He said the documents were taken from the Economic Planning and Development Department (JPEP), which was responsible for handling land privatisation projects.
“The investigation is ongoing and MACC has visited us repeatedly.
“We are transparent about it,” Najib said, during a press conference held by Kepong MP Lim Lip Eng to address several community issues at the Taman Metropolitan Park, Kepong.
He clarified that the visit by MACC was not considered a raid, as the anti-graft agency had only taken documents for investigations.
“There was a report lodged on the land deals, and the MACC is taking necessary actions.
“DBKL officers were also questioned over the land deals,” Najib said, adding he was not sure about the numbers of officers who had been called in for questioning.
When reporters asked him about whether DBKL was aware that the land deals were made without an open tender, he said only they followed procedures.

DBKL offices raided over RM4.3 billion land sale
THE Malaysian Anti-Corruption Commission (MACC) today raided Kuala Lumpur City Hall headquarters, Menara DBKL, and seized documents in connection with the sale of 64 lots of DBKL land worth RM4.28 billion.
A source said the commission began its probe into the cases last month and that the seizure of the documents was to facilitate the investigation.
“Among the seized documents were those from the Economic Planning and Development Department,” said the source.
The documents were then taken to the MACC headquarters in Putrajaya .

Kepong MP Lim Lip Eng lodged a report with the commission on May 16 claiming that DBKL sold the 64 lots of land, involving 171.7ha, without any open tender to Yayasan Wilayah Persekutuan between 2013 and this year.

MACC raids DBKL, seizes documents
The MACC raided the Kuala Lumpur City Hall (DBKL) today and seized eight trolleys of documents.
Several MACC officials arrived at DBKL at 2pm and left around 4pm, as reported by Malay Mail.
However, when asked, they only said they were there to get documents and declined to comment further.
Yesterday, KL mayor Mohd Amin Nordin Abdul Aziz said DBKL has scrapped 10 projects with an estimated value of RM1 billion.

When contacted about the raid today, Amin only said DBKL would provide their cooperation to MACC.

MACC probing claim that DBKL land sold without open tender

Following a report by Kepong MP Lim Lip Eng, the MACC has begun investigating Kuala Lumpur City Hall (DBKL) over the sale of 64 plots of state land during the tenure of former Federal Territories Minister Tengku Adnan Tengku Mansor.
In a meeting with Kuala Lumpur Federal Territory MPs this morning, Lim said KL mayor Mohd Amin Nordin Abdul Aziz had updated them about the latest developments of the investigation.
“According to the mayor, the MACC has been coming (to DBKL) every day to conduct investigations.
“They came yesterday and today to take documents regarding the 64 plots of land sold when Tengku Adnan was the minister,” he told a press conference at the DBKL headquarters after the meeting.

Lim previously alleged that the 64 plots, valued at some RM4.28 billion, were sold to private developers without open tender between 2013 to 2018.
He also claimed that some of the lots had been transferred to a foundation called Yayasan Wilayah Persekutuan before they were sold. Tengku Adnan was the former chairperson of the foundation.
Tengku Adnan, who is Putrajaya MP and Umno secretary-general, previously denied any misconduct in the land deals in question.
“The issue of these lands is a long-standing issue and no corruption is involved…we were doing it according to the proposal and we didn’t sell the lands instantly,” he had told Malaysiakini.

City Hall approving projects illegally, says KL residents’ leader
KUALA Lumpur City Hall (DBKL) has been approving development projects illegally, said a veteran lawyer and head of the Selamatkan KL or Save KL (SKL) residents’ group, which is increasingly up in arms over new projects in already densely populated suburbs.
Dr Abdul Aziz Abdul Rahman said DBKL committed two main errors, which is to alter development plans without going through the proper legal process, and the second, failing to approve the city’s local plan within a reasonable time.
“They have approved altered development plans, like changing land status, and they have not approved the local plan according to the requirements of the law.
“They should have approved the local plan as soon as possible and not 10 years, which is what they are doing now,” the 84-year-old Aziz told The Malaysian Insight recently following SKL’s protest at the 9th World Urban Forum at the KLCC Convention Centre over the weekend.
Under the Federal Territory (Planning) Act 1982, a broader structure plan and a more detailed local plan – both of which define land use for the city’s development – must be drafted and gazetted under this act, the lawyer said.
“Under the law, you have to use these two plans to administer Kuala Lumpur.
“They have done the structure plan, which is just an outline of the development of the area. It’s just a framework. By law, as soon as possible, they should introduce the local plan, which will go into detail on every lot, plot ratios, and all that.
“The intent of the law is that administration of (development) planning should be based on the local plan.”

However, the local plan, called the KL City Plan 2020, has not been gazetted even though it was launched in 2008.
Last year, DBKL said it was pointless to gazette the plan as it was outdated and due to expire (on March 15, 2017).
Instead, KL mayor Mohd Amin Nordin Abd Aziz said there would be discussions for the drafting of a new plan, the Kuala Lumpur Structure Plan 2050.
Aziz said without a gazetted local plan, DBKL is required under the Federal Territory (Planning) Act to refer to the structure plan.

Graft of ‘unprecedented’ scale, MACC to haul up 30 more DBKL officers
The Malaysian Anti-Corruption Commission (MACC) will summon 30 more Kuala Lumpur City Hall (DBKL) officers for questioning following last week’s arrest of an executive director with the ‘Datuk Seri’ title.
The commission, according to a news report, believes that corruption at an “unprecedented scale” could be taking place in the City Hall.
The New Straits Times said the officers could have been working with the Datuk Seri to receive gratification from developers by abusing their positions.
MACC director of investigations Azam Baki said the officers of various ranks were suspected of forcing developers to deal with DBKL for various approvals to get free condominium units, which were later sold at higher prices.
“Our investigations revealed that no less than 30 City Hall officers obtained condominium units through corrupt ways and without making any advance payments.
“The modus operandi is quite sophisticated, where both parties sign sales and purchase agreements without any monetary transaction actually taking place, and the units are later sold at market value once the project is completed,” Azam is quoted as saying.
Blaming the Datuk Seri for the situation, Azam said since the suspect did not monitor his subordinates, some of them contacted developers asking for a similar deal like the one given to their boss.
“Some of them didn’t even deal directly with these developers, but when they know their bosses are getting something, they, too, want their share.
“It happened because their high-ranking officer was part of the network,” he said.
