SINGAPORE — Another man believed to be involved in a case of cat abuse in Yishun has been arrested, following a report that a cat carcass had been found in the housing estate last evening (Jan 22).
The man, 51, is from the household which owned the dead cat, the police said in a joint news release with the Agri-Food and Veterinary Authority (AVA) today. The cat’s carcass was found on the grass verge next to Blk 116 Yishun Ring Road.
Police officers from Ang Mo Kio Division assisted officers from AVA in their investigations and managed to establish the suspect’s identity.
The man was arrested at about 1.59am today along Yishun Ring Road.

Pro bono lawyer for suspected cat abuser

The man suspected of hurling a cat to its death from the 13th floor of a Housing Board block in Yishun will be represented pro bono by criminal lawyer Josephus Tan.
Lee Wai Leong, 40, was charged with one count of animal cruelty last Tuesday over the incident on Oct 30 last year.
Mr Tan said yesterday that he met Lee’s family last Saturday to discuss the case.
Home Affairs and Law Minister K. Shanmugam referred to a recent spate of cat killings in Yishun in a Facebook note yesterday.

He said Lee’s family, who live in his Nee Soon GRC constituency, told his volunteers that Lee has the mentality of a child and suffers from epileptic fits and seizures. He said “it is very clear that my duty is to help Mr Lee get a lawyer”. “The court can then get all the facts and decide on the question of whether he is guilty, as well as the appropriate sentence, if he is found guilty.”
Mr Tan said Lee’s family had sought help at a Meet-the-People Session as they face financial challenges in engaging a lawyer.
He said of taking the case: “I’m a big advocate of pro bono work and it’s the right thing to do. There are always two sides to a coin.”

SINGAPORE – Another dead cat has been found in Yishun, despite an alleged cat abuser being arrested earlier this week.
Cat interest group Yishun 326 Tabby Cat said that the cat was found at 3pm on Wednesday (Dec 30) at Block 734, Yishun Avenue 5.
“The cat has blood on the ears and mouth. The cat is a big sized female tabby about 7kg in weight,” it said in a Facebook post.

SINGAPORE – A 40-year-old man was charged with animal cruelty on Tuesday morning (Dec29) for allegedly throwing a cat from the 13th floor of an HDB block in Yishun.
Lee Wai Leong, who did not enter a plea to his single charge, is the first person to be hauled to court under the new Animals and Birds Act, which was amended last year to toughen penalties against those convicted of animal cruelty.
He allegedly threw an adult Mackerel Tabby domestic shorthair cat over the parapet of the 13th floor of Block 115B Yishun Ring Road at about 10.30am on Oct 30. The cat died.
District Judge Janet Wang granted the prosecution’s request to remand Lee for two weeks for psychiatric assessment at the Institute of Mental Health.
His case will be mentioned in court again on Jan 12.

SINGAPORE — A 40-year-old man believed to be involved in a series of cat abuse cases in Yishun was arrested yesterday (Dec 27).

The man’s identity was established and was arrested by the police yesterday along Yishun Ring Road.
The man will be charged in Court tomorrow for animal cruelty.
Under the Animals and Birds Act, anyone found guilty of animal cruelty can be fined up to S$15,000 and/or jailed up to 18 months, or both for the first offence. For second and subsequent offences, the maximum penalty is $30,000 or a jail term of up to 3 years, or both.

SINGAPORE – The body of a grey-white cat was found floating in a Yishun pond on Saturday morning (26 Dec).
Ms Janet Sum, founder of cat interest Facebook group Yishun 326 Tabby Cat, said that she was informed of the incident by an officer from the National Parks Board (NParks) at about 8am.
“A dead cat was found floating at 8am this morning in the Yishun pond next to Khoo Teck Puat Hospital,” said the group in a Facebook post at 9.45am on Saturday (Dec 26).
The group posted photos of the dead cat floating beside two black and white objects which looked like buoys.

Yishun cat deaths: MP appeals for residents to provide in-car camera footage
Several suspects have been interviewed but evidence remains ‘inconclusive’.

SINGAPORE — With no leads surfacing after scanning through months of TV surveillance footage, investigators are turning to new measures such as putting up more high-definition cameras and getting residents to review their in-vehicle camera footages — to put an end to a brutal killing spree that has claimed the lives of 16 cats in Yishun.
Since Sept 24 this year, there have been 17 reported cases of cat abuse there. Only one — the first victim — survived an attack after it was found in Northland Primary School at Yishun Avenue 4.
Many of the cats suffered horrific injuries: Strangulation, poisoning, and head and back trauma. One carcass had its eyeball gorged and tongue slit, while another had a severed limb.
The latest victim was found bleeding extensively in a multi-storey carpark at block 115B Yishun Ring Road last Saturday (Dec 12). Post-mortem results are pending.
In the ongoing efforts to tackle these cases, Member of Parliament (Nee Soon GRC) Louis Ng appealed to members of the public to share footage recorded in their in-vehicle cameras with the Agri-Food and Veterinary Authority (AVA) investigators.
“In Nee Soon, we don’t have that many multi-storey carparks, but we have many open-air carparks, and a lot of the cars are (facing) void decks. These cars might have in-vehicle cameras left on at night. They might have captured something,” Mr Ng said.

