PETALING JAYA: The Land Transport Commission (SPAD) has announced that schoolbus fares will be more flexible starting January next year.
SPAD chairman Tan Sri Syed Hamid Albar said the fares will be flexible and based on negotiations between parents and bus operators.
“This decision was made to ensure that the industry provides services of better quality, especially in terms of safety and comfort for students.
This approach follows responses from stakeholders as well as evaluations on the rise of operational costs,” he said at a press conference at the commission’s headquarters, Friday.

The average price for regular gasoline at U.S. pumps dropped 5.89 cents to $3.52 in the past two weeks, according to Lundberg Survey Inc.
The survey covers the period ended Aug. 8 and is based on information obtained at about 2,500 filling stations by the Camarillo, California-based company. Prices are 7.79 cents lower than a year ago, the survey showed.
The average, which is the lowest price since March 7, may fall further, but by a smaller amount, and it might not decline at all, according toTrilby Lundberg, president of Lundberg Survey.
“The most powerful factor in the price of gasoline at the pump and at wholesale is crude oil,” Lundberg said in a telephone interview yesterday. “The prospect of a deeper oil price plunge seems diminished.”

Schoolbus operators want fare hike and subsidy maintained
PETALING JAYA: Schoolbus operators not only want a hike in fares but also want the Government to maintain the special diesel subsidy for the vehicles.
Federation of Malaysian School Bus Operators Associations secretary-general Md Saad Mohamad said they had actually hoped the Land Transport Commission (SPAD) will announce a review of schoolbus fares today following a hike in diesel cost last September.
“However, before that can happen, we are faced with another increase in diesel cost,” he said yesterday.

Two lorry associations say they have no choice but to pass the cost of increased diesel prices to their customers.
KUALA LUMPUR: Two lorry associations have said that they have no choice but to charge more for transportation thereby transferring the recently announced increase in diesel prices, to their customers.
Pan-Malaysian Lorry Owners’ Association president Jong Foh Jit said the increase was inevitable as refraining from transferring this increase would negatively impact operating costs.
“We can’t do anything about the diesel price increase. However our business relies on this energy source, so we have no other option but to increase our transportation costs,” Jong told a leading Chinese newspaper.
Meanwhile Alvin Chong of the Selangor Lorry Owners’ Association said the increase of diesel by 10% would result in the increase in transportation fees by 3-5%.

New measures from Aug 1 to curb abuse of subsidised fuel
KOTA KINABALU: A slew of measures is being introduced nationwide from Aug 1 in a bid to further curb the abuse of subsidised fuel.
Domestic Trade, Cooperative and Consumerism Ministry secretary-general Datuk Seri Alias Ahmad said the ministry would now fix the amount of diesel that each petrol station could sell instead the respective petroleum companies.
He said petrol station operators will also need to submit monthly reports of their diesel and RON 95 petrol sales to the ministry.
Alias told the media here Saturday that all tanker lorries transporting subsidised fuel would be required to be painted blue with the words “Minyak Subsidi” to be emblazoned on them.
He said holders of “fleet cards” such as taxi drivers, mini- and school-bus operators will have to seek approval from the ministry for additional quota once they exhausted their respective allocated amounts of super subsidised fuel.
In addition, a 600,000-litre monthly limit has been placed on the amount of diesel that the 72 petrol stations in Sabah’s east coast can sell.

Gov Likely To Raise Petrol and Diesel Prices In Sept – Targets RM6.6b Cut In Fuel Subsidies
Judging by the government’s history of implementing new rounds of subsidy cuts every four months, consumers and businesses alike should brace themselves for further increase in petrol and diesel prices in the next quarter, possibly as early as September, reports The Edge.
Citing a report by Maybank Investment Bank, the financial weekly explained that since September last year, the government has been implementing subsidy rollbacks about every four months. Last year in September, prices of subsidised RON95 petrol and diesel were raised by RM0.20 per litre. In October, subsidy cuts were extended to sugar. In January this year, prices of power sector’s gas and electricity tariffs were also raised. Four months later, prices of industrial gas were also raised.

