Penang’s Voluntary Patrol Unit is lawful, rules Court of Appeal

PUTRAJAYA: The Court of Appeal ruled today that the Voluntary Patrol Unit (PPS), declared illegal by the home minister, had been lawfully set up by the Penang government.

In quashing the home minister’s decision on Nov 4, 2014, to declare the PPS an illegal body, a three-man bench led by Tengku Maimun Tuan Mat also said the PPS was not a society within the meaning of the Societies Act.

“We allow the appeal and set aside the order of the High Court,” said Tengku Maimun who delivered the unanimous ruling.

Justices Mary Lim and Kamardin Hashim were the other two members on the bench.

Lawyers Tommy Thomas and Ambiga Sreenevasan represented the Penang government while Shamsul Bolhasan appeared for the home minister and the federal government.

On Nov 22 last year, High Court Judge Hadhariah Syed Ismail, in dismissing a judicial review application by the state government, said the minister had the right to declare PPS as illegal.

She also ruled there was no need for the home minister to give any reasons for declaring the PPS illegal.

Penang challenges illegality charge on PPS

The judicial review application comes following the arrest of 157 PPS members, including its head and state executive councillor Phee Boon Poh, on Merdeka Day last year.

Tanjung MP Ng Wei Aik and Seri Delima assemblyperson RSN Rayer were also arrested for their involvement with the PPS.

The police bail for the group was not extended last month but the investigation papers on their cases are with the Attorney-General’s Chambers to decide whether to initiate charges against them or to drop the case.

The Penang government has filed for a judicial review to challenge the claims of illegality thrown at the Voluntary Patrol Unit (PPS) by the federal government.

The 10-point review was filed in the High Court in Penang today as the PPS sees itself as a “political victim” of the BN-led federal government, Chief Minister Lim Guan Eng said.

The state named the Home Ministry, Inspector-General of Police and the Malaysian government as respondents.

“We are seeking a declaration that the PPS was legally established by the Penang government, based on Section 101 (v) of the Local Government Act 1976.

“PPS is not a society as stated in the 1966 Societies Act,” Lim told reporters after the judicial review application was filed.

He said the application also seeks an order of certiorari to overturn the Home Ministry’s declaration on Nov 3 last year that PPS is an “illegal” organisation.

Lim said an order is also being sought to bar the respondents or any of their officers, staff or agents from entering any premises, seizing any belongings related to PPS or arresting or detaining any of its members.

“We are seeking a mandamus order to compel the respondents to return jackets, equipment, logos, weapons or documents belonging to PPS, which have been seized, to the state government,” he said.

The state is also seeking compensation for general, aggravated and exemplary damages, to be determined by the court.

Mkini journalist arrested for sedition

Malaysiakini journalist Susan Loone has been arrested under the Sedition Act over her interview with Penang executive councillor Phee Boon Poh.

She is expected to be released on police bail around 8pm today. Loone was questioned at 3pm after arriving at the Northeast District police headquarters.

Loone and the online news portal are being investigated under Section 4(1)(c) of the 1948 Sedition Act for publishing an and interview she did with Phee, which is deemed seditious, when he was in police custody early on Monday, on his role in the state’s Voluntary Patrol Unit (PPS).

Loone said that she was contacted by one ASP Jamal to give her statement at 11.30 last night.

“I was only doing my job as a journalist. I called Phee and he responded to my call, I asked him a few questions about his experience at the police station, and he gave me his answers. I wrote what he said, there was nothing more to that,” said Loone.

Cops to grill Penang exco for sedition, after controversial volunteer unit booking

GEORGE TOWN, Sept 3 — Penang state executive councillor Phee Boon Poh joined a growing list of politicians, a law lecturer and a reporter who are being investigated for sedition over an alleged remark made to news portal Malaysiakini Monday.

Northeast district police chief Mior Faridalatrash Wahid said since they are investigating Malaysiakini and its reporter Susan Loone over what Phee said, they needed to question the assemblyman too.

“One, we investigate for writing and publishing it and another, we have to investigate for allegedly saying it,” the assistant police commissioner said when contacted.

GEORGE TOWN, Sept 3 — Malaysiakini and its Penang-based reporter, Susan Loone, will be investigated for sedition over a report on a police crackdown on the state’s volunteer patrol unit (PPS), becoming latest targets of an ongoing suppression of public dissent by authorities.

