Dolly monitored by Surabaya Mayor through CCTV
She said that she had a television connected to 16 CCTV cameras installed throughout Dolly, allowing her to keep a close eye on the situation there.
“In spite of having been closed, we still monitor Dolly [through CCTV cameras],” she said on Friday as quoted by kompas.com.
She added that she never stopped monitoring Dolly for lingering sex work activity, adding that the CCTV had aided her efforts.
The Surabaya administration, witnessed by Rismaharini, East Java Governor Soekarwo and Social Affairs Minister Salim Segaf Al Jufri, closed Dolly, previously Southeast Asia’s largest red-light district, on June 18.
According to the data from the city’s social agency, at the time of closure, 1,020 sex workers and 311 pimps depended on Dolly for their livelihoods. Sex worker Dolly Khavit was the first to establish the area as a red-light district in 1967, when it consisted of 52 brothels.
To overcome the impact of the closure, Salim said that his ministry had allocated Rp 8 billion (US$676,859) to be disbursed to sex workers and pimps, with each individual receiving Rp 5 million.(alz)

Back in Dolly Lane, the protests continue. Residents and sex workers here are adamant that their way of life can’t and won’t be stopped.
“We will keep going,” said Saputra. “No-one can stop us. Even if they stop us it will only be for one month – during the fasting month of Ramadan. We stop at that time anyway every year.
“Once the fasting month is over, we’ll be back in operation again. No-one can stop Gang Dolly.”

Jakarta. The closure of Dolly and neighboring Jarak in Surabaya, East Java, on Wednesday night marks Mayor Tri Rismaharini’s grand finale in her crusade to revamp Indonesia’s second-largest city.
In a country where rhetoric on morality and ideals are commonplace, many tend to forget the thriving sex industry that throbs just beneath the surface. Together, Dolly and Jarak are estimated to have comprised Southeast Asia’s largest red light district, with the former having employed up to 100 sex workers in each of its 60 brothels. The latter employed hundreds more. The total number of prostitutes is estimated to be around 1,500.
…
While the commercial sex industry is widely considered to be a source of continued exploitation of women and children, the situation in Surabaya highlighted gray areas that complicate the issue.
Last Thursday saw a demonstration by 1,200 sex workers who marched along the district, chanting slogans such as “reject Dolly’s closure” and “protect our rights.”

Battle over Indonesian red-light district
Gang Dolly houses hundreds of prostitutes and pimpsThe Indonesian city of Surabaya is home to one of South-East Asia’s biggest red-light districts. The authorities want to close it down, but those who live and work in the area are resisting the move.
Gang Dolly – Dolly Lane in English – began as a small collection of brothels back in the 1970s, and today has grown to house hundreds of prostitutes and pimps.
…
But now, the government wants all sex-trade activities in the red-light district to stop.
Officials set a deadline of Wednesday night, and they now plan to evict hundreds of sex workers from the area and close the 60 brothels.
‘Block the streets’
In the run-up to the deadline, there were daily protests organised by residents and activists who want to save Gang Dolly.
Saputra, a resident and activist, says the shutdown will damage their incomes.
“We will block the streets and we won’t let them in to stop what we are doing here,” says Saputra, who declined to reveal his occupation.

Indonesia’s Sin City Skirts Shutdown Plans
Jul 23 2014

“We need to live, do not impoverish us,” reads a banner hanging over Gang Dolly put up by the Sex Workers’ Front (FPL) in protest to the closure. All photos by Arman Dzidzovic
It was nearly midnight and Pokemon was growing testy. We were standing at the entrance to Dolly, Southeast Asia’s largest red-light district. It’s a sprawling complex of colorfully named brothels in the Indonesian city of Surabaya, and this was supposed to be its last night of business. My photographer and I landed in town 11 hours earlier, arriving to flooded roads and stifling heat.
Surabaya is Indonesia’s second-largest city, a storied port city of more than 3.1 million people. But word travels fast among the pimps, sex workers, and alley sprinters of Gang Dolly. Pokemon, a pimp dressed in flip-flops and a weathered field cap like Fidel Castro on a beach holiday, heard that we had met with his opposition—a local village chief—and denied us access to the district’s people.
“Leave here now, or we cannot guarantee your safety,” Pokemon uttered, arms crossed, his eyes averted.

