Malaysia (Jiao Zong) have denied claims that the UEC syllabus was imported from Taiwan. The UEC syllabus was drafted based on the national education curriculum standards of Malaysia’s Education Ministry.

As a part of its electoral promises, Pakatan Harapan (PH) pledged to recognize the UEC within 100 days of taking power.

THE RECOGNITION OF THE UEC
1. Pro Malay parties like UMNO and PAS are against it.
2. Pro Malay NGOs will be furious.
3. MCA and Gerakan will be for it and will be extremely vocal, something these “mice” and “chickens” dared not talk about openly or to UMNO when they were UMNO’s “dogs”. They will “stir the pot” as much as they can., acting like “lions”.

Some 100 protesters gathered in downtown Kuala Lumpur today to protest against Putrajaya’s plans to recognise the Unified Examination Certificate (UEC).

A video, shared by organiser Gabungan Mahasiswa Islam Se-Malaysia (Gamis) on Facebook, shows the protesters clad mostly in black with red headbands chanting “Hidup rakyat” (Long live the people) and “Bantah UEC” (Oppose UEC) during the protest.

“We are here today, not because we are racist, but because we want to uphold our national education system,” an unidentified speaker at the rally said.

According to Utusan Malaysia, most of the participants were students from Universiti Malaya, Universiti Sains Islam Malaysia, Universiti Kebangsaan Malaysia and Universiti Putra Malaysia.

The demonstration began at Masjid Negara, but police had barred the protesters from marching to Sogo.

Utusan reported that the group then dispersed before regrouping at Sogo at about 3pm. The protest ended about two hours later.

The Malay daily quoted Dang Wangi deputy police chief Rudy Abdullah as saying that police would “investigate the true motive of the rally.”

PETALING JAYA: A PPBM leader said Pakatan Harapan (PH) was not obliged to recognise the Unified Examination Certificate (UEC) within the coalition’s first 100 days in power.

Rais Hussin, who chaired PH’s manifesto committee for the 14th general election, said the coalition’s promise to recognise the examination certificate for private Chinese schools was part of 60 pledges by the coalition, to be implemented in the next five years.

“UEC recognition is the second phase of the PH manifesto,” Rais told FMT, in the wake of criticism against the government over its plans to recognise UEC, which would allow the certificate to be used for entry in local public universities.

Rais said any decision on UEC could only be reached after an in-depth study, as it involved the education sector.

“It’s not as easy as frying an egg. We can’t just implement it. It has to be done in stages,” he said.

Recognising UEC may cost Pakatan GE15, Ibrahim Ali says

KUALA LUMPUR, July 13 — Outgoing Perkasa president Datuk Ibrahim Ali warned Pakatan Harapan (PH) today that it could lose the next general election if it recognised the Unified Examination Certificate (UEC) in Chinese independent schools.

In a press conference today, Ibrahim claimed that the move would also create racial tensions, as the syllabus and school-leaving certificate in Chinese independent secondary schools, whose medium of instruction is Chinese, purportedly did not conform with the National Education Policy.

“This is not about race, not racist, but this is an issue which everyone knows. That the UEC is based on the Taiwanese examination system.

“Even before this, the Barisan Nasional (BN) wanted to recognise it, but with the condition that the students have to pass Bahasa Malaysia at SPM level,” he said, referring to the Form Five Sijil Pelajaran Malaysia public examination.

The head of the Malay rights group said that Malays will feel threatened, as they will perceive PH as giving in to the needs of the ethnic Chinese.

“Recently the BN government lost because of living cost. Later in the next election, we see. The people will make decision the other way then. So the protest will come from the ballot box.

“Whatever they want to do, it cannot undermine the basic things which have been stated in the constitution. This is important,” the former Pasir Mas MP added.

He also criticised Malay leaders in PH, labelling them as “stinky durian” and lacking ‘dignity”, should they support the recognition of UEC.

“No national identity, no patriotism. You may be highly educated, but unable to defend the important basics of a nation,” Ibrahim added.

Recognising the Unified Examination Certificate (UEC) in Malaysia requires an in-depth study, besides considering the interests of the country’s majority ethnic group, says former sociocultural adviser to the government Rais Yatim.

Rais said the government should also consider the views of the Conference of Rulers on the implication UEC’s recognition would have towards Bahasa Malaysia, Islam, and Malay customs.

“I think that (recognising) the UEC is something big which touches on the core of civilization, the core of education and the core of our country’s values. Therefore it requires an in-depth study first.

“This means it’s not something that can just be decided by the cabinet, but rather requires input from scholars as well as social and community development experts in the country,” he told reporters after a lecture on youth leadership here today.

Rais said the government should also look at the origins of the UEC and its true purpose, as well as how it would affect the position of the Bahasa Malaysia and Malaysia’s education system in general, moving forward.