Penang police chief Datuk Abdul Rahim Hanafi said Loone and the news portal will be investigated under Section 4(1)(c) of the Sedition Act for publishing allegedly seditious materials.

Perkasa lodges 10 police reports against Mkini journalist

Ten police reports have been lodged against online news portal Malaysiakini and its Penang-based assistant editor Susan Loone over a news report which allegedly defamed the police.

The reports were lodged by Perkasa and 13 other NGOs which called themselves ‘The Coalition of Penang Malay Representatives’ at the Jalan Pantai police station in Penang at about 6pm yesterday.

The NGOs urged the police to probe the article headlined ‘Disoalsiasat selama 4 jam, dakwa dilayan seperti penjenayah‘ published on Monday on Malaysiakini’s Bahasa Malaysia site.

The news report is a translation of Loone’s article, ‘Exco man grilled for four hours, treated like a criminal‘, also published on the same day.

According to the report lodged by Penang Perkasa Youth chief Mohd Rizuad Mohd Azudin, the Malaysiakini article is “seditious”.

“It (article) intends to sow public hatred and anger against the police,” Rizuad said. “The question is if Phee claimed he was treated like a criminal, how can he be interviewed over the phone?

Mohd Rizuad (left) urged Penang police chief Abdul Rahim Hanafi to initiate action against Loone for defaming the police force as the writer had intended to “tarnish the image and credibility of the police”.

Abdul Rahim, when asked about Phee’s comments on Monday, had reportedly brushed the claims aside as the exco’s “personal opinion” and said the police had followed standard operating procedures.

The mass scale arrests of the Penang Voluntary Patrol Unit (PPS) is fast ballooning into a massive public relations disaster for the Royal Malaysian Police besides greatly damaging the reputation of their inspector general.

The place, the timing, the manner in which the arrests were carried out, even the mis-communications that persisted cannot be treated lightly because online media has the deadly means to fast-track these developments into the social foyer, leading to unimagined damage to reputations that is hard to fix, even with quick redress.

As it stands, online media is flooded with criticisms against the police force, with many targeting the IGP in particular. The streets are abuzz with talk of Malaysia becoming a brutal police state.

People are combing through the history cupboards of the police force as they strive to voice their disapproval of the showdown by the police in regard to the PPS.

GEORGE TOWN – The Penang DAP Government today wants confirmation of the claims by Penang Police Chief Datuk Abdul Rahim Hanafi that 11 of the 156 members of the Volunteer Patrol Unit (PPS) detained last Sunday have criminal records.

Chief Minister Lim Guan Eng said the state government was also working to confirm whether there was a police report or accusation made about the 11 members when they were voluntarily carrying out their duties in the PPS.

“The Penang state government stresses that no member of the PPS will be protected if they have committed an offence or violated the law, but they are fully subject to the law.

“The people of Penang can show proof of the good work done by the PPS, especially in helping the public and the police by carrying out community police work,” he said in a statement here today.

GEORGE TOWN: PENANG police have extended their dragnet to haul the remaining members of the illegal Penang Voluntary Patrol Unit (PPS), said to be close to 10,000.

The statewide crackdown will make it the single largest arrest ever by the country’s law enforcement agency against an illegal organisation.

State police chief Datuk Abdul Rahim Hanafi said police would go door to door in its search.

“We have asked them to surrender. If they don’t, we will catch them. We will go by areas and look for each and everyone of them,” he said yesterday, adding the crackdown on the body came under Section 43 of the Societies Act, 1966, for failing to register with the Registrar of Societies (RoS).

Will cops come after me now, asks Guan Eng over PPS arrests

After challenging Tan Sri Khalid Abu Bakar to a debate on the legitimacy of the state Voluntary Patrol Unit (PPS), Lim Guan Eng wondered when police would come after him over the unit.

The Penang chief minister said the inspector-general of police should face him in an open debate if he was brave.

“I challenge him to an open debate regarding what he said about PPS in his speech which was absolutely irresponsible,” said Lim.

Lim alleged that Khalid was using the police force to arrest executive councillor Phee Boon Poh and eventually record his (Lim’s) statement.

“We are not strong like him. We are weak but we believe in the truth and that makes us strong.

“Perhaps I should ask Khalid when I would be arrested. I will wait for him,” said a tired Lim to reporters outside the Northeast district police headquarters in Jalan Patani today.

