KUALA LUMPUR: Former prime minister Datuk Seri Najib Tun Razak and his wife Datin Seri Rosmah Mansor have been ordered to pay a total of RM20,000 as costs to PKR vice president Mohd Rafizi Ramli and another individual over the removal of oil subsidies issue.
The matter was informed by Rafizi’s counsel Ranjit Singh after parties met High Court judge Judicial Commissioner Rohani Ismail in chambers on Tuesday (June 26).
Ranjit said JC Rohani instructed Najib and Rosmah to pay a cost of RM10,000 to Rafizi and another RM10,000 to Media Rakyat portal owner Chan Chee Kong.
He said this was after Najib and Rosmah withdrew their suit against Rafizi and Chan.

In their suit, Najib and Rosmah said Rafizi made a slanderous speech against them at a forum in Bandar Tun Razak on Nov 22, 2014 on issues relating to oil subsidies.
Najib said Rafizi, who is also former Pandan MP, uttered offending words in respect of his office.
Rosmah said his words implied she had committed a criminal act.
They said the recording of the speech had been uploaded by Chan onto YouTube, Media Rakyat’s webpage, and its Facebook page.

Minister has admitted to fuel price manipulation, says Rafizi
PKR leader claims the real reason fuel prices for June and July were maintained was because of the recent twin polls.
PETALING JAYA: A minister, in an effort to refute claims of fuel price manipulation, has inadvertently admitted it, according to PKR lawmaker Rafizi Ramli.
The Pandan MP said Second Finance Minister Johari Abdul Ghani, in claiming that the government had maintained retail prices for June and July despite the rise in crude oil market prices, had revealed that the government had failed to adhere to its own formula.
“This is an open admission of the government’s practise of going against its own formula for determining retail pump prices, as the public was informed that the price would be set in accordance with the average market price.”
Deciding to raise or maintain retail prices at a time when the average market price, according to the formula, was lower, was a form of hidden tax that could generate great income for the government, said Rafizi in a statement Friday.
He reiterated that going by the monthly average, the RON95 pump price for August should be RM1.65 per litre, and not RM1.75 per litre, as set by the Ministry of Domestic Trade, Co-operatives and Consumerism.

Teo wants ‘hidden profits’ from fuel sales disclosed

KUALA LUMPUR: July 2016 was one of the months where the people were paying “hidden taxes” to the government when purchasing diesel, charged Kulai MP Teo Nie Ching in a statement.
When the retail price of diesel was higher than the actual world price of crude oil, she pointed out, the price difference will become additional income for the government.
She urged the Domestic Trade, Cooperatives and Consumerism Minister to explain why the government increased diesel price by 10 sen.
“The government must explain why diesel price went up by 10 sen to RM1.70 per litre from August 1, 2016. The current price of industrial diesel is only RM1.39 per litre.”
The average diesel price was RM1.60 per litre last month. However, industrial diesel was sold at RM1.45 per litre. “If the retail price of diesel was based on the monthly average world price of crude oil in July, diesel price should have gone down in August,” argued Teo. “The government has never failed to ‘surprise’ the rakyat.”
As the government has revealed in Parliament on April 7, 2015, said the MP, it has collected RM937 million in the first four months since the managed float system in December 2014. “The government should be completely honest with the rakyat.”

Pakatan Harapan: Malaysians overpaying 35 sen for petrol
PETALING JAYA, Oct 13 — Pakatan Harapan urged Putrajaya today to use local costings to set fuel prices instead of the current system of referencing Singapore prices in US dollar amid a ringgit plunge, claiming that Malaysians should be paying RM1.70 for RON95 instead of the current RM2.05 retail price.
PKR secretary-general Rafizi Ramli said most of Malaysia’s refined oil products are processed locally and that “a good portion” of crude is sourced from local fields, the costs of both of which are set in ringgit.
“Since the 1980s, the Barisan Nasional (BN) government has been using reference prices from Singapore in USD to determine the cost of crude oil and refining crude, even though more accurate information can be obtained directly from petroleum companies in Malaysia,” Rafizi told a joint press conference at the PKR headquarters here today with party colleague Wong Chen and Amanah strategy director Dr Dzulkefly Ahmad.
“It will be okay if the US dollar and ringgit exchange is okay…The formula no longer reflects what is the actual cost that petroleum companies have to bear,” he added.
Rafizi, who is also Pandan MP, suggested that Putrajaya call up all the petroleum companies in Malaysia to obtain the local costs of crude and refining it in order to determine more accurate petrol prices.
He said the retail price of RON95 petrol comprises two components — the cost of crude and refining it into RON95 petrol, as well as the guaranteed profit by the government to petroleum companies and petrol stations which he said was set at 32 sen for RON95.

