MCMC denies ban on satire, parody

PETALING JAYA: The Malaysian Communications and Multimedia Commission (MCMC) is not clamping down on the use of satire and parody on social media.

Its strategic communications director, Syeikh Raffie Abdul Rahman, said an earlier “warning” of a ban on the publishing of modified pictures and unverified news was only “an advisory notice.”

He, however, reminded the public of Part 7.3 of the MCMC Content Code which states that content which is false is expressly prohibited except in the circumstances of satire and parody; where it is clear to an ordinary user that the content is fiction.

“When was there ever a ban? There was never a ban. It was totally misinterpreted. It was just an advisory notice,” Syeikh Raffie said.

KUALA LUMPUR, July 9 — Malaysian prisons would overflow if authorities prosecute for Internet satire on 1Malaysia Development Bhd (1MDB) and related controversies, Datin Paduka Marina Mahathir said today to illustrate the prevalence of the practice. “Jails will be full…” Marina tweeted from her @netraKL account as she posted the Malay Mail Online report on the Malaysian Communications and Multimedia Commission’s (MCMC) warning against spreading false news on the firm that included altered images. The government agency said in a statement today that such deeds on social media or on mobile messaging app WhatsApp may violate Section 211 or Section 233 of the Communications and Multimedia Act 1998, which is punishable with one year’s jail or a fine of not more than RM50,000. KUALA LUMPUR, July 9 — The Malaysian Communications and Multimedia Commission (MCMC) today cautioned Malaysians against mocking the 1Malaysia Development Berhad (1MDB) controversy after the #1MDBMovies hashtag trended on Twitter. The government agency said that sharing false news or altered images related to the investigation on the state-owned fund on social media or on mobile messaging app WhatsApp could be a violation of Section 211 or Section 233 of the Communications and Multimedia Act 1998. Section 211 and 233 state that it is an offence for people to provide electronic content that is indecent, obscene, false, menacing or offensive with the intent to annoy, abuse, threaten or harass any person, punishable by a fine of not more than RM50,000 or imprisonment of not more than one year. “The public is advised to stop sharing images that have been altered, false news or any speculation on the investigation on 1MDB through social media, including the WhatsApp application,” MCMC said in a statement on its Facebook page.