He said the state government would not yield to the pressure of Khalid’s threat and stood by the truth that PPS was a legal entity.

Penang suspends PPS pending court challenge

The Penang government today suspended the activities of the state’s Voluntary Patrol Unit (PPS) after 156 of its members were arrested by police yesterday.

The decision, announced by the state excecutive council after its emergency meeting today, is pending a bid to challenge the authorities’ declaration that the PPS is an illegal organisation.

“The exco has decided to ‘rest’ PPS members from all activities in Penang until a court decision is made on the legality of PPS,” the exco said in a statement this afternoon.

“We hope that the local community can replace the role that was played by PPS which had helped with community policing,” it added.

The statement was also endorsed by all 30 Pakatan Rakyat assemblypersons in the state.

The state government also decided to provide the PPS members with RM200 for every day they have been arrested, in order to cover “damages” resulting from the arrest.

Reports of PPS members testing positive for drugs are lies, says Guan Eng

Penang Chief Minister Lim Guan Eng has denied media reports that a few of the arrested members of the Voluntary Patrol Unit (PPS) have been tested positive for drugs after failing their urine tests.

He said several of the senior citizens, who were part of the PPS contingent taken into custody yesterday by police, had consumed medication, and this had contributed to the test results.

He said the seniors were among 20 people, comprising women and those above the age of 60, released on police bail early this morning.

“When the police saw the medication that they had taken, police knew that they were elderly and needed the medicines, and they were released,” Lim said at a press conference after meeting with state executive councillors and Pakatan Rakyat lawmakers in Komtar today.

“I wish to refute attempts by irresponsible parties in the media trying to raise doubts about the PPS members,” he said.

George Town OCPD Asst Comm Mior Faridalathrash Wahid said the men, aged between 26 and 64, would be  investigated under the Dangerous Drugs Act 1952 and the Societies Act 1966.

Khairy slams PPS, asks why Penang did not work with Rakan Cop

PETALING JAYA: Youth and Sports Minister Khairy Jamaluddin (pic) has criticised the Penang Voluntary Patrol (PPS) unit, and questioned why the state government had not worked with the Royal Malaysian Police’s Rakan Cop programme.

“Penang state government should have worked with @PDRMsia’s Rakan Cop instead of forming illegal PPS.

“The police already have the Rakan Cop programme Community oriented policing. Why did you need to form your own army in Penang?” he tweeted on Monday.

Khairy also posted a photo of PPS members setting up DAP flags on George Town streets.

“The PPS is there to look after the safety of the people of Penang. Does setting up DAP flags count as crime eradication activities?” quipped Khairy.

“This is dangerous, I saw pictures of the Penang chief minister with a purple vest, there were ranks. But (they are) not registered. It’s dangerous,” he was reported to have told media after an aerobics session on Monday morning.

Penang exco grilled for 4hrs, treated like ‘criminal’

Phee Boon Poh, the chairperson of the Penang Voluntary Patrol Unit (PPS) who was arrested yesterday, claimed that he was interrogated by the police for four hours and was treated like a “criminal”.

“They asked me all sorts of questions, snap my photos and took my fingerprints just as they would do to a criminal,” said Phee in a telephone interview with Malaysiakini at about 1.30am.

The Penang state cabinet member who is in charge of PPS was arrested at the Northeast District Police Headquarters on Jalan Patani at about 4.30pm yesterday after his statement was recorded.

“I do not blame the police, they were very nice to me. They are victims of circumstances,” said Phee.

“But so am I – I am also a victim of circumstances,” add the exco who holds the caring society and environment portfolio.

So far, seven women and 13 PPS members above 60 are to be released this morning, while last night, three were sent to the hospital after they complained of feeling unwell.

Phee spent the night with other PPS members in the police lock-up, some sleeping on the floor as there was not enough beds available.

“At least, my men know that I have not abandoned them and that if they have to spend the night in a lock-up, so would I,” said the 62-year-old politician with a distinctive crop of snow-white hair.
Phee did not get to see his wife and daughters who were waiting outside the gate of the police headquarters.


Penang Chief Minister Lim Guan Eng, who was with Phee when he was arrested at 4.30pm yesterday, met Phee’s family around midnight and advised them to “go home and rest”.

Lim, who also gave his statement to the police, remained with Phee at the state police headquarters until after midnight.

