Man dubbed ‘Canada’s worst serial rapist’ embraces Christianity
Earlier reports said Selva Kumar Subbiah had converted to Judaism while in prison, but a source says he did not practice any religion prior to last month.
PETALING JAYA: Selva Kumar Subbiah, once dubbed “Canada’s worst serial rapist”, has converted to Christianity in trying to turn over a new leaf.
According to a source close to Selva Kumar’s family, the 57-year-old converted to Christianity about a month ago. According to the source, this showed that Selva Kumar had repented.
“Selva Kumar became a Christian around one month ago, and now he is learning about the religion,” the source said to FMT. Selva Kumar had spent 24 years behind bars in Canada before being released and deported to Malaysia.

Yesterday FMT reported that Selva Kumar, after four months of being back in Malaysia, was finally feeling comfortable leaving the safety of his home, and was now slowly integrating back into society.
“Selva spends a lot of time with his family in the Klang Valley. He is no longer living in fear,” the source had said.

JOHOR BARU: Convicted serial rapist Selva Kumar Subbiah (pic) has allowed the police to monitor him closely, said Inspector General of Police Tan Sri Khalid Abu Bakar.
“He informed us that he wants to stay in the Klang Valley and I would like to assure the public not to worry about his stay in the area (Klang Valley),” he said.
Khalid said the police recorded a statement from Selva Kumar when he arrived at KLIA on Tuesday.
“Even though he is not required by the country’s law to report to the police, Selva Kumar willingly agreed for us to monitor him,” Khalid told reporters after a meeting of the Bukit Aman management department at Holiday Villa Hotel here on Wednesday.

GEORGE TOWN: Former convict Selva Kumar Subbiah, who arrived in Malaysia this morning after serving 24 years in a Canadian prison for sexual crimes, is a free man.
Police cannot restrict his movements or detain the man, dubbed ‘Canada’s worst rapist’, unless he does something wrong, Penang police chief Chuah Ghee Lye said.
“There are no provisions that say we can simply detain him. To detain a person under the law, he or she must have committed a crime.
“If there is a report against him, we will investigate, given his past record.
“But we cannot ban him from coming to Penang if he wishes. He is a citizen of the country,” he told reporters today.

In view of outrage and anxiety by the Malaysian public that convicted serial rapist Selva Kumar Subbiah is set to be deported from Canada back to Malaysia, Wanita MCA repeats our urging that Malaysia must enact double jeopardy laws for sex offenders, in particular if they are paedophiles, ie although they have served time behind bars abroad for offences committed overseas, they must face similar charges and conviction on home soil.

Wanita MCA notes the assurance by inspector-general of police Khalid Abu Bakar that the Royal Malaysian Police (PDRM) will keep tabs on Subbiah albeit legally there are no laws to restrict his movements.
In this context, in addition to double jeopardy charges and convictions, the women’s wing of MCA recommends that legislation be enacted to disallow convicted rapists, sexual molesters, paedophiles, in short, any sex offender, from being in the same enclosed premises with underage children, and to maintain a specified minimum distance away from minor girls and boys in public, after their release from prison.

Wanita MCA also asserts that sex grooming of minors must also be made a crime. We recommend courses be conducted in upper primary or lower secondary school to inculcate among both pubescent boys and girls to be alert for signs of sexual grooming.

Wanita MCA is gravely concerned that Subbiah may end up as another Richard Huckle roaming and lurking on our streets in search of fresh underage prey, in particular, among the illiterate and destitute, and may use his wealth to cajole his way out of liability, especially, since to the penniless, especially urban poor, staving off hunger is a priority.

Universiti Sains Malaysia criminologist Prof P Sundramoorthy urged the police and the Attorney-General’s Chambers to study the Prevention of Crime Act (Poca) and The Security Offences (Special Measures) Act 2012 (Sosma) to check if Selva Kumar can be monitored constantly.
“He is a walking time bomb. An offender like him compares to none,” Sundramoorthy told FMT.

“Warnings have already been given by the Canadian authorities,” said Sundramoorthy, adding that habitual sex offenders and habitual violent offenders are a constant threat to society, women and children.
He said research has shown that habitual sex offenders who have gone through rehabilitation and treatment, in most cases, will return to crime.
“This is a fact. It is questionable if someone tells you these people can be treated just because of the success of one or two cases,” said Sundramoorthy.
He said this is why there were a number of repeat offenders.
To monitor them, Sundramoorthy said the country needed to set up a sex offenders registry, adding there were discussions but nothing came out of them.

Police to monitor serial rapist upon his return

KUALA LUMPUR: The International Criminal Police Organisation (Interpol) has officially informed the Malaysian police that convicted serial rapist Selva Kumar Subbiah, 56, will be deported back to Malaysia soon.
Inspector-General of Police Tan Sri Khalid Abu Bakar has confirmed that police have been notified, following a report that Selva is expected to be deported to Malaysia from Canada on Sunday.
Khalid said that the police will do whatever the law permits, and assured the public that he will be closely monitored by the police.
It was reported that Selva will be accompanied by three guards from the Canada Border Services Agency (CBSA).

