The Memali Incident (Malay: Peristiwa Memali) or code-named as Operasi Angkara (“Operation Cause”) and Operasi Hapus (“Operation Destroy”) was a major incident that occurred in the remote village of Kampung Memali, Baling in the Malaysian state of Kedah on 19 November 1985.
A team of 200 policemen, under orders from the Deputy Prime Minister Musa Hitam, laid siege to kampung (village) houses in Memali, near Baling in Kedah. The houses were occupied by an Islamic sect of about 400 people led by Ibrahim Mahmud a.k.a. Ibrahim Libya. The siege resulted in the deaths of 14 villagers and 4 policemen.
Background
The Memali Incident followed severely strained relationships between UMNO and PAS, two major political parties in Malaysia. Some PAS leaders had concluded that UMNO members were apostate.[2] In 1981, Hadi Awang, (who was then PAS state commissioner for Terengganu, and has been PAS President since 2002[2]) claimed that UMNO perpetuated the unIslamic rule of colonialism, and therefore the struggle of PAS and its supporters against UMNO is jihad,[2] [4] [5] and that those who died in the struggle are al-shahid (martyrs).[2][5] In the wake of Hadi’s claims, there was a serious rift in the Malay Muslim community. In Besut, Terengganu for example, communities were split to the extent that communal prayers were done separately for UMNO and for PAS congregations.[2][6]

MALAYSIA is lucky that the Memali incident has been the only tragedy to have stemmed from PAS president Abdul Hadi Awang’s influential speech, “Amanat Hadi”, former inspector-general of police Abdul Rahim Noor said.
Hadi’s speech in Terengganu in 1981, when he was the state PAS commissioner, had not only influenced militant leader Ibrahim Mahmud, better known as Ibrahim Libya, who was killed in Memali, but also many members of the party’s youth wing, who were arrested before they could cause trouble, Rahim said.

PAS president Abdul Hadi Awang said it is unfair to blame him for allegedly causing a split among Muslims, through his “Amanat Hadi” sermon delivered 37 years ago.
According to him, Muslims in the country had become divided as early as the 1960s – decades before his sermon.
“The sermon is often associated with infidels, but such practice started happening in the 60s, after independence, where there was tension among the Malay-Muslims.
“Back then, there were those who wanted to enforce Islam, and then there were those who were ignorant, who wanted to punish Islamic laws, so there was a clash.
“But in Islam, we cannot ‘mengkafirkan‘ (declare as infidels) Muslims who are ignorant,” Hadi told a forum organised by Karangkraf in Shah Alam today.
He was responding to a question by the moderator, Johan Jaaffar, who raised the topic of Amanat Hadi.
The sermon in 1981 preceded the clash between armed followers of Kedah PAS leader Ibrahim Mahmud (or Ibrahim Libya) and the police, who were attempting to arrest him in 1985.
The bloody confrontation led to the deaths of Ibrahim along with 14 villagers and four police officers.
Hadi noted that his remark then, dubbing Umno/BN as infidels, had merely lasted two minutes in his hour-long speech.
The Marang MP stressed that the issue of infidels does not only happen in Malaysia but also in other Muslim countries like Saudi Arabia and Indonesia.
In Malaysia, the situation eased for a while when PAS formed a joint government with BN in 1972, but started recurring after PAS left BN in 1979, he said.

Hank Marvin: The tragic 1985 Memali incident is a human rights issue, just like the Batang Kali massacre by the British during the Emergency.
Another royal commission of inquiry should be set up. Not by Prime Minister Najib Abdul Razak, but by the rakyat.
It is good that the muftis are talking. The problem with former premier Dr Mahathir Mohamad is that he likes to find scapegoats for his mistakes. Perhaps Musa Hitam and the retired police top brass need to come out and give their side of the story.
They just need to make sure Najib would not be able to capitalise on the issue, as he was also part of the team back then as a menteri besar.
Bentong Kali: Mahathir blames muftis, muftis blame Mahathir, Mahathir blames Hadi, Hadi blames Mahathir. The blame game can continue indefinitely, but there’s blood on everyone’s hands.
Kedah PAS leader Ibrahim Mahmud’s (or Ibrahim Libya) followers and police officers died in the incident. And yet the folks above are only trying to score points and secure their careers, with no thought given to the dead.
This is all theatre ahead of the 14th general election. Nobody really wants justice.