Lawyers: PPS arrests wrongful, cops liable to be sued

KUALA LUMPUR, August 31 — The arrests of 154 Penang volunteer patrol unit (PPS) members including senior citizens and women were unlawful as the organisation has not been banned and could leave police open to lawsuits for illegal detention, several lawyers said today.

Executive director at Lawyers for Liberty Eric Paulsen pointed out that the authorities must go through the necessary process of gazetting the PPS as an illegal organisation — as they did with Hindraf in 2008 — before action could be taken against the organisation.

Paulsen said until this was done, arresting PPS members for participating in an unregistered society was contentious.

“The arrests are extremely doubtful because being a member of an unregistered organisation is not an offence,” he said.

Paulsen acknowledged that those arrested may be charged under the Societies Act were the PPS gazetted as illegal. “As for now, it looks like politically-motivated arrests and detention,” he told Malay Mail Online when contacted.

Civil liberties lawyer Syahredzan Johan similarly questioned the arrests, pointing out that the PPS being unregistered did not automatically render it unlawful.

“Unless an application has been made to Registrar of Societies and it has been rejected, then a society only becomes unlawful by an order of the (home) minister.

“Here, it does not seem that any of these circumstances apply to PPS. So they are not an unlawful society,” he said.

Meanwhile, DAP legal bureau chief Gobind Deo Singh has demanded the unconditional release of all 154 members, stating that their detention reflects poorly on the police force.

“What do we achieve by making mass arrests of citizens who volunteer themselves to keep their state safe?

“What crime have these people committed so as to deserve arrest and detention?” he said in a statement today.

Gobind said the mass arrest made a mockery over the federal government’s urging for members to the public to help fight crime.

“Instead of focusing on criminals and improving safety, the police act against citizens who are committed towards fighting crime,” he said.

IGP Khalid likens PPS to ‘gangsters

Inspector-General of Police Khalid Abu Bakar has likened the Penang Voluntary Patrol Unit (PPS) to gangsters after the outfit continued with its activities despite being declared illegal by the authorities.

“They should have written to the Registrar of Societies (ROS) to ask for an explanation or use other legal channels to enquire about the orgnisation being declared illegal.

“Instead they decided to challenge the country’s laws by challenging and threatening the police to take action and insisting that they will continue on with their activities.

“This is the sort of action by gangsters,” he told the media today.

As such, Khalid said police was forced to arrest the PPS members for investigation.

He added that the members may be detained overnight if police cannot complete its investigation in time and they may be remanded after the holidays.

Lawyers For Liberty executive director Eric Paulsen took a swipe at Inspector-General of Police Tan Sri Khalid Abdu Bakar for his lack of professionalism in applying the law fairly.

“Khalid has not changed for the better despite him being found liable by the High Court and the Court of Appeal recently for being responsible for the custodial death of A.Kugan in 2009 because he did not follow procedures,” he said.

Khalid, in that case, was specially pointed out for abusing his authority while in office.

Bad judgement by cops in arresting anti-crime volunteers, say shocked groups

Civil society and lawyers expressed shock over the high-handedness of the police in arresting Penang’s Voluntary Patrol Unit (PPS) members shortly after their participation in a state-level Merdeka celebration today.

They said the untimely act at a patriotic event was a bad judgement that put the Federal law enforcement agency in a negative light.

They said the incident occurred due to strained Federal government-state relationship and citizens became the victims.

Lawyers For Liberty executive director Eric Paulsen said the mass arrests were a clear abuse of power by the police as it is seen to have been carried out only because the PPS was linked to the DAP-led Penang government.

“The people linked to the PPS have not committed any crime but on the other hand they worked to ensure the safety of the ordinary citizens and visitors to the state,” he said.

Paulsen said there was double standards practised when Home Minister Datuk Seri Ahmad Zahid Hamidi had even endorsed questionable organisations like Pekida and Tiga Line just because they were supportive of the government.

Suaram executive director Yap Swee Seng (pic, right) said he doubted very much police had the power to arrest PPS members just because they were not registered with the RoS.

He said it had been legally pronounced that any unregistered society could function as long it was not a threat to national security, public order and morality.

Yap said an unregistered society must not be equated with an illegal entity and this had been affirmed in a 2012 High Court ruling brought by electoral reform group, Bersih 2.0.

“You cannot declare a society illegal just because it has not been registered,” he said.

