Indonesian militants’ presence in Marawi City sparks alarm

JAKARTA: The presence of militants from an Indonesian terror group among Maute combatants fighting in Marawi City reinforces the appeal of the southern Philippines to extremists in the region who are loyal to the Islamic (IS).

That the Jemaah Ansharut Daulah (JAD) sent no fewer than 40 fighters from Indonesia to Mindanao, despite its own struggle back home, shows that it too believes victory over Philippine security forces will further its broader mission in Southeast Asia, said analysts.

IS, to which both the JAD and Maute group have pledged their allegiance, wants to expand and create its next wilayah, or state, in the region even as it loses territory in the Middle East.

“For Indonesian militants, and in the context of Southeast Asia, southern Philippines is the most ideal for that purpose,” said Taufik Andrie, executive director of the Institute for International Peace Building think-tank last Friday.

Blasts rock besieged as marks independence day

MARAWI CITY, Philippines (REUTERS) – Bomb blasts rocked Marawi City in the southern Philippines on Monday (June 12) as the national flag was raised to mark independence day, almost three weeks after hundreds of Muslim militants overran the town and hunkered down with civilians as human shields.

Rescue workers, soldiers and firemen sang the national anthem and listened to speeches as three OV-10 attack aircraft darted through the cloudy sky, taking it in turns to drop bombs on areas where fighters are still holed up.

“To our Muslim brothers there, we want to tell them to stop their meaningless fight because we are all Muslims,” Vice Provincial Governor Mamintal Adiong Jr told the gathering.

Flag ceremonies are normally performed twice a week, but this was the first in the mainly Muslim town since May 23, the first day of the siege, when the militants killed and abducted Christians, and torched a cathedral.

Almost the entire population of about 200,000 fled from the lakeside town on the Philipppines’ southernmost island of Mindanao, but beyond the checkpoints fencing it off there are still some 500-1,000 civilians trapped or being held hostage.

US forces join Philippine troops to end city siege

“At the request of the government of the Philippines, U.S. special operations forces are assisting the AFP with ongoing operations in Marawi that help AFP commanders on the ground in their fight against Maute and ASG militants,” the spokesperson said. ASG stands for the Abu Sayyaf militant group.

MANILA: U.S. special forces are helping the Armed Forces of the Philippines (AFP) to end a siege of the southern town of Marawi by militants allied to Islamic State, a U.S. embassy spokesperson in Manila told Reuters on Saturday.

The seizure of Marawi by hundreds of fighters who have sworn allegiance to Islamic State, including dozens from neighboring countries and the Middle East, has fueled concern that the ultra-radical group is gaining a foothold in Southeast Asia.

“At the request of the government of the Philippines, U.S. special operations forces are assisting the AFP with ongoing operations in Marawi that help AFP commanders on the ground in their fight against Maute and ASG militants,” the spokesperson said. ASG stands for the Abu Sayyaf militant group.

Until now there had been no confirmation that the Philippines had sought U.S. assistance in the battle for Marawi City on the island of Mindanao, which is in its third week.

The spokesperson gave no details of the U.S. involvement. A U.S. P3 Orion surveillance plane was seen flying over the town on Friday, but there has been no evidence that the United States has put troops on the ground there.

Destruction of Marawi cathedral angers bishop

MANILA— Marawi City Bishop Edwin de la Peña condemned the “demonic” destruction of a cathedral and religious icons by Maute terrorists.

De la Peña said he saw the video of the militants destroying the St. Mary’s Cathedral in a video released by Islamic State news agency Amaq on Sunday.

“We are angered by what happened. Our faith has really been trampled on,” De la Peña told CBCP News.

The bishop added that he has received information that the extremists had been planning to “destroy and burn the church.”

The video showed Maute terrorists yelling “Allahu Akbar” as they smashed religious icons and burned down the church, CBCP News reported.

“That is blasphemy! It’s unacceptable. It’s obvious that their actions are really out of this world. It’s demonic,” De la Peña said.

Philippine troops find stash of banknotes as fighters pull back

MARAWI CITY, Philippines (Reuters) – Philippines troops found bundles of banknotes and cheques worth about $1.6 million abandoned by Islamist militants holed up in Marawi City, a discovery the military said on Tuesday was evidence that the fighters were pulling back.

