Teachers protest against SPPBS: Kami Mahu SPPBS Dimansuhkan

UNCALLED FOR REMARKS FROM NUTP!
Suara Guru Masyarakat Malaysia (SGMM) has been branded as an illegal group by NUTP secretary-general Lok Yim Pheng.
As reported by online portal fz.com, the National Union of the Teaching Profession (NUTP) president Hashim Adnan said Mohd Nor Izzat should “thank his lucky stars that he was not shot for dissent like teachers in some other countries”.
That is uncalled for, and cruel, and has the purpose of rubbing salt into a raw wound. The poor guy has been transferred: where is your sympathy for a colleague, NUTP?

Teacher asks NUTP for mutual respect
Suara Guru Masyarakat Malaysia (SGMM) working committee chief Mohd Nor Izzat says he was simply not satisfied with the circumstance of his transfer to another school.
PETALING JAYA: The teacher who led a protest demonstration against the school-based assessment (SBA) system, Mohd Nor Izzat Mohd Johari today asked that the National Union of the Teaching Profession (NUTP) give him due respect.
As reported by online portal fz.com, the National Union of the Teaching Profession (NUTP) president Hashim Adnan said Mohd Nor Izzat should “thank his lucky stars that he was not shot for dissent like teachers in some other countries”.
Mohd Nor Izzat told FMT today that as the union was an established institution, it should not look down on him.
“Who am I to talk about them? Likewise, who are they to talk about me? They should respect me too although I am a so-called inexperienced teacher,” he said.
He explained that he was not kicking up a fuss over his transfer, but on the circumstance leading up to the transfer.
“Every time we give suggestions to the Education Ministry, this is what they do. We are only giving our views and positive criticism.
“But what we get in return is a transfer. Is that fair?”

School-based assessment will resume after review and amendments, says minister
While stressing that the school-based assessment (SBA) will not be abolished, Education Minister II Datuk Seri Idris Jusoh (pic) said the amendments made to it will be announced on April 1.
The education ministry, he said, would still go on with the SBA system as this is what is “wanted by the people”.
…
“We will continue with the SBA because this is what the people want. We will definitely not abolish it, just postpone its implementation to improve it,” he said at a press conference in University Malaya in Kuala Lumpur today.
The Education Ministry had yesterday said it had suspended implementation of the SBA, which had received considerable flak from teacher pressure groups, pending a review.

Teacher’s transfer order did not come from me, says Muhyiddin
Education Minister Tan Sri Muhyiddin Yassin today denied that he was involved in transferring a teacher who had spearheaded a protest against the student-based assessment (SBA) system to a rural school in Pahang last week.
He said that the transfer order could have come from the district education office but the reason behind it was still not known.
“I want to state that I did not come out with any order to take any action against any teacher, including those in the Suara Guru-Masyarakat Malaysia (SGMM),” Muhyiddin, who is also the deputy prime minister, said.

PBS put on hold until further notice
KUALA LUMPUR: Teachers do not have to continue implementing the School-Based Assessment (PBS) until further notice.
Education director-general Datuk Dr Khair Mohamad Yusof said the Education Department would only announce the results of the PBS review after Education Minister Tan Sri Muhyiddin Yassin is satisfied with the proposed improvements.
The changes will take into account the ministry’s latest findings, teachers’ grievances, and public outcry, including that of Suara Guru Masyarakat Malaysia (SGMM), Khair said in a statement Sunday.
“The Ministry has taken the initiative to re-examine the PBS implementation in order to reduce teachers’ workload by focusing on the frequencies of teachers entering the data, including filling in pupils’ performance evaluation record cards which can be burdensome,” he said.
He said the recently set-up, Ministry-level PBS taskforce would hold a weekly meeting to review and evaluate the progress of each action taken in scrutinising the system.