PPS head Phee Boon Poh detained

GEORGE TOWN: Penang executive councillor Phee Boon Poh, who is chairman of the Penang Voluntary Patrol (PPS), has been detained.

He was detained after he gave his statement at the district police station in Patani Road here on Sunday.

Seri Delima assemblyman R.S.N. Rayer, one of the lawyers assisting the 154 PPS unit members detained after the Merdeka parade, confirmed that Phee was detained.

DAP MP Ramkarpal Singh confirmed that the 154 PPS members will be detained overnight and remanded tomorrow. 
 
“Police have denied their rights to legal representation. Lawyers can merely visit them unofficially but are not allowed to accompany them when their statements were recorded,” Ramkarpal said.
 
He expressed regret that the police are not able to say under which law the men were arrested.

Guan Eng to IGP: See you in court on PPS

The Penang government is prepared to go to court to prove the legality of the voluntary patrol unit (PPS) where 154 of them were detained by police after participating in the Merdeka parade this morning.

Speaking to reporters outside the Northeast Police Headquarters in Jalan Patani, Chief Minister Lim Guan Eng said the state is confident of the legality of the PPS which was set up in 2010 to respond to disasters and provide community service to the public.

“We – the state executive council members and I as chief minister – are fully responsible for the PPS, for they were formed as a state government body, under state powers, there is no need for the IGP’s threat to raid their homes in search of those responsible,” Lim said.

Lim was responding to Inspector General of Police Khalid Abu Bakar’s warning to the PPS members to surrender of face a raid at their homes.

Khalid has deemed illegal the voluntary team – which has 200 over teams and over 7,000‎ members to date – as the group was not registered with the Registrar of Societies.

Lim then announced that all activities by the volunteer group will be withheld for the next 24 hours as the comrades of those arrested wish to show support and solidarity to their friends.

“We will make a further announcement about this matter tomorrow after a meeting,” Lim said.

The DAP secretary-general said so far four lawyers – more will be roped in – are assisting to secure the release of the PPS members.

IGP calls on those responsible for PPS to surrender

PETALING JAYA: Inspector-General of Police Tan Sri Khalid Abu Bakar has warned those responsible over the Penang’s Pasukan Peronda Sukarela (PPS) unit to surrender before police raid their homes.

Khalid commented on the action taken on PPS in Penang via his official Twitter account @KBAB51 on Sunday.

“Tindakan @PDRMsia keatas PPS di PP – elok lah mrk yg bertanggungjawap keatas PPS ini segera menyerah diri sebelum kami serbu kediaman.” (@PDRMsia action on PPS in PP – it is best that those responsible over PPS surrender themselves immediately before we raid homes.)

Some 154 PPS unit members, including seven women, were escorted to the Beach Street police station soon after they took part in a state-level Merdeka procession in Penang.

It is learnt that the group will be sent to the George Town police district headquarters to records their statements.

The group of PPS members marched past the VIPs during the celebration in Esplanade at 10.10am on Sunday.

As soon as they reached the state legislative assembly in Light Street, about 50 policemen then escorted them to the police station.

There is currently a strong police presence guarding the Beach Street police station, and several police trucks were also seen parked outside.

Several elected representatives were also seen there.

Penang Chief Minister Lim Guan Eng has vowed to defend members of the Penang Voluntary Patrol Squad (PPS) from any police action for simply being associated with the body.

“The Penang state government will provide lawyers and legal funding to defend any PPS member who is wrongly arrested by police, not for any criminal wrongdoing, but merely for being a good Samaritan and helping the public.

“This follows the bullying threats by Inspector-General of Police (IGP) Khalid Abu Bakar who said that police will arrest members of the PPS if they continued their activities,” said Lim in a statement this afternoon.

Lim also said that PPS was set up by the state government four years ago and its legality had never been questioned until now with local police even cooperating with the body.

‘Is police force punished for bad apples?’

He said PPS was no different than the local development and safety village committees (JKKK) which are also not ROS registered.

Lim said an isolated assault case should not cause the entire PPS to be penalised.

“Why should the nearly 10,000 members in PPS be punished for the wrongful acts of one member?


“If that is the case, can the IGP answer whether the entire 120,000 police force should be punished just because of the criminal acts of several policemen committing crime, beating up people, even causing death whether in lock-ups or during interrogations?” he said.

