THE NEW SYSTEM

(1) A provisional driving licence holder who accumulates 20 demerit points gets his probationary permit revoked.
(2) Normal drivers:  40 demerit points will lead to revocation of licence.
(3) Commercial licence holders are adjudged more strictly in the system, attracting between 33 and 66 per cent more points for the same offences as private licence holders.

Demerit Points
(1) Failure to comply with traffic light rules: 4 points for motor vehicles; 6 points for goods delivery vehicles and buses.

(2) Speeding:
(a) Exceeding the posted speed limit between 1 km/h and 25 km/h: 2 points (motor vehicles); 4 points (goods delivery vehicles and buses);
(b) Exceeding the posted speed limit between 25 km/h and 40 km/h: 3 points (motor vehicle); 5 points (goods delivery vehicles and buses).
(c) Exceeding the posted limit by 40 km/h: 4 points (motor vehicles); 6 points (goods delivery vehicles and buses).

When a driver reaches his first 20 demerit points, he will be issued a warning. When he reaches the next 20 points, his licence will be blacklisted (revoked).

For probation drivers, licences will be cancelled.

Demerit points can be reduced by 50% if drivers attend JPJ courses and do not incur any more summonses within a period of one year.

Blacklisted drivers cannot obtain road tax renewal, driving licence renewal or any business transaction with JPJ.

KUALA LUMPUR: The Road Transport Department (RTD) has taken over the operations of 45 Automated Enforcement System (AES) cameras, effective Sept 1.

The AES is also known as AWAS or Automated Awareness Safety System.

The Transport Ministry, in a statement on Monday, said the 29 and 16 cameras were to record speeding offences and instances of motorists running the red light, respectively.

The ministry said the locations of cameras (for those speeding beyond the 110kph limit) include KM256.1 of the East Coast Highway 2 (Kuala Terengganu-bound); KM18 of the Guthrie Highway (northbound); KM 28.4 of the ELITE Highway (northbound); and KM 96.3 of the PLUS Highway (southbound).

“For 90kph speeding offences, the cameras are at KM 301.6 of the PLUS Highway (northbound) and KM17 of

Jalan Gua Musang-Kuala Krai; while for 80kph and 70kph, the cameras are at KM 6.6 of the South Klang Valley Expressway (SKVE) and KM 1.6 of Lebuh Sentosa, Putrajaya,” said the ministry.

Meanwhile, the locations of the red light cameras include Jalan Ipoh in Kuala Lumpur, KM11 of Jalan Setiawan-Ipoh and KM36 of Jalan Alor Setar-Butterworth.

“At the same time, we are in the process of obtaining approval from the local authorities to install cameras in two more locations for both offences,” read the statement.

The ministry said AWAS locations would feature three signboards to inform motorists of the camera operation zones.

“The signboards are placed one, two and three kilometres away from where the speed cameras are installed.

“As for red light offences, three signboards would also be installed at a distance of between 50 metres and one kilometre before the cameras.”

At the same time, traffic offenders are given a 60-day compound at a rate of RM300 for AWAS offences.

No more exemptions, discounts for traffic offenders under AWAS, says Loke

PETALING JAYA: No more exemption or discount will be given for compounds issued to traffic offenders under the new Automated Awareness Safety System (AWAS) from Sept 1, Transport Minister Anthony Loke said today.

AWAS is an integration of the Automated Enforcement System (AES) and the Demerit Points System (Kejara). Traffic offenders will be imposed demerit points and also issued a RM300 compound to be paid within 60 days.

Loke said this decision was made not to punish drivers but to educate them.

He said the zero tolerance policy was adopted after the Road Transport Department (JPJ) found a three-fold increase in the number of offenders between Aug 17 and 31 when the AES scheme was suspended.

“From an average 5,000 summonses issued a day for AES offenders previously, the number of offenders caught on AES cameras jumped to 15,000 during the exemption period.

Putrajaya announces revised road demerit system

PETALING JAYA, Sept 3 — The Transport Ministry released an updated demerit point system as a part of its new Automated Awareness Safety System (AwAS), with changes to the scoring and levels at which penalties are applied.

The system allows for a suspension of a user’s driving licence after at least 40 demerit points are accumulated and now incorporates offences captured by the previously privatised automated camera network that has come under the Road Transport Department.

“Under the demerit system any drivers found guilty under the scheduled offences by the court or have been given a compound and have paid the compound, will be issued demerit points as stated in the schedule,” Loke said.

The penalty for provisional driving licence holders who accumulate 20 demerit points is a revocation of the probationary permit.

Demerit points range from a maximum of 10 points for offences such as drunk driving to two points for riding a motorcycle without an approved helmet.

Commercial licence holders are adjudged more strictly in the system, attracting between 33 and 66 per cent more points for the same offences as private licence holders.

Licence holders are first given a warning upon reaching 20 points, with suspensions first imposed once 40 points are accumulated. Progressively longer suspensions are applied at intervals of 20 points thereafter.

The points are erased once the suspension is served.

“Any drivers whose licence has been suspended three times in a period of five years will have their driving licence revoked and are not allowed to drive or receive a driver’s licence for 12 months from the date of the licence was revoked,” Loke warned additionally.

PETALING JAYA, Sept 3 — In a bid to produce better drivers, Transport Minister Anthony Loke has proposed today that good drivers be rewarded with vehicle insurance discounts, provided they do not break any traffic laws in a year.

Speaking to a press conference here, Loke said his ministry is in talks with the Malaysian Automotive Insurance Association (PIAM) on how this new system can be implemented.

“Under the demerit system we will suspend the license if a driver has too many offences. However, we also want to reward good drivers with unblemished records. If there are no demerits in one year they might receive an insurance discount.

“We are discussing with PIAM on how we can reward them. One of the ideas they proposed was to the JPJ system with the insurance agencies and give them discounts on their yearly vehicle insurance,” he said, using the Malay initials for the Road Transport Department.

“PIAM representatives told us that these are low accident risk drivers and they should be rewarded. We expect to implement this by next year,” said Loke, adding that this will be akin to a “carrot and stick” approach.

Conversely, Loke has also instructed RTD to do away with the 50 per cent discount on traffic summonses issued by their enforcement officers.

Previously, errant drivers caught will have a two-month grace period to pay RM150 instead of the full amount of RM300.

“We want to educate our drivers to become better drivers. We are not interested in generating revenue from summonses because there are other ways for the ministry to make money — such as [auctioning] number plates.

“If possible, I want zero-revenue from summonses because then our roads will be safe. If I generate a lot of revenue from summonses, this means our roads are full of reckless and irresponsible drivers,” Loke explained.