Pokemon blocked the entrance to his headquarters. Around the corner touts called out to men, tempting them with a final night of drinking, singing and fucking in the neon-drenched brothels that lined Dolly’s winding alleyways.
“Get out of here,” Pokemon demanded as the circle of pimps closed in. “You are banned! Banned from Dolly!”

Risma to Shut Down Surabaya’s Gang Dolly on June 18
By Jakarta Globe on 07:42 pm Jun 03, 2014
Jakarta. Gang Dolly — Surabaya’s well known red right light district, Southeast Asia’s largest, which has operated openly for decades — may finally have met its match in Surabaya Mayor Tri Rismaharini, popularly known as Risma, who has set a final date for the closure of the infamous brothel complex.
“It will be on June 18, and it will not be delayed,” Risma said on Monday, as quoted by state-run Antara news agency.
Known for her independence — although aligned with the Indonesian Democratic Party of Struggle (PDI-P), she had clashed with both the party and the East Java Government — and for her progressive, hands-on approach to governance, Risma has campaigned against sex work in Indonesia’s second largest city and has shut down a number of smaller brothel districts.
The city has been gearing up for its big move, with plans in place to help sex workers and pimps find other lines of work, and to provide financial assistance.
“We [will] teach them how to bake, make handicrafts, salted eggs and other things,” Risma said. “We can do that, we have to lift our people from oppression.”
She said that the estimated number of sex workers in the district had ballooned from just above 1,000 to 1,400, according to government estimates, with 99 percent of the workers originating elsewhere.

Surabaya’s reformist mayor Tri Rismaharini has vowed to shutter the area, and the government is offering $425 to each of the estimated 1,500 sex workers to help them get out of the business.
Rismaharini plans to ease the women out of the work, and gave them until Monday to collect the money. She has not attempted to use force but said she wants the entire complex closed down by the end of the holy month of Ramadan in late July.
But the sex workers, pimps and local business owners have taken to the streets in protest, saying the government is offering too little compensation for yanking away from their livelihoods.

Indonesia raids huge red-light district before Ramadan
SURABAYA – Hundreds of police and soldiers raided a huge red-light district in Indonesia’s second-biggest city Friday to close down brothels before the Muslim holy month of Ramadan.
Scuffles briefly broke out between security forces and people protesting the raid in the area known as “Dolly” in Surabaya, on Indonesia’s main Java island, where women advertise their services by sitting in brightly-lit shop windows.
“The raid was conducted to make sure that entertainment centres, including brothels, are closed during the whole month of Ramadan,” said Irvan Widyanto, a Surabaya official responsible for maintaining public order.
Ramadan, Islam’s holiest month, begins on Sunday in Indonesia, the world’s most populous Muslim-majority country. The faithful are supposed to abstain from eating, drinking and sex from dawn until dusk during Ramadan.
The raid came about a week after the city’s mayor announced the closure of Dolly, but gave the prostitutes and pimps in the network of narrow alleys a few more weeks before the red-light district is finally closed.

Red lights stay on in Indonesia’s “Dolly” prostitution district despite closure by mayor

SURABAYA, Indonesia – The mayor of Indonesia’s second-largest city has officially shut down “Dolly,” one of Southeast Asia’s biggest red-light districts, but the world’s oldest profession is still up and running despite warnings to stop.
Dolly — believed to have been named years ago after a colonial Dutch madam — was supposed to have closed June 18, but on the main drag, young women in skin-tight miniskirts and heels continue to lure guests into rooms lit only by faint red and pink lights.
Pimps made no attempt to hide as they stood outside, greeting potential customers. When a sex worker in a karaoke parlor spotted journalists walking past, she ran out with a raised fist and shouted, “Dolly will stay open!”
