Bukit Aman orders cop who accidentally shot boy suspended

IPOH (Oct 27, 2013): Bukit Aman has issued a directive to suspend a policeman who accidentally shot a child in an incident in Kampung Belanja Kiri, Parit on Oct 14.
Perak Police chief Datuk Acryl Sani Abdullah Sani said the directive was made on Friday and a letter on the suspension was expected to be received next week.
“The letter will be handed to the policeman concerned. How long he is to be suspended will depend on the situation but normally it depends on the duration of the hearing. But I believe the case will be given priority,” he told reporters after handing over prizes to winners of the Inspector-General of Police Cup Golf Competition, here today.
In another development, he said the investigation paper on the case had been submitted to the Deputy Public Prosecutor last week.
“Our investigation encompasses numerous procedures including having firearm while on leave, not surrendering firearm to the armoury and not complying with procedure when emptying the firearm,” he said.

Amar, a standard 4 pupil from Sekolah Kebangsaan Belanja, Parit was hit by a stray bullet when a policeman was cleaning his Walther P99 automatic weapon in front of a house in Kampung Belanja Kiri, Parit last Monday.

Bullet in throat removed
Team of doctors successfully removed the bullet from boy who was shot accidentally by a policeman.
IPOH: A medical team specially set up by the Raja Permaisuri Bainun Hospital (HRPB) successfully removed the bullet lodged in the throat of 10-year-old Mohd Amar Mohd Azizi, here today.
State Health, Tourism and Culture Committee chairman Nolee Ashilin Mohammed Radzi said the boy was reported to be in stable condition.
“The operation was a success and Amar is stable. But he’s not allowed visitors at the moment as he must rest. We’ll have a press conference tomorrow,” she said today.

IPOH, Oct 18 — The shooting of 10-year-old Mohd Amar Mohd Azizi by a policeman has taken a twist, with police investigating claims that the incident was non-accidental.
It has now emerged that the corporal may not have accidentally discharged his pistol when cleaning it at his in-laws’ home in Kampung Belanja Kiri, Parit, near here on Monday.

Mohd Amar was shot at 4.30pm while playing some 50 metres in front of the policeman’s in-laws’ house.
The Malay Mail understands that doctors were initially told the policeman was firing at the ground and a bullet ricocheted and hit the child.

Suaram calls for suspension of cop
The human rights NGO wants the policeman suspended for shooting a 10-year old.
PETALING JAYA: Suara Rakyat Malaysia (Suaram) today urged the police to suspend the officer who accidentally shot 10-year-old Mohd Amar Mohd Azizi, while cleaning his gun.
Suaram coordinator, R. Thevarajan said that it was unacceptable that the police officer was back to duty while being investigated over the shooting the 10-year-old boy.

Suaram reiterated the call for an independent investigation on the incident claiming that the internal investigation mechanism of the police had failed as the officer was allowed to carry on with his daily duties as usual.
“The officer should be suspended from duty pending investigations on his conduct. The officer has committed clear negligence and non-compliance with the Standard Operating Procedures of the police force,” Thevarajan said in a press statement.
He also said the proposal to set-up an Independent Police Complaints and Misconduct Commission (IPCMC) should be taken seriously by the government in order to restore the professional standards of the police force in this countr

Full probe into stray bullet incident
Perak CPO said the case was being investigated “from all angles” including negligence and misconduct.

He said full trust should be given to the police in investigating the incident, which happened in Parit, near here, and he assured it would be conducted professionally and transparently.

Cop in shooting accident did not follow rules
Standard procedures on handling firearms were not followed by the police officer who had shot a 10-year-old boy.
PETALING JAYA: The police officer who wounded a 10-year-old boy while cleaning his gun last Monday failed to return his P99 Walther pistol to the arms room after finishing duty.
Perak police chief Senior Asst Comm Acryl Sani Abdullah Sani told FMT this morning that the officer, who was going on leave, was supposed to hand over his firearm as part of the standard police procedure.
“The man, who is a deputy investigation officer, is being probed under the Firearms Act and is also facing an internal inquiry or disciplinary action,” Acryl added.
Acryl said only detectives and investigation officers were allowed to carry a gun home.
However, the former Sarawak police commissioner said normal police officers were duty-bound to hand over the gun as soon as their working shift ended.
“Detectives and investigation officers are allowed to take home the gun because they are on call 24 hours but they must report and renew the permission weekly. That is compulsory.
“Officers who applied for leave, too, must give back their weapons,” he said.

Specialists still undecided on approach to remove bullet from boy’s head
IPOH: Specialists at the Raja Permaisuri Bainun Hospital here will need few more days to decide on the best approach to remove the bullet from Mohd Amar Mohd Azizi’s head.
Hospital director Dr Raja Lope Ahmad Raja Ariffin said on Friday the doctors were still discussing on the safest procedures with minimal risk on the boy.
It was reported that Mohd Amar, 10, was hit by a stray bullet when an off-duty police officer discharged his pistol when cleaning it at Kampung Belanja Kiri in Parit on Monday.
The bullet was lodged on the joint between the skull and neck bone, just 1cm away from his spinal cord and arteries.
The hospital’s neurosurgeon Dr Cheang Chee Keong was reported saying that he wished the surgery could be carried out latest by today (Oct 18), as he feared movements in the bullet might damage the spinal cord and arteries.

Boy shot in the neck by cop cleaning his gun
IPOH: A 10-year-old boy was shot in the neck when a pistol went off while a policeman was removing its bullets in Kampung Belanja Kiri, Parit.
Mohd Amar Mohd Azizi was about 40 metres away from the house belonging to the policeman’s mother-in-law when the bullet penetrated his throat in 4.30pm incident.
He was sent to a clinic in Parit and later to the Batu Gajah Hospital before he was transferred to the Raja Permaisuri Bainun Hospital to undergo an operation to remove the slug.
The policeman, believed to be an assistant investigating officer with the Taiping police headquarters, has been detained to facilitate investigations.