Six-month freeze on licensing for Petrol, Diesel wholesales, new petrol stations
PUTRAJAYA: A six-month freeze has been imposed on applications for wholesale diesel and petrol licence, and the opening of new petrol stations of all brands, starting today until December.
Domestic Trade, Cooperatives and Consumerism Ministry secretary-general Datuk Seri Alias Ahmad said the temporary freeze was the part of the Ministry’s effort to combat abuse of the licences.

Alias said there were elements of abuse in the distribution network of subsidised diesel and petrol, starting at storage depots, wholesalers right up to petrol stations, and the ministry suspected there was cooperation between the parties involved.

Leaked : RM7 billion in fuel subsidies
MCA wants the government to review fuel subsidy.
PETALING JAYA: Malaysia received a 20 billion litres budget for fuel consumption this year, yet 9 billion litres was lost in leakage.
A Maybank Investment Bank report revealed that leakages cost the government 6 billion litres in RON95 petrol subsidies, and another 3.5 billion litres of smuggled diesel subsidies.
“Converting it to Ringgit, it would amount to at least RM7 billion in subsidies alone, which covers almost one third of 2014 fuel subsidies,” said MCA Economic consultative committee chairman, Chua Tee Yong today.
Chua said that it’s a major concern since the demand for fuel has risen and our oil reserves are depleting.
He also pointed out that even if our petrol and diesel prices are subsidised, the prices of vehicles in Malaysia is extremely high.
“The government needs to consider the review of import and excise duty on cars, other modes of transport and their parts and equipment. With the exception of Singapore, our car prices are very high,” he added.
On top of that, there is the uncertainty of the impact of GST on fuel and diesel.

Rafizi, in a statement today, claimed the government stands to gain RM3 billion from GST charges for petrol and diesel.
Insisting that the government would implement the tax on the two commodities, Rafizi said his projection was based on last year’s total petrol and diesel usage of 14.05 billion litres and 9.64 billion litres respectively, in accordance with a parliamentary reply given to him.
The additional RM3 billion in tax levied onto the people, he said, would be akin to the government raising fuel costs by RM0.13 per litre for petrol and RM0.12 per litre for diesel.
This, he warned would certainly have a multiplying effect on the costs of goods.
“As such, I urge Prime Minister Najib Abdul Razak to quickly announce that GST will not be imposed for the purchase of petrol and diesel.
“If he refuses to announce the exemption of petrol and diesel from GST, then he must quickly explain how BN intends to spend the RM3.1 billion collected from the rakyat,” the PKR director of strategy said.

Sin Chew teamed up with fuel smugglers to trip Putrajaya, Malay group says
KUALA LUMPUR, June 6 — Jaringan Melayu Malaysia accused the country’s bestselling Chinese-language newspaper of acting as informants to fuel thieves today by publishing reports on the government’s oil subsidy rationalisation programme earlier this week.
The Malay activist group’s deputy president Omar Salleh said the article published by Sin Chew Daily on Wednesday was seditious.
“It is found that they tried to instigate the people to go against the government’s effort to clamp down on the smuggling of diesel.
“It is as if they don’t want the government to implement new policies in giving out subsidised diesel and RON95 to the targeted groups according to the quota,” he told a news conference in Malay at the group’s office here.
Omar said he was not making a racist attack against the Chinese-language paper.
“The facts published by the paper are wrong and was meant to confuse Malaysians,” he said.
The federal government has since disputed the subsidy.

“There will be unhappy consumers, retailers and wholesalers,” said association deputy president Datuk Zulkifli Mokti.
A BHP petrol station owner in Kuala Lumpur said the proposal was too problematic to implement, especially during peak hours.
“Our attendants have no time to differentiate if a car has a two-litre engine or find out if our customers earn more or less than RM5,000 a month,” said the 63-year-old who did not want to be identified.