Fighters linked to Islamic State have been cornered in a built-up sliver of the southern lakeside town after two weeks of intense combat. The military said that over the past 24 hours it had taken several buildings that had been defended by snipers.

In one house they found a vault loaded with neat stacks of money worth 52.2 million pesos ($1.06 million) and cheques made out for cash worth 27 million pesos ($550,000).

“The recovery of those millions of cash indicates that they are running because the government troops are pressing in and focussing on destroying them,” Marines Operations Officer Rowan Rimas told a news conference in the town as helicopters on machinegun runs buzzed overhead.

Black smoke poured from an area near one of the town’s mosques and the lake after bombings by OV-10 attack aircraft and artillery fire from the ground.

The battle for Marawi has raised concerns that the ultra-radical Islamic State, on a back foot in Syria and Iraq, is building a regional base on the Philippine island of Mindanao.

Officials said that, among the several hundred militants who seized the town on May 23, there were about 40 foreigners from neighbouring Indonesia and Malaysia but also from India, Saudi Arabia, Morocco and Chechnya.

The fighters prepared for a long siege, stockpiling arms and food in tunnels, basements, mosques and madrasas, or Islamic religious schools, military officials say. The Philippines is largely Christian, but Marawi City is overwhelmingly Muslim.

Progress in the military campaign has been slow because hundreds of civilians are still trapped or being held hostage in the urban heart of the town, officials have said.

“In a few days, we will we will be able to get everything, we will be able to clear the entire Marawi City,” armed forces Chief of Staff General Eduaro Año said in a radio interview.

Suspension of airstrikes in Marawi eyed–Lorenzana

The government is considering suspending the military airstrikes in Marawi City following the death of 11 soldiers on Wednesday, May 31, Defense Secretary Delfin Lorenzana said.

(Initial reports said 10 soldiers were killed.)

In a briefing in Malacañang on Thursday, June 1, Lorenzana said the proposal stemmed from the deaths of 11 soldiers who were hit by an air force plane that was bombing pinpointed areas where Muslim extremists identified as members of the Maute Group were the targets.

“So we are pouring more troops there that’s why I said a while ago that we might suspend for a while the air strikes and let the ground troops do their thing,” he said.

“I give those decisions to the ground commanders to determine kung kailangan pa nila ng airstrikes doon especially now there are more troops operating on the ground and chances of hitting our own troops will be big just like what happened yesterday [Wednesday],” he added.

If launching of airstrikes could not be avoided, Lorenzana said these should be limited to “the aircraft that can deliver accurately.”

Soldiers killed in military air strike in Marawi

MANILA, Philippines (UPDATED) – At least 10 soldiers were killed in a military air strike during operations to rid Marawi City of members of the Maute Group, said Defense Secretary Delfin Lorenzana on Thursday, June 1.

Another 7 soldiers were wounded during the air strike on Wednesday, May 31, said Lorenzana in a text message to Rappler.

An investigation, headed by Armed Forces of the Philippines (AFP) chief General Eduardo Año, is underway. But Lorenzana told Rappler that “initial report says pilot error.”

In a press briefing at Malacañang on Thursday, Lorenzana explained that two military planes had been flying at the time. The first plane hit its target accurately, while the second one missed its target by around 100 meters and instead hit the soldiers.

“We are trying to ascertain how the first plane hit the target, ‘yung second ang layo (the second one completely missed),” he said.

A Catholic priest who was taken hostage by militants linked to the Islamic State group says he’s being held alongside 200 other captives, including children, in what appeared to be a battle-scarred part of a southern Philippine city.

In a video apparently taken under duress by militants, Father Teresito Suganob said his captors wanted the military to withdraw its forces from Marawi, where Islamic militants still hold pockets of territory after a week of gunbattles with the army.

A colleague of Suganob confirmed to The Associated Press that the man in the video is the priest. It was not clear when the video was taken or who released it online, and whether Suganob believed what he was saying or was forced to say it.

“We want to live another day, we want to live another month,” Suganob said, standing in front of debris and partially burned buildings. Directing his remarks to Philippine President Rodrigo Duterte, he said, “We want to live few years and in your generosity, Mr. President, in your heart, we know you can make something (happen).”