According to sources, the new price of RON 95 and RON 97 will be RM2.05 and RM2.45 per litre respectively.

Now that we know that the so-called float mechanism is superseded by the Cabinet’s desires whenever they wish, did it also happen also in the recent past?

RON95 should have gone up by 20 sen, says Khairy
Putrajaya should have increased the price of RON95 petrol for July by 20 sen but decided on a 10 sen hike, said Youth and Sports Minister Khairy Jamaluddin.
Khairy said Putrajaya had to allocate RM100 million to subsidise the difference.

Petronas denies controlling the price of petrol in the country, saying the government is the only party responsible.
Speaking to media at a corporate social responsibility (CSR) event in Kuching last night, Petronas chairman Tan Sri Sidek Hassan said Putrajaya determines the price for RON95 and RON97 from the market price for crude oil, the Borneo Post reported.
“It has been agreed that petrol pump prices is based on the government’s decision, and is tagged to the market. So when the market moves up then it will go up and vice versa.

Petrol prices not solely set by crude oil prices
KINIBIZ Petrol prices at the pump have gone up by 10 sen to RM2.15 per litre for RON95 and 20 sen to RM2.55 for RON97 for the month of July 2015. This is despite the price of Brent crude oil per barrel trending downwards for the month of June 2015 versus May 2015.
However, retail petrol prices have gone up because the price of Brent per barrel is only one component out of several which go into the calculation of the Mean of Platts Singapore (MOPS) benchmark price which is used under Malaysia’s managed float system which came into place on Dec 1, 2014.
From then onwards, retail petrol prices are set based on a month-to-month basis based on an average of MOPS prices plus a fixed margin for oil companies and retailers.
Performance Management and Delivery Unit (Pemandu) associate director Kelvin Tan explained “the Malaysian pump price floats in the sense that it is unsubsidised. Whereas in international markets pump prices can fluctuate even on a daily basis, the Malaysian pump price floats on a lagged basis, so that the current price reflects the average spot price of the previous month”. This means that July’s pump prices will be based on June average prices.
“Also, pump prices are not solely based on crude oil prices. Rather, they are based on a reference price called ‘Mean of Platts Singapore’ (MOPS). MOPS does not just take into account crude oil prices, but also certain refining, logistics and other costs as reflected in the marketplace,” explained Tan.
Therefore, while MOPS prices might track crude prices, it will not track it exactly because of the other cost components. The two will usually move in a similar direction to each other, but not necessarily on an identical path.

Rebate relief now soured by petrol hike
PAS deputy president Tuan Ibrahim Tuan Man lambasted the government’s decision to increase the petrol prices at midnight, without notice.
He said the decision, which was made known right after the highway concessionaire North-South Expressway Bhd’s (Plus) announcement to give rebates for the Raya celebrations later this month, showed the hypocrisy of government.
He pointed out it managed to keep the price increase at bay in April, when the Permatang Pauh and Rompin by-elections were on.
Referring to the trend of oil prices which is now stable, Tuan Ibrahim further questioned the price increase.
“Can the government see itself in the mirror? If there was no need for the petrol hike prior to the by-elections, why the need to increase it when world’s petrol price is trending downwards and Aidilfitri celebrations are on the way?
“Was Umno’s fate in the by-elections more important ?” he asked.
He also queried if the reason for the hike was the falling ringgit.