Fuel subsidy plan draws more flak
Fuel-ling controversy: Many netizens are urging the Government to reconsider the proposed system.
PETALING JAYA: People are concerned over the proposed system of restricting fuel subsidies based on salaries and vehicle engine capacity.
Online, only a few voiced their support for the proposal while an overwhelming number of netizens urged the Government to rethink the system, which will reportedly allow vehicle owners earning less than RM5,000 a month to enjoy subsidised fuel.
Those who earn between RM5,000 and RM10,000 will be limited to 300 litres of subsidised RON95 petrol and diesel a month.
On Facebook, Marina Jaal said the system would be subject to abuse while Michelle Khoo pegged it as an easy way out in the fight against diesel smuggling.

Fomca said the Government should be more transparent about its plans for introducing a new mechanism for fuel subsidies.
Its secretary-general Datuk Paul Selva Raj said Fomca supported moves to have targeted subsidies, which could effectively aid people in low-income groups.

PETALING JAYA, June 4 — Consumable subsidies, like the recent announcement for an improved petrol subsidy system before year-end, are sometimes a necessity to help the poor.
Asli Centre for Public Policy Studies chairman Tan Sri Ramon Navaratnam said subsidies in general could not be continued indefinitely because they would undermine the purposes of better economic growth.

Navaratnam said savings could be derived from withdrawing the subsidy from the well-to-do and address the basic needs of the poor by meeting their infrastructure development requirements.

Fuel subsidy cap ‘mere speculation’, says ministry
Reports that only consumers earning less than RM5,000 and using vehicles with capacity of less than 2,000 cc are eligible to enjoy subsidised fuel, are not true.
Secretary-general of the Ministry of Domestic Trade, Cooperatives and Consumerism (KPDNKK) Alias Ahmad, said the reports were only speculations.
“The newspaper reports are just speculations as the government had not yet issued in detail the implementation of the move,” he told reporters Putrajaya today.
He said there was a new approach to petrol and diesel subsidies but this would be announced by the government as an in-depth study was still being conducted.

COULD A BLACK MARKET ARISE?
YES. This is how it could happen with RON95.
A married couple, each with an income of less than RM5,000 a month and each with a car registered in their name, is entitled to an unlimited purchase of RON95. Each drives up to a petrol station and purchases a full tank.
After leaving the petrol station, they drive to a workshop run by a syndicate where the petrol is siphoned out. They leave, and go to another petrol station, to repeat the whole process.
The syndicate pays for all the petrol and pays them a fee. It resells the petrol.
That is not the only way for a black market for RON95 to arise.

Worried that latest government move to withdraw fuel subsidies may spark a black market and burden the poor, PKR today urged that the move be debated in Parliament.
PKR strategy director and Pandan MP Rafizi Ramli said he was worried about the huge misstep that the government would be undertaking if it discriminated the market by giving fuel subsidies according to income.
“I worry that if the new subsidy system is not refined and openly debated, it will give rise to a black market for petrol and diesel. This will create an even bigger smuggling problem and involve everyone,” Rafizisaid in a press statement.

Subsidised fuel for those earning below RM5k?

Does your vehicle have an engine capacity less than two litres and you earn below RM5,000 a month? If so, congratulations.
According to Sin Chew Daily, this would mean that you will fully qualify for the government’s new fuel subsidy scheme once it rolls out in September.
The newspaper reported in its evening edition yesterday that these are expected to be the criteria to determine who will be eligible for subsided petrol and who will not. It applies to both private and company-registered vehicles alike.
Those earning between RM5,000 to RM10,000 a month will reportedly be getting subsided fuel as well, but may be limited to 300 litres of RON95 petrol and diesel.
Foreigners, foreign-registered vehicles, and those earning above RM10,000 may not be eligible at all, and may have to buy petrol at market prices, the report stated.
However, the daily quoted an unnamed Domestic Trade, Cooperatives and Consumerism Ministry official as saying that these details have yet to be finalised.

KUALA LUMPUR: The government will introduce a new system beginning Sept 1 to ensure subsidised diesel and petrol is only sold to eligible commercial vehicles.
Domestic Trade, Cooperatives and Consumerism Ministry’s secretary-general Datuk Seri Alias Ahmad said a similar system for private vehicles would be implemented in October or November.
He said detailed information on the new system would be revealed at a news conference soon.