Marawi Bishop Edwin de la Pena confirmed that it was Suganob in the video.

Foreign militants in Philippines’ Marawi ‘slipped in posing as Muslim missionaries’

MANILA • A large gathering of Muslim missionaries provided cover for dozens of foreign militants to sneak into the Philippines and reinforce a local extremist group that last week seized large parts of Marawi, a densely populated Muslim city in the southern island group of Mindanao.

A former diplomat who had worked in Cairo told The Straits Times that there was a “johor” – an international and local gathering – convened by Tablighi Jamaat, a Sunni missionary movement in Marawi just days before the attacks.

“There were thousands who attended,” he said, and among them were dozens of missionaries from abroad. According to raw intelligence reports, many of the foreigners came to answer a call from Malaysian lecturer-turned-militant Mahmud Ahmad to rescue Isnilon Hapilon, the badly injured top man for the Islamic State in Iraq and Syria (ISIS) in South-east Asia, and to sneak him out of Mindanao. Among them were 28 Malaysians.

“Initially, nobody knew what happened to them but, after the deaths of two Malaysians in firefights with (the Philippine military), we can conclude they took up arms,” a Manila-based intelligence official was quoted as saying by Malaysia’s Sunday Mail.

Malaysia’s federal special branch department director Fuzi Harun said yesterday that it would take time to verify this information.

“Based on our intelligence, there are only six Malaysian fighters, aged between 35 and 45, in the southern Philippines… Of this number, four were directly involved in the Marawi attack.

Two thousand fearful civilians were trapped on Sunday inside a southern Philippine city where troops are battling Islamist militants, authorities said, as the death toll from almost a week of fighting neared 100.

The military intensified a bombing campaign on parts of Marawi on Mindanao Island, one of the biggest Muslim cities in the mainly Catholic nation, as it accused the gunmen of atrocities including murdering women and a child.

The initial fighting prompted President Rodrigo Duterte to declare martial law on Tuesday across the southern third of the Philippines to quell what he said was a fast-growing threat from terrorists linked to the Islamic State (IS) group.

Most of the city’s 200,000 residents have fled because of the fighting, but 2,000 remain trapped in areas controlled by the militants, according to Zia Alonto Adiong, spokesman for the provincial crisis management committee.

28 Malaysians join Maute militants, intelligence official says

PETALING JAYA, May 28 — Twenty-eight Malaysians have joined the Islamic State-backed Maute militants in the battle against Philippine forces in Marawi City on Mindanao island.

The involvement of 10 Indonesians and a Singaporean — dubbed foreign jihadists by Philippine authorities — with the outlawed Maute terror movement has confirmed suspicion of collaboration among militants from the three countries.

“Intelligence from ground operatives disclosed 28 Malaysians arrived in Marawi early last week for a religious event. We suspect there must be more who arrived separately,” a Manila-based intelligence official told Sunday Mail.

“Initially, nobody knew what happened to them … but after the deaths of two Malaysians in firefights with the armed forces, we can conclude they too took up arms.”

There are also those from the Middle East in Marawi City or on the outskirts, the official said.

Philippine military forces have again bombarded the southern city of Marawi, where they have engaged in a battle with suspected Daesh-affiliated militants for five days.

“We have identified where they are consolidating so we are doing surgical air strikes to destroy the local terrorist group,” said Philippine military spokesman Lieutenant Colonel Jo-ar Herrera on Saturday, AFP reported.

The development came as truckloads of soldiers were also seen driving into Marawi. The city is one of the largest Muslim-populated cities in the country with a population of nearly 200,000 residents, most of whom have been evacuated due to the ongoing fighting.

This is while the military has vowed no let-up in its battle against the militants, which coincides with the beginning of the Muslim fasting month of Ramadan.

Military spokesman Herrera said the security operations to rid Marawi of the gunmen would continue despite the start of Ramadan.

The Maute group attacked the city on May 23, and the battle is ongoing as of May 26. CNN reports that the militants have about 500 men. They are using snipers and explosive devices in their attempted takeover in Southern Philippines. Philippine President Duterte has declared martial law on Mindanao.

