KUALA LUMPUR, Feb 7 (Sin Chew Daily) — A primary school in Nilai, Negeri Sembilan recently handed out questionnaire to students on some sensitive health questions quite similar to those posed to VD patients at government clinics.
When contacted by Sin Chew Daily, a health ministry official confirmed that the ministry had not conducted any sex behavior survey on primary school students.
“That is supposed to be a questionnaire for patients seeking VD treatment because most of them may feel embarrassed having to disclose their sex behaviors verbally to the doctors. The questionnaire is aimed at getting a better picture of the patients’ sex behaviors while facilitating a diagnosis of their conditions.”
Investigation under way
The official said the health ministry is working closely with the education ministry to find out why and how the forms have been distributed to primary school students.
When asked about some of the questions that do not seem to have any direct association with venereal diseases such as “I have read pornographic materials,” the official said these questions could have been added by the people drafting the questions in order to find out whether primary school students have access to such materials.
“Most of these questions are quite similar to those posed to patients at hospitals. We do not rule out the possibility of some omissions or additions to the original content. As the case is still under investigation, we are not able to make any conclusion as yet.”
He said indeed the survey is inappropriate and should not be distributed to primary school students as many of them might not know how to answer the questions.

When contacted, Xin Xue Hui Centre (Malaysia) honorary chairman told Sin Chew Daily it is acceptable if questions on physiological knowledge such as genitalia and menstruation are posed to the students, but questions on sex activities are simply inappropriate for primary school students.

As for other questions such as whether the students have had intimate relationships with people of the same sex and whether condoms have been used during sexual intercourse, these are simply not suitable for primary school students.
“Such questions are not necessary if the objective is only to find out about the students’ physical health.”

‘Ministries erred on sex survey in schools’
A PIBG chairman says Health and Education Ministries have failed to ensure the controversial health survey was suitable for students.
SEREMBAN: The Health Ministry and Education Ministry have failed to ensure that the questions in the controversial health survey on sexual behaviour conducted in three schools in Nilai were suitable for the respective age group, said a Parent-Teacher Association (PIBG) chairman.
Sekolah Kebangsaan St Paul, Seremban, PTA chairman Adrian Abraham said he could not believe there were excessive questions based on sexual activities, and felt that the real damage had been done.
“The panel preparing the questionnaires, Health Ministry, Education Ministry, and the schools have failed in preparing the right questions for the age group.
“These are the people who are supposed to make sure the questionnaires are correct and suitable for the respective age group. In this case we are talking about the age group of 10 years to 12 years.
“The Health Ministry should have reviewed the questionnaires to target the right age group.
“I am disappointed but my school management would never have allowed such a survey to be conducted,” said Abraham.

Lembah Pantai MP Nurul Izzah Anwar meanwhile said the survey left a bitter taste in the mouth of parents.
“What is the basis for asking such inappropriate questions to schoolchildren? she asked.
“I am upset at this blatant invasion over the lives of schoolchildren,” said Nurul Izzah.

“The health survey questions are not weird because they have been used all over the country for the past three years by the Health Ministry,” she added.
“I would like to stress that the questionnaire is only for youths from the age of 10 to 19 years.

Sex queries part of health poll in schools
The Negeri Sembilan Health Department defends the controversial survey carried out in Nilai.
SEREMBAN: The Negeri Sembilan Health Department today defended the controversial survey conducted among school children in Nilai last month, saying its objective was to prevent heath and social problems among youths.
The department’s director, Dr Zailan Adnan, said the explicit questions on sexual behaviour formed only a part of the questionnaire.
She also said the Health Ministry had been conducting the survey throughout the country for the past three years.

DAP exposes sex survey in Nilai primary school

Upset that a survey related to sex behavior was carried out in a national primary school in Nilai, two DAP state representatives today lodged a complaint with Negri Sembilan Education Department in Seremban.
J Arulkumar (Nilai) and P Gunasekaran (Senawang) said they were alerted by a parent of a 10 year old student last week.
“For us, if these questions were asked of secondary school students, that’s probably not a big issue. But it still depends on the questions and how they were posed,” said Gunasekaran.
“But to conduct such a survey to primary school students is totally unacceptable. The concerned parent was dumbfounded at the shocking questions asked.
“Students who didn’t know at all about sex, masturbation and homosexuality are now querying their parents,” he added.
Arulkumar said the parent showed him a copy of the form and he agreed the questions were shocking.

Shocking sex survey in primary school
Students asked to answer a five-page questionaire on their sexual activities and preferences.
SEREMBAN: A survey conducted in a national primary school in Nilai, Negeri Sembilan, has shocked parents when the questions posed to the students were about their sexual activities and preferences.
The issue was brought to the press and the Negeri Sembilan Education department this morning by DAP’s Nilai state assemblyman, J Arulkumar, and Senawang state assemblyman, P Gunasekaran.
Arulkumar said he was approached by a parent of one of the students who took part in the survey last week and was told the five-page form contained questions on their sexual habits and orientations.

Some of the questions asked:
1. If theyengaged in masturbation (melancap/masturbasi – merangsang diri sendiri secara seksual).
2. Did they have sexual desires for their own gender (keinginan seks terhadap kaum (jantina) sejenis)?
3. Have they had sex before?
4. If the answer to 3 was YES, the questions were “Do they change partners? (bertukar-tukar pasangan); have they had sex with own gender? (melakukan hubungan sejenis); and do they or their partners use condoms during sexual intercourse?”
*All questions had YES/NO answers.

Gunasekaran and Arulkumar said even though the state education department denied the survey was initiated by them, the department has to take the responsibility for allowing the survey in the school.
Meanwhile, Kalsom later said she was unable to give any comment just yet as she had initiated an immediate investigation into the matter.
Deputy Education Minister P Kamalanathan, when contacted, said he needs to check with the state education department first before commenting.
