Now, Ku Nan claims anti-vagrant bench dividers just armrests

KUALA LUMPUR, Aug 20 — In an about-turn, the Federal Territories Ministry says the metal bars fixed to several benches are actually armrests.

Its minister, Datuk Seri Tengku Adnan Tengku Mansor, said City Hall installed the bars to replace the armrests which had been vandalised.

“We had previously installed wooden dividers but they broke it, so we decided to replace them with metal bars,” he said.

City Hall had told Malay Mail last month the metal bars were fixed on benches in several areas, including Jalan Tuanku Abdul Rahman and Jalan Raja Laut, to prevent vagrants from sleeping on the benches.

Its director-general, Datuk Amin Nordin Abdul Aziz, said City Hall decided to install the bars as the antics of the homeless were tarnishing the image of the city.

The move, however, was criticised by several soup kitchens.

CAN YOU LIE DOWN TO SLEEP ON ONE OF THESE?

A Malay Mail reporter and a photographer tried to squeeze between the steel bars to lie down but it was only the reporter (who weighs 45kg and stands at 1.51m) who managed to squeeze between the bars installed on benches in Jalan Tuanku Abdul Rahman.

The photographer (who weighs 80kg and stands at 1.7m) could not fit between the dividers.

Charity, rights groups help homeless get replacement MyKads

Concerned that homeless people might be detained under “Ops Qaseh” anti-vagrant operations and put behind bars for sleeping on the streets, Persatuan Kesedaran Komuniti Selangor (Empower), with the help of several soup kitchens in the capital, has up the cases of 10 vagrants occupying the city’s streets to prevent them from being wrongly identified as foreigners.

According to Janarthani, their applications for replacement MyKads were either hampered by the fact that they did not possess the police reports required when the document is lost or their inability to pay the minimum RM100 fine imposed on those who lose the card for the first time.

All 10 of the homeless individuals, some of whom have been without identification papers for more than eight months, had appeared as early as 9am yesterday to fill out applications to replace their stolen and lost MyKads.

With the assistance of Lawyers for Liberty (LFL), the homeless submitted their applications to the National Registration Department (NRD) in Pudu Sentral yesterday.

“Some of them who are here today had their applications denied previously because they couldn’t pay the fine… NRD insisted that to have the fee waived they have to obtain a letter from the Welfare Department, which is not possible because without a MyKad they can’t even register with the department,” said LFL executive director Eric Paulsen.

“It is not possible… they are falling through the cracks, they don’t fit into the requirements imposed,” said Paulsen.

After several rounds of negotiations, the NRD branch head agreed to raise their concern on the fine to the department’s headquarters in Putrajaya, after which the applications will be processed.

DBKL installs bench dividers to combat vagrancy

KUALA LUMPUR, July 22 — Foo spends the night salvaging recyclable waste from piles of rubbish discarded by shop owners along Jalan Tuanku Abdul Rahman in the city.

When he grows tired of walking the 2km stretch, he often lays down for a nap on the cool wooden benches held up by three-foot long concrete legs along major one-way road.

But Foo told The Malay Mail Online today that he had to sleep on the floor of the sidewalk last night because the Kuala Lumpur City Hall (DBKL) has installed steel bench dividers painted in luminescent green, which restricts him from stretching out his legs.

He walks away looking exasperated, muttering under his breath, “Mahu tidur kejap pun, dia tak suka (Even to rest for a bit, they don’t like it).”

Foo is among thousands of homeless, who have made the city’s streets and back alleys their home for years.

It is unclear when the dividers were fitted, but Dapur Jalanan, a soup kitchen that hands out meals on wheels, spotted the steel bars yesterday night.

In the photo tweeted by the soup kitchen, the non-profit organisation remarked, “Mungkin ini hadiah hari raya dari PBT kepada warga miskin kota (maybe this is a Hari Raya gift from the local council to city’s poor folks).”

A DBKL media officer, who spoke on condition of anonymity, confirmed that City Hall installed the dividers to deter the homeless from “turning the benches to beds”.

“You think people will sit on the benches after they (the homeless) have slept on them? It is just to make sure it is not misused,” said the officer when contacted.

Homeless beg to be freed from Sungai Buloh centre

KUALA LUMPUR, July 17 ― Some of the residents at the Sungai Buloh centre for the homeless and destitute are pleading to be released, saying they have done nothing to deserve detention.

At a recent informal visit, supervisors at the Pusat Sehenti Bina Diri Sungai Buloh, which is located deep inside Bandar Sri Damansara told The Malay Mail Online that there are 34 people being held there, pending transfers to welfare homes or centres outside Kuala Lumpur.

“Help me get out of here,” Ong Yok Chu, a resident at the centre, pleaded with The Malay Mail Online.

“Why did they arrest me? I don’t beg. I have a job,” added the 72-year-old.

The elderly woman said she has been held at the Sungai Buloh centre for a month since she was arrested for sleeping rough in a bus station in Kuala Lumpur.

She questioned her arrest and detention, pointing out that she has a job selling bread, water and biscuits that earns her RM600 every month.

“They don’t allow me to make phone calls. They took my handphone away. They tell me I have to stay here for one more month,” said Ong.

If the Women, Family and Community Development Minister Datuk Seri Rohani Karim could get rid of the NGOs and their soup kitchens, she could use Ops Qaseh to monopolise all welfare work in KL.

Only then could she hope to make a step up in the Ministerial Rat Race!

However, could you imagine how the poor and homeless would suffer?

The government has declared “war” on the homeless found on the streets of Kuala Lumpur. Starting in early July, enforcement agencies will “sweep” the streets clean of all such people.

Some people would call Ops Qaseh a program to sweep under the carpet the homeless and the unresolved problems caused by the lack of affordable accommodation for immigrants from the rural areas and small towns.
