From the Philippines to Australia to Japan – and a new US Marines base in Guam – more American troops and military assets are headed for Asia
China is likely to interpret it as ‘encirclement’, analysts say – but for some in Southeast Asia an increased US military presence is a ‘public good’

The Chinese have militarised their new South China Sea bases and that puts more of The Philippines’ territory under threat. Only the US has the power to stop them. The Philippines cannot do it alone.

The US has secured access to four additional military bases in the Philippines – a key bit of real estate which would offer a front seat to monitor the Chinese in the South China Sea and around Taiwan.
With the deal, Washington has stitched the gap in the arc of US alliances stretching from South Korea and Japan in the north to Australia in the south.
The missing link had been the Philippines, which borders two of the biggest potential flashpoints – Taiwan and the South China Sea.
The deal, which in part reverses the US’ departure from their former colony more than 30 years ago, is no small matter.
“There is no contingency in the South China Sea that does not require access to the Philippines,” says Gregory B Poling, director of the Southeast Asia programme at the Centre for Strategic and International Studies in Washington.
“The US is not looking for permanent bases. It’s about places, not bases.”
.
These days the US is seeking access to places where “light and flexible” operations involving supplies and surveillance can be run as and when needed, rather than bases where large numbers of troops will be stationed.
In other words, this is not a return to the 1980s, when the Philippines was home to 15,000 US troops and two of the largest American military bases in Asia, at Clark Field and nearby Subic Bay.
.
More important, China is no longer a military weakling, and it’s knocking on the Philippines’ front door. Manila has watched – horrified but powerless to intervene – as Beijing has set about redrawing the map of the South China Sea, or the West Philippine Sea as Manila insists on calling it. Since 2014 China has built 10 artificial island bases, including one at Mischief Reef, deep inside the Philippines’ own exclusive economic zone or EEZ.
.
“We have very limited capability against the threat from China,” says former Philippine Ambassador to the US Jose Cuisia Jr.
He says the Chinese have repeatedly broken promises not to militarise their new South China Sea bases.
“The Chinese have militarised those features and that puts more of our territory under threat. Only the US has the power to stop them. The Philippines cannot do it alone.”
.
But Manila is not about to become a full-blown member of an American alliance to challenge or resist China’s rise, Professor Kraft cautions.
“The Philippines is not doing those things like Australia and Japan, directly challenging Chinese interests in the South China Sea or East China Sea. President Marcos wants good relations with the US. But he also wants good relations with China for economic advantage.”
Beijing too has indicated that it does not intend to allow a new base agreement between Manila and Washington to disrupt its relations with its neighbour.

Minister’s remark that opposition leader lacks understanding on concept draws laughter from House

KUALA LUMPUR – Economy Minister Rafizi Ramli gave Datuk Seri Hamzah Zainuddin (Larut-PN) a lecture on economic growth in the Dewan Rakyat today, claiming that the opposition leader lacks knowledge on the matter.
This is after the Perikatan Nasional secretary-general questioned the accuracy of figures provided by Rafizi.
“I am thankful because now the whole country and the world can see that the opposition leader doesn’t understand the concept of economic growth,” he said, drawing laughter from the House.
Earlier, Rafizi was explaining the decision behind the setting up of the National Economic Action Council, which he noted will assist the government in planning, implementing and monitoring the economy.
For this purpose, the minister said the council will act as the government’s principal economic adviser, with a focus on coordinating decisions across the various ministries and agencies to resolve structural economic issues.
Rafizi then went on to note that Malaysia had recorded a gross domestic product growth of 8.7% in 2022 compared to the previous year.
He said while the figure appears encouraging, the quarter-by-quarter growth recorded throughout last year has shown a steady decline – from 3.8% in the first quarter, to 3.5%, 1.9% and -2.4% respectively in the following quarters.
In his supplementary question, Hamzah said Rafizi might have been confused with the numbers he provided.
“When you mentioned an economic growth of 8.7% for 2022, how can it be possible that the figure dropped each quarter, because the average then, would be too low compared to 8.7%.
“I think there is an error. Never mind, you can correct it, because it is impossible to be like that,” Hamzah said.
At that moment, Rafizi took a dig at Hamzah by claiming the latter lacked understanding on the matter, before going on to school the Bersatu man.
“The 8.7% is the annual growth, which compares the size of our economy in 2022 to 2021. But we also have to look at how the economy grows from one quarter to another.
“The one I mentioned earlier is the growth rate from one quarter to another throughout 2022. This is important for us to understand whether the economy is improving or declining.
“These are the figures provided by Bank Negara Malaysia and the Statistics Department. It’s not me who needs to correct the data, but the opposition leader should go home and correct your understanding of economic growth.”

Jakarta. Putri Candrawathi was sentenced to 20 years in prison on Monday for her role in the murder of police officer Nofriansyah Yosua Hutabarat, only a few hours after her husband Ferdy Sambo received the death sentence for becoming the mastermind of the murder.
The sentence came as a surprise to many as prosecutors last month recommended a prison sentence of only eight years for her.
Presiding Judge Wahyu Iman Santoso argued that not only had Putri failed to show any remorse, but she also attempted to portray herself as the victim in the case by accusing the slain officer as a rapist.
“The defendant doesn’t admit her crime, instead she portrays herself as the victim,” Judge Wahyu said, reading out the verdict at the South Jakarta District Court.

Ex-senior cop Ferdy Sambo gets death for murder of bodyguard in high-profile scandal
Tuesday, 14 Feb 2023 11:35 AM MYT
It all started on July 7, 2022, a day before the murder, when Ferdy’s wife Putri Chandrawathi, 49, telephoned him to complain that Nofriansyah had tried to sexually harass her during a trip to Magelang, Central Java. She repeated her claim when they returned to Jakarta the next afternoon.
Furious, Ferdy summoned another subordinate, junior police officer Richard Eliezer Pudihang Lumliu, 24, and asked if he “had the guts to shoot” Nofriansyah. Richard expressed his readiness.
Ferdy told Richard that Nofriansyah had insulted him and that he “must die”, Judge Wahyu told the court.
“The defendant (Ferdy) said that if Richard were to kill, Ferdy would be able to protect him. But if Ferdy were to kill instead, he wouldn’t be able to protect everyone,” the judge said.
Ferdy said the shooting would be seen as an act of self-defence and him providing protection to Putri.
That evening, at Ferdy’s residence in South Jakarta, Richard fired his Glock-17 three or four times at an unarmed Nofriansyah until he collapsed. Holding a gun in his gloved hand, Ferdy then fatally shot the wounded man with a bullet to the back of his head.
The two-star general then staged the scene to make it look like a shoot-out between his two subordinates. He shot at a wall near Nofriansyah several times. He then placed the dead man’s gun back in his hand and manipulated it to fire at the opposite wall.
But his scheme was exposed after footage showing police ordering Nofriansyah’s family not to open his coffin when it was delivered to their home went viral on social media. Discrepancies soon emerged between official police statements and accounts by Nofriansyah’s family, who suspected foul play after seeing bruises and cuts on his body, in addition to bullet wounds.