Teachers show up at rally
Lending support: Members of the public signing the petition to demand the abolishment of the PBS during the protest organised by Suara Guru-Masyarakat Malaysia.
BANGI: A group of teachers showed up at a rally to protest against the school-based assessment system (PBS) with many saying they were not afraid of the repercussion of joining in the protest.
Two of the rally leaders had been “punished’’ recently for joining in the event organised by Suara Guru-Masyarakat Malaysia (SGMM).
SGMM working committee head Mohd Nor Izzat Mohd Johari claimed he was given a transfer order to a school 80km from his current base while English teacher Mokhtar Razak Badri claimed he was sacked in a letter sent to him on Feb 6.
Left with no avenue to voice their objection against the controversial system, a teacher who showed up yesterday described his situation as “being at the end of the road”.
…
The protest ended with a resolution to call for the abolishment of the PBS system with a five-point memorandum dubbed the “Bangi Declaration” that SGMM wanted to submit to the ministry and Parliament

Persatuan Gerakan Kebangkitan Pendidik Kebangsaan (Pendidik) president Normala Sudirman criticised the Education Ministry for victimising teachers who spoke out against the system.
“Teachers who have dared to criticise the system have been suspended, transferred numerous times and even sacked,” she said.
“In the past two weeks, Pendidik has received more than 100 complaints from teachers who have been disciplined by the Education Ministry.”

Teachers vow to continue demanding for abolition of school-based assessment system
By LEE SHI-IAN
February 22, 2014
A teachers’ working group today vowed to continue their calls for an end to the school-based assessment system (SBA).
Suara-Guru Masyarakat Malaysia (SGMM) chief Mohd Nor Izzat Mohd Johari said a memorandum had been drawn up and would be handed over to Prime Minister Datuk Seri Najib Razak.
“The SBA is creating a generation of Malaysian students who are passive, cannot be bothered to think, are non-competitive and have lost their creative edge,” Nor Izzat said.
…
The group had originally planned to protest at the Education Ministry today against the system, but instead gathered at the Bandar Baru Bangi mosque to discuss the issue.
“We will push the memorandum through any avenues and channels available until it reaches the right ears because the issue needs to be resolved once and for all,” Nor Izzat said.
He said the SGMM, along with 20 NGOs and seven respected academicians, would also hand over a copy of the memorandum to the Yang diPertuan Agung.
“The future of generations of Malaysian students is at stake, because the system is clearly flawed and a waste of taxpayer funds,” he added.

THE WRATH OF THE EDUCATION MINISTRY!
1. TRANSFERRED!
Mohd Nor Izzat, an Arts teacher from Pahang, was served with a transfer notice a day before the protest, transferring him to another school more than 80km from his home.
2. SACKED!
Johor teacher, Mokhhtar Razak Badri who was at the protest, claimed that he was sacked by ministry for opposing the PBS system and PPSMI (Teaching of Maths and Science in English) policy earlier.
He said he received the letter of dismissal on Feb 6 without being given a chance to explain himself after his suspension from duty since 2012.
“No valid reason was also given for my suspension except allegations that I failed to attend to classes and do my duty in 2008 and 2009,” said Mokhtar Razak who sports a ponytail.

About 100 teachers turn up to protest against PBS system
BANGI: About 100 teachers turned up to protest against the Government’s lack of sincerity to review the school-based assessment (PBS) system.
The group led by Suara Guru-Masyarakat Malaysia (SGMM) demanded the abolishing of the PBS system during the protest at a hall near a mosque in Bandar Baru Bangi.
SGMM working committee head Mohd Nor Izzat Mohd Johari said instead of addressing the flaws within the PBS system, the Education Ministry tried to cover up the weaknesses highlighted by teachers.
“We have waited for three years since PBS was first implemented. Yet the online PBS application system is still running at a very slow speed,” Mohd Nor Izzat told reporters on Saturday
during the protest which was also attended by several NGO representatives.

Suspend school-based assessment, revoke teacher’s transfer, says DAP MP
KUALA LUMPUR, Feb 22 — DAP’s Ong Kian Ming demanded today for the education ministry to suspend the allegedly flawed School-Based Assessment (SBA) system and revoke the transfer of a teacher, who has been one of its biggest critics.
He said the ministry should revert back to an exam-based system this year, especially for Form 3 students.
“In the meantime, the minister should set up a special taskforce to re-examine the suitability of the SBA for the Malaysian education system and whether it will help address the crisis of confidence in our education system that has seen our PISA (Programme for International Student Assessment) and TIMSS (Trends in International Mathematics and Science Study) ranking plummet to an all-time low.
“I also call upon the minister to immediately revoke the transfer of Mohd Nor Izzat Mohd Johari as a show of good faith that the ministry has no intention of punishing those who have criticised the SBA but is willing to hear their views and work with them,” he said in a statement.
Yesterday, news portal The Malaysian Insider reported that teacher Mohd Nor Izzat Mohd Johari, 29, who is the Suara Guru-Masyarakat Malaysia (SGMM) working group chief, was given a 24-hour notice of transfer to a rural school in Pahang.
He was quoted as saying that his protest would go ahead as planned.
He told the online news portal that his good friend and colleague, Mohd Zulkefli Seman, who teaches at the same school in Jerantut, Pahang, also received a transfer letter yesterday morning.
Although Zulkefli is not a SGMM member, Nor Izzat said he had accompanied him to meet with Education Minister II Datuk Seri Idris Jusoh last year.

