The Qube Tambun Project
The Qube Tambun is a residental development that sits on a 0.78ha site, next to The Haven, which was originally gazetted as an infrastructure and utility zone. Under Section 18 of the Town and Country Planning Act 1976, residential and commercial development cannot be allowed once the land has been gazetted for such purposes. In April, Justice Samsudin Hassan had issued a stay order against all land clearing works carried out for the project. Concerns were raised after residents began to notice unusual flooding in the neighbourhood following the commencement of the ground works for the Qube Tambun development project. Residents claim the drain in between the apartment and the project site had overflowed during the last monsoon season while carparks in the two blocks were flooded though this had not happened previously.
The project developer MH Amanjaya Properties Sdn Bhd is a joint-venture company between Man Hoe Properties Sdn Bhd (a subsidiary company of Man Hoe Holdings Sdn Bhd) and Amanjaya Properties Ventures Sdn Bhd (a subsidiary company of Menteri Besar Incorporated Sdn Bhd).

COMMENT The state of Perak is undergoing rapid development with at least 22 condominium projects being approved, but in some places the development is worrying to both residents and other property owners.
Letters written to the Menteri Besar Incorporated (MBInc) office by concerned residents do not always get a response.
In one particular case involving residents of Permai Lakeview apartments in Tambun, Ipoh, the residents had to apply for a judicial review this year to put a stop to the work that had already begun.
Kent Foo, a property agent, who is a committee member of Permai Lakeview Residences, said that billboards had already been put up at the site. He noted that advertisements in the newspapers did not carry any permit numbers.
On investigation, Foo said that residents discovered that the joint-venture project between MBInc and a local developer allegedly did not have a proper building plan, but work had already started.
Copies of the advertisements sighted by Malaysiakini did not carry the project approval code.

Residents object against Qube Tambun project
Qube Tambun’s residental development project sits on a 0.78ha site, originally gazetted as an infrastructure and utility zone
Residents and owners of Ipohbased Permai Lake View Apartments and The Haven Luxury Resort hope to rally the support of at least 800 locals to file written objections against the development of the two-block 15-storey apartment project that allegedly threatens to cause water pollution, soil erosion, flooding and land degradation in the vicinity.
So far, about 400 residents are presumed to have filed their objections to the Ipoh City Council ahead of the May 13 deadline. Residents can challenge the planning approval issued for the Qube Tambun project under Ipoh’s Local Draft Plans.
In April, the High Court in Perak granted residents of Permai Lake View Apartments and The Haven leave to challenge the planning approval issued by the city council for a two-block 15-storey apartment project by MH Amanjaya Properties Sdn Bhd.

Court allows residents to challenge Ipoh high-rise project approval
IPOH: The High Court here has granted residents of Permai Lake View Apartments and The Haven leave to challenge the planning approval for a nearby high-rise project issued by the Ipoh City Council.
The applicants’ counsel Derek Fernandez said Justice Samsudin Hassan had also issued a stay order against all land clearing works carried out by MH Amanjaya Properties Sdn Bhd for a two-block 15-storey apartment project to be built on a 0.78ha site next to The Haven.
The applicants, namely the Permai Lake View Apartments joint management committee, The Haven joint management committee, Superboom Projects Sdn Bhd, one General Tan Sri Mohd Zahidi Zainuddin and one Said Ahmad, named the Mayor and local council as respondents in the application filed on March 16.
“The applicants are claiming that the approval given to the developer by the respondents on Aug 11 last year is improper as the land had been designated as an infrastructure and utility zone.
“According to Section 18 of the Town and Country Planning Act 1976, residential and commercial development cannot be allowed once the land has been gazetted for such purposes,” Fernandez told reporters at The Haven, Monday.

This letter is subject to formal approval to begin work, Said told theSun.
The work is alleged to have started in December last year.
He said since the building plan is pending approval from the Ipoh City Council, construction work on drainage at the site should have not started. The Ipoh Local Plan 2020 (Proposed and Development Strategy) that was gazetted on July 5, 2012, shows the land was approved for utilities and infrastructure.

Projek Qube Tambun Tidak Jejas Kawasan Sekitar Permai Lake View
IPOH: Pihak MH Amanjaya Properties Sdn Bhd (MHAP) hari ini menafikan laporan negatif beberapa akhbar tempatan mengenai projek Qube Tambun yang bakal dibina tidak lama lagi.
Pengerusinya, Adnan Shahuddin berkata, dakwaan mengenai kesan negatif yang akan timbul berikutan pembangunan projek itu adalah tidak benar.
Sebagi pemaju, beliau berkata, pihaknya telah mendapat kelulusan daripada beberapa jabatan dan juga pihak berkuasa tempatan kerana ia merupakan projek yang selamat dan mesra alam.
“Projek ini bermula pada awal tahun 2014 atas tanah seluas 1.98 ekar dan kita rancang untuk membina dua blok pangsapuri kos sederhana setinggi 15 tingkat.
“Kita telah mendapat kelulusan merancang daripada Majlis Bandaraya Ipoh (MBI) , kelulusan Pelan Jalan dan Perparitan daripada Jabatan Perparitan dan Saliran (JPS) dan beberapa pihak lain untuk membangunkan projek ini.
“Selepas menerima laporan, kita telah melantik syarikat perunding yang bertauliah untuk memberi ulasan dan laporan daripada segi teknikal dan struktur pembinaan projek.
“Laporan itu akan kita serahkan kepada pihak berkuasa negeri,” ujarnya pada sidang media di MH Hotel di sini, hari ini.

Last week, several local newspapers claimed that the project Qube Tambun negative impact on nature and cause flooding to nearby residents.
Media also reported that the project is opposed by the population, especially in the picturesque Lake View of a residential area adjacent to the project area.