The suspect was described as a man in his mid-30s who lives in Block 661.
Another cat feeder, who declined to be named for fear of reprisal from the man “since I do patrolling alone up till 3am”, described him as “a violent type”.
“We saw him approach a cat once with a knife in his hand and we called the police. When the police arrived, he had disposed of the knife and said he was playing with the cat. The police could do nothing,” she said.
Nee Soon GRC Member of Parliament and animal activist Louis Ng is asking for residents to use their CCTV cameras outside their homes and the in-car cameras to help catch the culprit red-handed, cat welfare advocates are calling for the authorities to do more.

Reports of cat abuse across the island have risen.
In Yishun, there has been a particular spike in reports over the last few months with 13 cat deaths — all believed to be linked to abuse — since September.
The reports make for disturbing reading.
In September, there were five cat deaths in Yishun. These include two cats who died from injuries after being beaten and kicked.
In October, four more cats that were found dead in the neighbourhood.
One cat had allegedly been thrown from high up a HDB block.
There were three cat deaths linked to abuse in November.
On Nov 28, a black cat was found dead near a rubbish chute at Block 317B at Yishun Avenue 9. It appeared to have been strangled by a thin, blue cord.
Two days later, on Nov 30, a cat was found alive with a curtain hook embedded in its skin. It was bleeding profusely from its mouth and later died from its injuries.
December has already seen an addition to the dark tally.
On Tuesday (Dec 1), yet another cat was found dead and according to the SPCA, it had allegedly been abused.

SINGAPORE – Another cat was found dead in Yishun on Friday (Oct 30) morning, the eighth in six weeks.
Nee Soon MP Louis Ng appealed for witnesses on Facebook with a post on Friday afternoon.
He wrote: “I’m extremely disturbed and upset that another cat has been found dead this morning at Blk 115B Yishun Ring Road.”
Mr Ng told The Straits Times that he hopes that there were witnesses or the CCTVs at the block captured something.
“A lot of units are facing that direction, so I’m hoping that someone saw something,” Mr Ng said, adding that evidence is hard to come by in these cases.

The most recent incident, on Oct 5, involved Bushy, a community cat that was found dead near Yishun Polyclinic. It was the seventh cat to die in 12 days.
The abuse cases could have been caused by the same person or people due to the pattern of injuries found on the cats – blunt trauma on the spine or lower back.

A spate of Yishun cat deaths so alarmed Nee Soon Member of Parliament (MP) Louis Ng that he has vowed to ensure that the people behind these “barbaric acts” are caught.
In a Facebook post last Friday, Mr Ng, who is also the executive director of the Animal Concerns Research & Education Society (Acres), wrote: “In the past month, seven cats have been found dead and one wounded, in suspicious circumstances.
“Many of you have contacted me and I share your concerns about this and want to ensure that the person (or persons) committing these barbaric acts is/are caught.”
Speaking to The New Paper yesterday, Mr Ng 37, said: “I’m very disturbed. That’s why I did the Facebook post. The AVA (Agri-Food and Veterinary Authority) and police are investigating, but they can only put out so many eyes.

A Cat Welfare Society (CWS) volunteer who patrols the Yishun area said Bushy was found bloodied under a tree. “The night before it was found dead, it was well. My husband fed it and it was running about,” said the volunteer, who declined to be named.
Late last month, a seriously injured cat was found at Northland Primary School. It had suffered blunt trauma on its back and it eventually succumbed to its injuries, added the volunteer.
Aside from the seven dead cats in the Yishun area, another feline called Greyie was also found injured at Northland Primary. It survived, but its hind legs are now paralysed.

SINGAPORE: The Cat Welfare Society (CWS) has raised a “high alert” in Yishun after three more cats were found dead there , it said in a Facebook post on Saturday (Oct 10). Another cat was found injured while at least seven cats are missing, it added.
The society is urging members of the public with information to contact them.
On Monday (Oct 5), a stray cat named Bushy was found dead near Yishun Polyclinic, while two other cats were found dead at Block 661 Yishun Ave 4 and Block 852 Yishun St 81 on Sep 24. On Sep 24, a third cat was found at Northland Primary School with serious injuries leaving its hind legs paralysed.
The seven missing cats are from the areas around Yishun Polyclinic and Jalan Lengkok Sembawang, said the Cat Welfare Society.

NParks, AVA investigating the deaths while patrols have been stepped up
SINGAPORE — For the past one-and-a-half years, cat lover Elle Tusya Salim would make her way to Pasir Ris Park nightly, armed with bags of feed for the stray cats in the vicinity.
However, her nightly routine was disrupted two Sundays ago, after three cats failed to show up for their regular feeding session. Another eight vanished over the next few days.
The mysterious disappearances prompted Miss Elle, 23, and other cat lovers to embark on a search. By Saturday (June 20), seven carcasses had surfaced between the beach and Car Park F of the park.
“We found them hidden in the drain and in between kayaks. They were already decomposing. The last body we found had maggots,” said Ms Elle, a trainee aircraft engineer. Several dead birds were also found nearby.
Last Friday, an eighth cat, known affectionately as Angel, was found having seizures and foaming in a drain by Ms Noorfaradila Ibrahim, 32, a fellow cat lover working with Ms Elle.
A vet later diagnosed Angel with hepatotoxicity — severe liver damage and dysfunction.