Many are seeking refuge in Iligan City, where members of the local Salvation Army corps are providing assistance. The City Social Welfare Department (CSWD) has supplied some basics and found temporary accommodation for the displaced people but it is asking for other agencies and charities to help with longer-term care.

Working in partnership with the CSWD, The Salvation Army is putting together packs of essentials (water, rice, coffee, sugar, milk, sleeping mats and blankets) for 300 families—around 2,000 people. Volunteers will distribute the packs. Funds for this project have already been supplied through The Salvation Army’s International Headquarters.

Former UM lecturer to take over militant leadership if incumbent is killed

KOTA KINABALU: Malaysian lecturer-turned-militant Dr Mahmud Ahmad (pic) could soon be the leader of the Islamic State’s (IS) offshoot in the southern Philippines Marawi City.

He is believed to be holed up in the city where the army is battling the Maute group, which has seen 44 people, including two Malaysians, killed.

Dr Mahmud has been identified as the next man to create a bastion of IS in South-East Asia, now under the command of Abu Sayyaf lea­der Isnilon Hapilon.

Isnilon was declared as the Emir of the IS forces in the Philippines early last year but he was reportedly badly injured in an aerial attack on Basilan about two months ago.

Dr Mahmud led fellow militants to rescue Isnilon in the Marawi attack, said sources, adding that they believe he is also trying to fill the vacuum in leadership of the caliphate if Isnilon is confirmed dead.

They said IS caliph Abu Bakr al-Baghdadi is desperately trying to find a new leader in the South-East Asia faction that was once headed by Muhammad Wanndy Mohamed Jedi, who was killed in a drone attack in Raqqa, Syria.

The sources said Dr Mahmud, also known as Abu Handzalah, is now the only trusted lieutenant linked to Baghdadi besides the injured Isnilon in southern Philippines.

They said there were number of foreigners – Malaysians, Singaporeans and Indonesians – in the Maute group comprising mostly Filipino Christians who converted to Islam.

Intelligence sources said Dr Mahmud’s plan was to form an official IS faction in South-East Asia by uniting different terror cells in Malaysia, Indonesia and the Philippines.

According to the sources, they could not estimate the number of Malaysians in the area but believe many foreigners are with the militant groups, including Abu Sayyaf in Mindanao and Basilan.

ISIS reportedly also captured a lot of military vehicles, ammunition storages and weapons from the Philippine Army which temporarily withdrew from much of the city on Tuesday, allowing ISIS to capture Marawi’s main hospital, police station and prison among other key facilities.

Some 500 ISIS insurgents are estimated to be scattered across Marawi, controlling much of the city despite a somewhat succesful army counter-offensive on Thursday.

The Maute is a fierce, but little-known group that has been a tricky battlefield opponent for the military. It was blamed for a bombing in Duterte’s home city of Davao in Sept last year, which killed 14 people and wounded dozens.

The Maute’s rise is a source of concern for Mindanao native Duterte, who is familiar with Muslim separatist unrest, but alarmed by the prospect of rebels helping Islamic State to recruit and establish a presence in the volatile region of 22 million people.

DAVAO CITY – Foreign Muslim militants, including some from Singapore, are involved in the days-long clashes in a key city in the southern Philippine island group of Mindanao, the military said on Friday (May 26).

“There are… Malaysians, Singaporeans… in the fight that has been ongoing in Marawi. We are continuously verifying that there have been a number of them who have been killed,” Brigadier-General Restituto Padilla said at a news briefing here.

About a hundred militants seized large parts of Marawi, a mainly Muslim city of over 200,000, some 814km south of the capital Manila, on Tuesday (May 23), after security forces raided a suspected hideout of Isnilon Hapilon, named by the Islamic State in Iraq and Syria (ISIS) as its top man in South-east Asia.

MANILA — Singaporeans are among the foreign nationals fighting alongside the Islamic State-linked Maute group in Marawi City, a Philippines armed forces spokesperson said on Friday (May 26).

At a press briefing, Brigadier General Restituto Padilla said there were foreigners who had “long been in the country aiding in the terrorist activities”. He identified Singaporeans, Malaysians and Indonesians as part of the group.