As religious leaders, their duty was to correct Muslims who went astray due to then Terengganu PAS chief Abdul Hadi Awang’s false promises.
Instead, they were more afraid for their own positions and status rather than defending the true teachings of Islam.
Since when are titles, positions and material wealth important to religious leaders, in this life or the next?

Asri: Fatwa council had declared ‘Amanat Hadi’ as misguided
PETALING JAYA: The National Fatwa Council had done its job in declaring the “Amanat Hadi” as misguided (sesat), Perlis Mufti Mohd Asri Zainul Abidin said.
He believed the “Amanat Hadi” had played a role leading up to the bloody tragedy as well as causing disunity among Muslims in the country.
“The Amanat clearly declares the constitution of this country as unIslamic (kafir) and the people should go on a jihad against anyone who adhered to the constitution.
“The contents of the Amanat, if it was to be carried out, would be even more dangerous than the beliefs of the Islamic State (IS) followers now,” he said in a New Straits Times report today.
Asri’s comments followed a statement by PPBM chairman Dr Mahathir Mohamad yesterday that the country’s muftis should be taken to task over their silence on several critical issues, including the violent Memali clash of Nov 19, 1985 which saw 14 villagers and four police officers being killed in Baling, Kedah.
The former prime minister, who was in power during the incident, said if the muftis had stood up and intervened, the deadly tragedy could have been prevented.
“I want to ask the muftis who are advisers to our sultans: When PAS claimed that those who did not join PAS are kafir (infidels), why didn’t the muftis correct their (PAS’) remarks?
“Their silence made it seem as though they agreed with PAS’ view,” he said in his winding-up speech at the PPBM annual general meeting here yesterday.
In October, Mahathir, 92, had claimed that the “Amanat Hadi”, a speech delivered by current PAS president Abdul Hadi Awang in Kampung Banggol, Kuala Terengganu, on April 7, 1981, had contributed to the Memali incident.

SHAH ALAM: PPBM chairman Dr Mahathir Mohamad has taken the country’s muftis to task over their silence on several critical issues, including the violent Memali clash of 1985 which saw 18 people being killed in Baling, Kedah.
The former prime minister who was in power during the incident said if the muftis had stood up and intervened, the deadly tragedy could have been prevented.
“I want to ask the muftis who are advisors to our sultans: When PAS claimed that those who did not join PAS are kafir (infidels), why didn’t the muftis correct their (PAS’) remarks?” he said.
“Their silence made it seem as though they agreed with PAS’ view,” he said in his winding-up speech at the PPBM annual general meeting here on Saturday.
“So if they agree with PAS’ opinion and they did not join PAS, then the muftis are also kafir, and those they advise are also kafir,” he added.

PAS had then rejected the allegation made against Ibrahim, who was among those killed.

Mahathir says ‘Amanat Hadi’ speech to blame for Memali incident
MACHANG: Dr Mahathir Mohamad has again defended the security force’s action during the Kampung Memali incident of 1985, saying PAS followers were influenced by a speech by current president Abdul Hadi Awang.
Speaking in PAS-ruled Kelantan where he launched the state-level Pakatan Harapan today, the PPBM chairman said the victims had become too obsessed with “Amanat Hadi”, referring to an extract of a controversial speech by Hadi which among others questioned Muslims who joined Umno.
“If a person insists to his followers to kill someone, then this is the outcome. We know it started with leaders who influenced them with promises that they would reach heaven and so on,” said the former prime minister.
Mahathir said the villagers shot by the police had committed a crime by killing police officers.
“I think if they had not killed any policeman, the police would not have retaliated,” he told reporters here.
Mahathir said Hadi had encouraged PAS supporters by regarding those who died in the incident as martyrs.
“He called on PAS members to become martyrs by killing others.
“He taught that we were making them into infidels and we were killing them, and so that was why Memali happened.”
The Memali tragedy resurfaced after Mahathir was questioned about the incident at the “Nothing to Hide 2” forum organised by PPBM on Aug 13.
The incident on Nov 19, 1985 saw a massive police siege on the village in Kedah, which ended with 14 residents and 4 police officers killed.
Violence erupted when the villagers resisted the police’s attempt to arrest religious teacher and local PAS leader Ibrahim Mahmud under the Internal Security Act (ISA) for deviant teachings, an allegation rejected by PAS.

