Lawyers group: MIC shouldn’t lead registration of stateless people

Registration of stateless individuals as Malaysians should not be conducted by a political party but must be spearheaded by the National Registration Department (NRD) itself.

Lawyers for Liberty (LFL) said this after MIC president Dr S Subramaniam announced that MIC would lead the Mega Mydaftar campaign, which seeks to register Malaysian-born individuals who are undocumented.

LFL chief executive Eric Paulsen said allowing the MIC to do so would give the impression that one must belong to a political party to obtain citizenship.

“While any political party can support the registration process, it should not be made the lead of the campaign, in order to avoid any speculation or impression that Malaysian citizenship is beholden to one’s political affiliation.

“This concern is made all the more acute given the timing of the campaign announcement prior to the impending general election,” Paulsen said in a statement.

Further, he said, the issue of statelessness among Malaysian-born individuals is not only confined to the Indian community that the MIC represents.

“Statelessness affects a wide spectrum of communities and individuals with diverse backgrounds – not just people of Indian origin.

“Some of the people most vulnerable to the ill-effects of statelessness include those from indigenous tribes, children whose parents’ have unclear citizenship status (for example refugees and migrants), abandoned children, those from unregistered marriages and even some segments of the Chinese community,” he said.

Will Mega MyDafter campaign be yet another mega flop?

Recently launched Mega MyDafter campaign for stateless Indians poses more questions than answers.

The President of MIC, Dr S Subramaniam has announced that the government is to embark on the “Mega Mydafter” campaign to register and seek approval for thousands of Indians in the country without identification documents.

A Special Indian Task Force (SITF) is to be set up to undertake this exercise in various identified locations in the country. Beyond the registration of those seeking identification documents, the SITF is entrusted to assist Indians in procuring jobs, housing loans and as well as places for education besides dealing with health related matters.

In a previous exercise a few years back, Dr Subramaniam said the MIC registered 12,000 Indians, out of which 7,000 obtained identification documents whereas 4,000 are still awaiting their applications to be processed.

Subramaniam took a swipe at the opposition for exaggerating the number of stateless Indians in the country at around 300,000. He said this was not true as the MIC had the correct figures.

While I welcome the renewed attempt on the part of the MIC and other agencies to assist the Indian poor in obtaining identification documents, several questions must be answered, as this will help the public understand the efforts of the MIC better.

FIRST, since Mega MyDaftar is the second attempt on the part of the MIC to register stateless Indians, the public would like to know the exact number of Indians in the country who are without proper identification documents.

SECOND, the Indian public would like to know why the earlier MyDafter campaign, started ambitiously a few years back, was abandoned suddenly.

THIRD, there is no question that the Mega MyDafter campaign is part and parcel of the Malaysian Indian Blueprint (MIB) launched by Prime Minister Najib Razak a few weeks ago. However, the Indian public is puzzled by the timing of the launch – it is no coincidence considering the 14th general election is around the corner.

FOURTH, the Mega MyDafter campaign that will begin on June 3 will last for slightly more than three weeks. One wonders whether the MIC can address the core issue of stateless Indians within such a short period of time, assuming that they have all the necessary information and data at their disposal.

FIFTH, while I welcome the efforts on the part of the MIC to address this thorny issue of stateless Indians, I detect the party might not be very serious in addressing this issue. As the election is around the corner, jockeying for posts in the party and the government, infighting between the two factions in the party as well as the continued erosion of support from Indians might render the Mega MyDafter project a non-starter from the outset.

SIXTH, even if the opposition’s figure of 300,000 stateless Indians cannot be accepted, can the MIC provide a more accurate picture of what exactly this number should be?

SEVENTH, sorry to say, the MIC must go beyond rhetoric, and ensure the issue of stateless Indians is resolved once and for all, if the party hopes to win seats in the coming general election. The matter should not be used to obtain brownie points for the party and its leaders.

‘Mega Mydaftar’ campaign to help Indians without IC

HUTAN MELINTANG: Beginning next month, the government will embark on the “Mega Mydaftar” campaign at 23 locations nationwide to help those from the Indian community who do not possess identification documents.

MIC president Dr S Subramaniam said the campaign, to run from June 3 to 26, would serve as a continuation of the “Mydaftar” campaign implemented by the government previously.

He said prior to this, the government received about 12,000 applications from Indians, involving problems related to birth, identity card and citizenship through the “Mydaftar” campaign.

“Of the number, 7,000 applications had been solved while 4,000 other applications are under consideration for approval,” he told reporters after officiating the Special Implementation Task Force (SITF) southern zone service centre branch for Bagan Datuk district here today.

Subramaniam, who is also health minister, said the campaign, in collaboration with political parties and Indian community-based non-governmental organisations, would cover four areas in Perak alone, namely Ipoh, Taiping, Sitiawan and Teluk Intan.

At the same time, he said the implementation of such a campaign would dismiss allegations by the opposition that there were now 300,000 people from the community who had yet to possess MyKad.

“The issue being highlighted by the opposition is not true at all as we have embarked on the campaign to identify those individuals without identity cards or citizenship.”

He said the government would establish seven more such centres nationwide to resolve issues affecting the Indian community in a faster and more efficient manner.
