The relative perspective (in per capita terms) is useful to measure intensity and country performance
But the true tragedy of the pandemic is measured in absolute head counts

The share of those aged 60+ who are fully vaccinated is 86.6%, so almost the same as the general population.
Only the 80+ lag a bit behind but they're still 66.4% fully vaxxed (and rising fast).
