KUALA LUMPUR: Two Malaysian women in Terengganu have been sentenced to caning after they admitted having sex in contravention of strict Islamic laws, an official said Tuesday, sparking outrage from rights groups.

Members of the lesbian, gay, bisexual and transgender (LGBT) community have increasingly faced pressure in the Muslim-majority country in recent years, with officials frequently accused of targeting them.

The women, aged 22 and 32, were arrested in April by Islamic enforcement officers after they were found in a car in a public square in Terengganu.

They were brought before the Syariah court on Sunday and admitted to breaking a syariah law that forbids sexual relations between women.

They were sentenced to six strokes of the cane each and fined RM3,300, Mohamad Khasmizan Abdullah, a prosecutor with the Terengganu religious department told AFP.

“This is a serious case. The prosecutors urged the court to impose the maximum sentence,” Khasmizan said.

He said if the sentence was carried out, they would be the first women to be caned in Terengganu for breaking Islamic laws. They are free on bail and their sentence is set to be carried out on August 28, although they have the right to appeal. –AFP

Woman in room with 3 men among 23 held in khalwat raid

KUALA TERENGGANU: The Terengganu Islamic Religious Affairs Department (JHEAT) detained 23 people for allegedly committing khalwat (close proximity) and behaving indecently in public in an operation in Pulau Redang.

The four-and-a-half hour operation, in collaboration with the Malaysian Maritime Enforcement Agency (MMEA), ended at 2.30am on Saturday.

The suspects, aged between 20 and 39, comprised 13 men and 10 women.

One female suspect was detained in a hotel room with three men while some other couples claimed that they were siblings or engaged to avoid being arrested.

Twenty-one people would be investigated under Section 31 of the Syariah Crime Offences (Takzir)(Terengganu) Enactment 2001 for “close proximity” and the rest under Section 34 of the same enactment for behaving indecently in public.

In  2016, 905 people have been caught last year for committing offences punishable under the newly-amended Terengganu Syariah Criminal Enactment (Takzir) 2001.

774 people were caught last year for close proximity, while 128 caught for committing illicit sex. Three were caught for consuming alcohol.

MCA is concerned that the “Ops Bonceng” operation by the Terengganu Religious Affairs Department (JHEAT) may descend into a witchhunt against Muslim couples as well as others who look like Malays.

The party’s religious harmony bureau chairperson Ti Lian Ker said they are “cautious” about the operation, which stipulates that unmarried Muslim couples in the state should keep “their hands to themselves” and keep their distance from each other while astride a motorcycle.

Enforcers have also said they might extend the enforcement to passengers of other vehicles, including cars.

In response, Ti asked: “How long and spacious is the length of a seat on a motorcycle?”

Unmarried couples riding together an ‘eyesore’, Terengganu Umno exco says – welcome to Talibanland.

KUALA LUMPUR, Jan 19 — An Umno state assemblyman has defended the Terengganu state religious authorities’ move to arrest unmarried Muslim couples for riding motorcycles together, calling such acts an “eyesore”.

Local daily The Star reported State Communications, Multimedia and Special Duties Committee chairman Ghazali Taib, who is also Ajil assemblyman, as saying that the Terengganu Religious Affairs Department (JHEAT) had acted within its jurisdiction.

“Such acts are against Islam and are an eyesore. Many have been given advice so that they can correct their mistake,” he was quoted saying.

Muslim couples advised on ills of riding motorcycles together

PETALING JAYA: The Terengganu Religious Affairs Department (Jheat) today said it had only given a warning to the 26 unmarried Muslim couples, who were caught for travelling together on their motorcycles, respectively, during a recent sting.

Jheat chief assistant commissioner (enforcement) Nik Zulhaiza Ismail said the men and women were also given counselling before they were released.

“They were told that if they were caught doing the same ‘offence’ again, they could be arrested,” Nik Zulhaiza said, adding that such couples would be detained with the help of the Road Transport Department (JPJ) and police, as Jheat did not have such powers itself.

“We are doing this to prevent social ills in Terengganu which stem from freely mingling with the opposite sex.”

Earlier this week, Sinar Harian reported that Jheat nabbed 26 unmarried Muslim couples for riding motorcycles together.

The couples, aged between 16 and 42 years old, were arrested under Ops Bonceng last week for an “immoral act in public”.

Nik Zulhaiza went on to reveal that the department will conduct more of such operations aside from organising talks to explain the initiative to the public.

Now, Terengganu Islamic enforcers JHEAT say may nab unmarried couples in cars too

KUALA LUMPUR, Jan 18 — Under media spotlight for arresting unmarried Muslims couples riding motorcycles together, Terengganu Islamic authorities admitted today that it is considering extending the enforcement to passengers in other vehicles, such as cars.

Despite that, Terengganu Religious Affairs Department (JHEAT) said implementing the anti-vice operation dubbed Ops Bonceng for other vehicles would be different, admitting that religious officers would not be able to observe Muslims in cars.

“There are suggestions to extend [the operation] but we have to see first how Ops Bonceng is being handled,” JHEAT’s chief assistant commissioner (enforcement) Nik Zulhaiza Ismail told Malay Mail Online’s sister publication ProjekMMO.

“We cannot just implement [checking non-mahram] riding in cars together [like in Ops Bonceng] because the enforcers’ eyes cannot see what happens.”

‘Mahram’, also pronounced ‘muhrim’ in Malay, is a concept in Shariah law that refers to unmarriageable kin, such as blood relatives.

“We cannot punish and assume what they do. Unlike riding motorcycles, it is obvious that they sit together closely,” he said.

Despite that, Nik Zulhaiza said JHEAT already has provisions to act on Muslim couples who are caught together in secluded places.

“For those together alone in the car in quiet places, for example, we already have Sections 29 and 31.

“Section 29 can be used if enforcers see that the couple is already naked, while Section 31 if they are making out and so on,” he said.