There were dire warnings when Subbiah was sent to prison a quarter century ago.
“He has no feelings, no compassion. All we can do is warehouse him,” Crown counsel Paul Normandeau told the court.
On Dec. 21, 1992, Subbiah was convicted of multiple sexual assaults. During the sentencing, Justice David Humphrey ordered police to escort Subbiah to his native Malaysia when he is finally released — though it is unclear whether this will be carried out.

Nur Jazlan: Toronto serial rapist may return, not a criminal here
KUALA LUMPUR, Jan 18 — Convicted serial rapist Selva Kumar Subbiah may return to Malaysia if he is deported by Canadian authorities as he is a citizen with no criminal records here, Datuk Nur Jazlan Mohamed said today.
However, the deputy home minister said Putrajaya has yet to be informed by its Canadian counterpart over the possible deportation when Subbiah’s prison term expires later this month.
“Usually they will inform us first, but so far we’ve not heard anything. But, it is their right to deport anybody once the person’s legal sentence is completed,” Nur Jazlan told Malay Mail Online, referring to Canadian authorities.
“He is a Malaysian citizen. He has rights to come back here. He has no known records.
“He didn’t commit the crime here. Most we can do is to put him on the watch-list,” he added.

Malaysia’s serial rapist, Selva Kumar
According to reports by Toronto Star, Selva Kumar was given a 24-year jail term in December 21, 1992 after being convicted of 19 counts of sexual assault, 28 counts of administering a drug or noxious substance, 10 counts of various assaults and a dozen of other charges.
It said Selva Kumar had assaulted two dozen women in Toronto and had assumed various identities including as a model agent, movie talent scout, professional dancer, lawyer and diplomat.
He reportedly drugged women with a drink, before undressing and raping his unconscious victims and then taking photos of their nude bodies.
He was found with a black book containing the names of 170 women along with ratings for them during his arrest in August 1991.
Police checking if Canada sending convicted serial rapist back to Malaysia
KUALA LUMPUR, Jan 14 — Police here will ascertain if Malaysian serial rapist Selva Kumar Subbiah will be deported home after he complete his 24-year prison term in Canada this month.
Inspector-General of Police Tan Sri Khalid Abu Bakar reportedly said police will check on Selva Kumar’s status with the Canadian government through the Malaysian High Commission in Canada.
“We will get in touch with the High Commission through the Foreign Ministry.
“It is premature to conclude on further action, on whether he’ll be deported or otherwise, until we get more information,” he was quoted saying by local daily The Star.
Earlier this week, Canadian newspaper Toronto Star reported that it was unclear if Selva Kumar will be deported to Malaysia upon his release from prison this January 29.
It noted that the courts had in 1992 ordered that Selva Kumar be deported at the end of his jail term, but reported that Canada Border Services Agency (CBSA) declined to comment on his case specifically and also declined to confirm if he will be deported.

Serial rapist Selva Kumar Subbiah is due to be released from prison this month and authorities won’t say whether he’ll be deported to his native Malaysia or returned to the streets of Toronto.
Subbiah, 56, assaulted more than two dozen women in the city and one of them says she can’t stop worrying as his Jan. 29 release date approaches.
“It seems like he has just coloured my view of people,” said the woman, whose name the Star has agreed not to publish because of her security concerns. “I just have more fear.
“You just feel like nothing’s safe. It’s weird.”
Subbiah’s scheduled release comes amid chilling warnings from prison staff that he’s a high risk to reoffend — or even kill.
He was told in a June 2016 parole hearing that behind-bars therapy hasn’t done him much good. That echoes comments in a string of previous parole hearings.
“The CMT (case management team) believes that you are likely to commit an offence causing death or serious harm to another person prior to the expiration of your (parole) and therefore, is recommending that your detention order be confirmed,” the parole record from that June hearing states.
“File information indicates that you continue to struggle in the areas of victim empathy, remorse and your inability to take full responsibility for your personal choices which results in your lack of mitigation in risk.”
Subbiah made no comment at that hearing, waiving his right to have an adviser or assistant present. He also did not make written submissions to the board in June.
Canada Border Services would not say whether Subbiah would be deported upon his release and declined to discuss Subbiah’s case specifically. But a spokesperson said the Immigration Act “clearly defines reasons for inadmissibility including involvement in criminal activity, in human rights violations, in organized crime, security, health or financial reasons.”
“All foreign nationals and/or permanent residents accused of committing criminal acts are subject to the due process of the law,” Derek Lawrence of the CBSA in Toronto said in an email. “When convicted, they must serve their sentence before the removal from Canada can take place.”
The law does allow for the removal of serious criminals without an appeal.