Amanat Haji Hadi Awang merujuk kepada suatu sedutan ceramah umum yang disampaikan oleh Datuk Seri Haji Abdul Hadi Awang di Kampung Banggol, Peradong, Kuala Terengganu pada 7 April 1981. Ucapan beliau telah dicetak dalam bentuk poster dan ditampal di dinding markas PAS sekitar tahun itu.
Daripada bukti kertas putih mengenai Memali bertarikh 26 Februari 1986, Amanat Hadi telah dicetak dalam empat versi. Pertama dalam tulisan jawi, dicetak oleh bahagian Penerangan PAS Kelantan untuk sebaran pilihan raya kecil Selising, Kelantan pada tahun 1983. Versi latar belakang hitam dengan tulisan rumi, dicetak oleh PAS Pusat dan dua versi lagi (rumi dan jawi) dicetak oleh Sekretariat Pemuda PAS Pusat. Versi latar belakang hitam dapat dilihat dalam rakaman video polis mengenai peristiwa Memali pada 19 November 1985[1].

Menjelang Pilihan Raya Umum Malaysia 1982, Ustaz Abdul Hadi Awang dilihat sebagai pemimpin pelapis parti PAS yang akan menerajui pucuk pimpinan PAS satu hari nanti[2]. Ucapan ini selaras dengan buku yang ditulis oleh Said Hawa, antaranya berjudul Jundullah Tsaqafatan wa Ahlaqan[3].
Pada tahun 1984, Majlis Fatwa Kebangsaan memutuskan amanat tersebut sebagai bertentangan dengan Islam[4]. Kebimbangan amanat tersebut memecah belah masyarakat Islam timbul lagi pada tahun 2001 dan satu perjumpaan dibuat di antara Hadi dan Majlis Fatwa[5].
Selepas Pilihan Raya Umum 2008, PAS (yang diterajui oleh Hadi) dan DAP yang majoritinya masyarakat Cina dan bukan Islam; serta Parti Keadilan Rakyat bersama-sama mendirikan kerajaan di Perak dan Selangor setelah pakatan mereka berjaya menafikan majoriti mudah Barisan Nasional[6].
Polis Abdul Rahim mendakwa bahawa Amanat Haji Hadi ini merupakan salah satu punca umat Islam di Malaysia berpecah kerana ia telah menyemarak api kafir mengkafir.[7]. Menurut Ustaz Fathul Bari Mat Jahaya, istilah kafir mengkafirkan umat Islam di Malaysia sepatutnya tidak berlaku kerana dalam Islam, istilah Kafir boleh dibahagikan kepada dua kategori, iaitu kafir yang tidak layak diperangi kerana mereka melakukan perjanjian (kontrak sosial) dengan pemerintah (kafir Mu’ahadah, Zimmi, dan Musta’man) dan kafir yang layak diperangi kerana mereka mengkhianati perjanjian dan merosakkan Islam (Kafir Harbi).[8].

We oppose him is because he maintains the colonial constitution, maintains the heathen law, maintains the rule of ignorance. That’s why we are against them. That’s why we are facing them. That’s why we try to fight them. Our struggle is jihad , our speech is jihad, our donation is jihad. We depend on God by (facing) these factions because if we die against these factions, our dead are martyrs . Our death is Islam . We do not have to go to Buddha , We do not have to go to Hinduism , We do not have to go to Christianity , But we become infidels by practicing ‘tribal politics, tribal religion’. |

Towards the General Election of Malaysia in 1982 , Ustaz Abdul Hadi Awang is seen as PAS party leader who will lead the leadership of PAS one day [2] . This speech is in line with the book written by Said Hawa , among them Jundullah Tsaqafatan wa Ahlaqan [3] .
In 1984, the National Fatwa Council ruled that the message was contrary to Islam [4] . The concern of the mandate divides the Muslim societies arose again in 2001 and a meeting was held between Hadi and the Fatwa Council [5] .
After the 2008 General Election , PAS (led by Hadi) and DAP , the majority of Chinese and non-Muslim communities; As well as Parti Keadilan Rakyat together to erect the kingdoms in Perak and Selangor after their alliance denied the easy majority of the Barisan Nasional [6] .
Police Abdul Rahim claimed that Amanat Haji Hadi was one of the causes of Muslims in Malaysia split because it had sparked a fire of infidelity. [7] . According to Ustaz Fathul Bari Mat Jahaya , the term infidelity of Muslims in Malaysia should not have occurred because in Islam, the Kafir term can be divided into two categories, namely unbelievers who are unfit to fight because they make a deal (social contract) with the government (the infidels of Mu’ahadah , Zimmi , and Musta’man ) and the unbelievers who are eligible to fight because they betray the treaty and destroy Islam ( Kafir Harbi ). [8] .
