I don't. I think it's very clear the 1977 H1N1 pandemic occurred because of humans, but it was not a lab accident in the sense that oops, I was working with flu and got infected. And that's not something a virologist would necessarily know from just looking at the data.

Agreed but I think it's hard to tell what exactly that means. Does that mean 45 hours of training total or 45 hours of supervised training in containment. Certainly requiring a demonstration of knowledge prior to allowing unsupervised entry is consistent with best practices.