IGP accuses Penang PPS of straying from mission

Police will arrest members of Penang Voluntary Patrol Squad (PPS) if they continue the activities of the illegal society.

Inspector-General of Police Khalid Abu Bakar said the PPS appeared to have strayed from the original objective of its establishment four years ago, that is to serve the community.

“The PPS members have started hitting people, some journalists had been beaten, people who disagreed with them were also beaten… at least two police reports have been lodged by the public and the journalists concerned.”

Khalid said this in response to the remarks by PPS leader who challenged the IGP’s statement on the ban on PPS made by the Registrar of Societies (ROS).

“In its early years, the police viewed the PPS as a society that served the people, but recently, PPS was seen to have strayed from its original objectives… their patrolling activity to protect public safety is no longer being carried out,” he said.

Last Tuesday, Khalid was reported to have issued a statement that the PPS had been deemed an illegal society under Section 41 of the Societies Act as it was not registered as a society under ROS.

Penang’s voluntary patrol squad (PPS) has now been accused of being “DAP militants” as the team have been found to be doing the party’s work, claims an opposition leader.

Parti Cinta Malaysia’s (PCM) Huan Cheng Guan said the group was seen to be involved in party activities such as putting up DAP flags during the recent Bukit Gelugor by-election.

Huan, a former Batu Kawan MP, was a candidate in Bukit Gelugor but lost the polls to Ramkarpal Singh, in a four-cornered fight which included two Independent candidates.

Huan challenged claims by the state government that the PPS was “non-political”.

He also questioned the need for them to carry batons and sticks, slamming the group for flouting the law when parking their containers on pedestrian walkways or by the roadside.

Huan said the group was akin to PAS’ unit amal (security unit) and PKR’s Solidariti Anak Muda Malaysia, which comprise mostly youths.

“We don’t have a problem with DAP having such a group but why are they paid with state money?” he asked at a press conference today.

“Why not use their (DAP) funds, for if they do so, then they can use the PPS for their own work,” he said.

The PPS, a uniformed group chaired by Phee Boon Poh, state executive councillor for caring society and welfare, was in the spotlight after businessman Ong Eu Soon, 51 lodged a police report claiming he was assaulted by two men in PPS uniforms while attending a dinner at a temple in Air Itam.

Penang security men say Ong hit them first

Two members of Penang’s voluntary patrol unit (PPS) have lodged police reports against businessman Ong Eu Soon, to counter Ong’s claim that they assaulted him.

This come after the duo – Lee Yew Kuan, 66, and Lee Chan Kwong, 35, were picked up by police yesterday to assist in the probe involving Ong, who claimed he was physically assaulted by two PPS members at the Farlim market on Sunday night.

Countering the claim, Chan Kwong said that a stranger later identified as Ong had approached him at the Farlim Market at 11pm and pushed him off his motorcycle causing bruises on his left arm.

“The man, who wore a blue t-shirt and black trousers was upset with me before he pushed me off the bike.

“A friend, Lee Yew Kuen came to my help, Ong had acted aggressively and hit my friend’s head with a stick. There was blood on his head,” Chan Kwong said.

“So I lodged a police report at the Jalan Patani police station about 11.35pm yesterday, because I fear for my life,” he added.

Penang critic claims state security assaulted him

Ong Eu Soon, a vocal critic of the Pakatan Rakyat government, claimed he was physically assaulted by several men wearing the state’s voluntary patrol unit uniforms in Farlim, Penang, last night.

Ong said the incident occurred about 10.45pm while he was attending a Chinese temple dinner held in front of the Farlim market.

“Suddenly, several men wearing the voluntary patrol unit (PPS, Pasukan Patrol Sukarela) approached me and attacked me with their helmets,” Ong stated in a police report lodged at the Bandar Baru police station.

“I was kicked and punched, there are bruises on my body, my eyes are swollen and my spectacles are broken,” he added.

“It was the public who eventually came between us and stopped their attacks,” said  Ong, 51, without specifying how many men allegedly attacked him.

Meanwhile, Parti Cinta Malaysia vice-chairperson Huan Cheng Guan who is assisting Ong in the matter said the state government should disband the PPS if they cannot control the team.

“How come a uniform unit beat people up? I urged police chief Abdul Rahim Hanafi  and the Home Ministry to look into this matter seriously,” he told Malaysiakini.
