The man wore a white robe, a scarf and a “suicide belt” with mineral water bottles as “explosives.”
The man is being investigated under section 506 of the Malaysian penal code, for criminal intimidation.

Man in Halloween ‘suicide bomber’ costume charged with causing public nuisance
PETALING JAYA: A Yemeni man, who dressed up as a suicide bomber for a Halloween celebration, was fined RM400, in default four days imprisonment, by the magistrate’s court here for causing public nuisance.
Magistrate Nurul Huda Zakariya meted out the maximum sentence against Amjad Jalal Ahmed Al Dahan after he pleaded guilty to the offence today.
Amjad, who worked as an IT consultant, was calm and nodded when the charge was read to him by the court translator.
The 34-year-old man was charged with (creating a) public nuisance by donning a suicide bomber outfit in public at Armanee Terrace Condominium about 7.40pm on Oct 28.

KUALA LUMPUR: Police in Petaling Jaya, Malaysia on Tuesday (Nov 7) arrested a man who dressed up in a “suicide bomber” outfit for a Halloween party.
The man, in his thirties, had worn the outfit to a party at a condominium in Damansara Perdana on Oct 28.
A police handout showed him dressed in white with a fake beard and a chequered towel wrapped around his head. A fake “circuit bomb” made out of cardboard, an “antenna” and plastic bottles were taped round his waist.
Petaling Jaya police chief ACP Mohd Zani Che Din said a resident at the condominium encountered the man in the lift and informed the police.
“At about 7.40pm, residents at an apartment in Damansara Perdana came across the man who was dressed as a suicide bomber,” ACP Mohd Zani said, according to the Star Online. “It was for a Halloween party and he was spotted riding the lift.”
Such attire is a sensitive issue to the general public, following recent incidents linked to the Islamic State, the New Straits Times reported the police chief as saying.

Apartment residents panic after seeing man in suicide bomber costume
PETALING JAYA: A man distressed residents of an apartment here after he dressed up as a suicide bomber, apparently for a Halloween costume party, over a month ago.
Petaling Jaya OCPD Asst Comm Mohd Zani Che Din said that a police report was filed on Tuesday over the incident that occurred on Sept 28.
“At about 7.40pm, residents at an apartment in Damansara Perdana came across the man who was dressed as a suicide bomber.
“It was for a Halloween party and he was spotted riding the lift,” ACP Mohd Zani said.
The suspect, who is believed to be a local, had a fake beard and dressed in white, using a brown chequered towel as a headdress and a ‘circuit board’ made of cardboard with two plastic bottles taped to its sides.