“In addition, it is also necessary for the government to examine why it needs to be recognised. Is this something of interest to the majority, or to certain quarters with a vested interest in the future of a particular group,” he said.

PETALING JAYA: The Pakatan Harapan government should recognise the Unified Examination Certificate (UEC) to fulfil its election manifesto, says MCA Youth.

In a statement, its chairman Datuk Chong Sin Woon (pic) said before the general election, both Barisan Nasional and Pakatan had listed the recognition of the UEC as one of their election promises (the UEC is a standardised exam taken in Chinese independent schools).

“This shows that UEC recognition was high on the agenda for both the (then) ruling and opposition parties,” he said.

However, Chong said that after GE14, newly minted Education Minister Dr Maszlee Malik had came out with reasons claiming that recognising the UEC may undermine the status of the national language and national unity, adding that PAS and Umno Youth had also released similar statements.

Chong added that the recognition of UEC was resolved by the former Barisan government much earlier, as the government also accepted A-Levels and other equivalent qualifications for entry into public universities.

Hence, he called upon Dr Maszlee to delegate the authority of recognising the UEC to his deputy Teo Nie Ching, whom he said was once a Chinese Independent High School student.

“She can set up a special committee led by herself to help complete matters pertaining to UEC recognition by the end of this year.

“This is to fulfill Pakatan’s election manifesto, that is, to recognise UEC unconditionally,” he said, adding that Teo was the only one who had a positive attitude towards UEC recognition.

MARANG, July 8 — The Education Ministry will carry out a holistic study before making a decision on whether to recognise the Unified Examination Certificate (UEC), said its Minister Dr Maszlee Malik.

He said the ministry would also take into account the views of all quarters as well as the interests of Bahasa Melayu as the national language and the impact of the recognition.

Maszlee said although there had been calls for the UEC to be recognised as one of the public universities’ entry requirements, the ministry would not be hasty in making any decision.

“(Although) UEC (recognition) is among the promises made in Pakatan Harapan’s manifesto, we need to take into account the views of various parties and (the interests) of Bahasa Melayu and national harmony. I will meet with various stakeholders including those who champion the national language,” he told reporters after visiting Sekolah Kebangsaan Seberang Marang here today.

JAHIL sungguh sebahagian orang Melayu yang bergelar dan berjawatan, apabila berkata tutup sekolah tahfiz (agama) dan iktiraf Sijil Peperiksaan Bersepadu Sekolah Persendirian Cina (UEC).

Menjadi jahil murakab apabila mahukan sekolah tahfiz ditutup. Mereka ini rakyat Malaysia ke bukan? Membaca Perlembagaan atau tidak? Peliknya, kenapa mereka tidak tidak sensitif langsung masih ramai rakyat Malaysia yang tidak boleh bertutur dan berkomunikasi dalam Bahasa Melayu (BM) selaku bahasa negara?

Sepatutnya, sebagai rakyat Malaysia, semuanya mesti fasih berbahasa Melayu (BM), bahasa negara, seperti keluarga Cina saya.

Persoalannya, kenapa masih ada, malah ramai dalam kalangan rakyat Malaysia, termasuk wakil rakyat, bercakap BM berterabur, sedangkan kita sudah merdeka lebih 60 tahun? Dalam keadaan sebegini pun, lebih hina lagi apabila ada mendesak kerajaan mengiktiraf UEC, meskipun ia bercanggah dengan hasrat kerajaan dan agenda pembinaan negara bangsa.

Agenda negara seperti bahasa negara (BM) mesti dikuatkuasakan dan jangan dipolitikkan. Belum pun 100 hari saya lihat kesilapan demi kesilapan telah dilakukan barisan pemimpin PH yang mengetuai kerajaan Malaysia. Mungkin disebabkan oleh ramai dalam kalangan mereka yang tidak mempunyai pengalaman.

Umno Youth: UEC recognition will make education system ‘disorderly’

Its newly elected chief Asyraf Wajdi Dusuki says recognising different certificates of the same level will reflect poorly on the nation’s education system.

KUALA LUMPUR: Umno Youth has objected to the proposal by the new Pakatan Harapan (PH) government to recognise the Unified Examination Certificate (UEC), including for entry into public institutions of higher learning.

Its new chief Asyraf Wajdi Dusuki claimed that the move would make the Malaysian education system become “disorderly” as there were other certificates of the same level that were already recognised by the government.

He said it would also lead to failure in efforts to achieve national identity and racial integration.

MALACCA: The intake of Unified Examination Certificate holders into the Malacca civil service should not be made a big issue as it is subject to several important criteria, said Chief Minister Adly Zahari…

He said one important criteria was a pass in Bahasa Melayu.

“Before we (Malacca) announced the intake at the state level, we have considered the needs, views and other matters before including it in the Pakatan Harapan (PH) manifesto at the state level.

“No quota has been set for the intake of these certificate holders. We will also look at the educational background of the applicants for state posts, not just the UEC,” he said here today.