BG Padilla gave no further details on the supposed Singaporean fighters, or their roles in the Maute group.

KOTA KINABALU: Abduraman Asmawi and Dr Kamsa Yahya, reported killed during battles with Philippines authorities on Thursday, have entered the country about three years ago.

They were believed to be among four Malaysians believed to be involved in the Islamic State (IS)-related militant activities in the country. All four were believed to be involved in the recent battles with the Philippines forces.

A source from Bukit Aman said there are six Malaysians currently active in the region including former Universiti Malaya lecturer Dr Mahmud Ahmad, who’s fate has yet to be ascertained.

The source said Abduraman, from Kelantan and Kamsa, from Kedah entered the Philippines some two to three years ago on the pretext of conducting religious activities in the area.

Malaysians, Indonesians, fighting alongside IS-linked rebels in

DAVAO CITY: Indonesians and Malaysians are among foreign Jihadists fighting the Philippine army in Mindanao island, the Manila’s solicitor-general said on Friday, in a rare admission that outsiders are collaborating with domestic Islamist groups.

Malaysians and Indonesians were among six killed on Thursday in battles that have raged for three days in Marawi City, where the army has been trying to flush out rebels of the Islamic State-linked Maute group.

The Philippines has deployed attack helicopters and special forces to drive gunmen out of the besieged southern city of 200,000 people, with 11 soldiers and 31 militants killed.

“Before, it was just a local terrorist group. But now they have subscribed to the ideology of (the Islamic State),” Solicitor General Jose Calida told a news conference.

“They want to make Mindanao part of the caliphate.”

DAMASCUS, SYRIA (9:45 P.M.) – New details have emerged regarding the ongoing battle for Marawi, a predominately Sunni city in the southern Philippines which is home to over 200,000 residents and witnessed a large-scale ISIS insurgency on Thursday.

According to Amaq Agency, some 70 soldiers of the Philippine Armed Forces have been killed in the battle for Marawi since Tuesday while an additional 10 were killed in an ambush on two armored vehicles patrolling the Jolo municipality on the island of Jolo.

In contrast, the Philippine Army said they had only sustained 8 deaths and 31 injuries to their forces while 13 ISIS militants had been killed. Meanwhile, the Phillipine Air Force conducted dozens of pinpoints airstrikes over the city on Thursday.

Islamic State forces in the Philippines are composed of the two franchise groups, known as Maute and Abu Sayyaf, both of whom have sworn alliegence to ISIS leader Abu Bakr Al-Baghdadi.

KOTA KINABALU: Two Malaysians are believed to be among 13 suspected Islamic State militants killed late Thursday in battles between the Philippines military and gunmen who have taken over Marawi City in Central Mindanao, Philippines since Tuesday.

Intelligence sources identified the Malaysians as Ustaz Abdurahman Asmawi from Kelantan and Dr Kamsa Yahya from Kedah.

The sources said that Indonesian Shei Ayman Marjuki and Saudi Arabian Sheikh Ahmad Belfaki were also among those killed so far in skirmishes at various villages in the city which is widely seen as the first city taken by IS in South East Asia.

Another Malaysian, former Universiti Malaya lecturer Dr Mahmud Ahmad, is also believed to be in Marawi City, working with Basilan Abu Sayaff leader Isninon Hapilon to push for the creation of the Islamic State in South East Asia.

The sources did not say how many other Malaysians linked to the IS are in the city.

The sources said that the Philippines military have gained ground to flush out the militants who numbered between 200 and 500 members.

ISIS-linked militants reportedly captured nine Christians, tied their hands together and shot them dead in a city in the Philippines.

The Maute group forced the civilians off their truck at a roadside checkpoint in Marawi City on Wednesday and murdered them after they were identified as Christian, local media reported.

Harrowing images show the group lying dead face-down in the grass, amid reports that villagers are afraid to move the bodies because terrorists are still in the area.

One policeman was similarly caught at a checkpoint set up by the militants and beheaded on Wednesday, President Rodrigo Duterte said.

It comes as 100 US-trained special forces aboard helicopters and armoured tanks battled to retake the besieged southern city from rampaging jihadis.