SGMM head undeterred over transfer order; to continue protest against PBS system
PETALING JAYA: Just a day before the planned protest on the school-based assessment (PBS) by teachers, Suara Guru Masyarakat Malaysia (SGMM) working committee head Mohd Nor Izzat Mohd Johari was shocked to receive an order from the state education department to transfer to a school, 80km from his home.
“It is totally unexpected. The drastic action shows the hard-handed attitude by the ministry towards teachers who are outspoken about an education policy which does not work,” said Mohd Nor Izzat when contacted on Friday.
The transfer, which will take immediate effect, was conveyed to him on Friday in a letter dated Feb 17.
The secondary school Arts teacher said he would discuss with his lawyer on whether he should appeal against the transfer.
He is currently teaching in a secondary school, 25km from his home.

NUTP turns its back on protesting teachers
PETALING JAYA (Feb 21): The National Union of Teaching Profession (NUTP) has practically disowned Voices of the Malaysian Teachers Community (Suara Guru Masyarakat Malaysia – SGMM) over their protest over the School Based Assessment (Pentaksiran Berasaskan Sekolah – PBS) system scheduled for tomorrow.
Union secretary-general Lok Yim Peng told fz.com that NUTP does not recognise SGMM, the newly formed NGO that is protesting against the implementation of the much maligned PBS.
“They are not a registered body. They are nothing. Who are they? Why is the press recognising them? They are not an organised body; they are a loose body and the Ministry isn’t even bothered with them.
“I won’t respond to their protest because to us, if they really want to fight, they should do it the proper way. As far as we are concerned, we are negotiating with the government and we know what’s going on,” a vitriolic Lok said when contacted.
She further condemned the group, saying that they have a “political agenda” and the true representation of the teachers lie with the 200,000-member strong NUTP.
“We represent 200,000 teachers here. We have the majority in the Peninsula. I think they’re all (there) with a political agenda. That’s why we’re not going for this. Our purpose is the workers and the teachers,” said Lok.

Education Ministry sets up ‘war room’ to respond to PBS
KAJANG: The Education Ministry has set up a ‘war room’ to respond to teacher’s problems with school-based assessments or PBS.
Deputy Education Minister P. Kamalanathan said that the ministry was working to rectify the issues with the PBS.
“I have tried logging on to the (online) system myself, and it took me a long time just to key in one student’s data.
“The PBS is a good system, it has been successful in many other countries, but we just need to iron out the implementation.
“This is why the ministry has set up a ‘war room’ and a hotline for teachers to report the problems that they’re facing,” he told reporters during his visit to SK Jalan Simpangan 1 and 2 here on Thursday.

NGOs back teachers ahead of anti-SBA protest

Student group Gabungan Mahasiswa Islam Se-Malaysia has condemned an attempt to label another protest, this time by teachers, as being out to ‘topple the government’.
Its president Abdul Malik Ab Razak said it is regrettable that government officers are now apeing ministers in coming up with immature remarks and being insensitive to teachers’ needs.
Abdul Malik was referring to a statement by Shafruddin Ali Hussin, president of the Council of District Education Officers Malaysia, in relation to the planned protest against the school-based assessment system (SBA).
The ‘222 Mansuh PBS’ (222 Abolish SBA) is scheduled to be held at the Bandar Baru Bangi mosque in Selangor from 1pm to 4pm on Saturday.
Teachers have complained that the new system means that they have to spend a significant amount of time on data entry on students’ performance, on top of their teaching duties.
Shafruddin, who claimed that the protest organisers are “being used by certain quarters”, had urged school principals nationwide to ensure that the teachers do not take part in the protest.

Teachers to protest despite minister’s ‘pacification’

Teachers will continue with the demonstration to demand the scrapping of the Pentaksiran Berasaskan Sekolah (PBS, School-based Assessment) despite Education Minister Muhyiddin Yassin’s claim that the ministry is studying the matter.
Organiser Mohd Nor Izzat Mohd Johar said that this is because Muhyiddin’s statement was merely to “placate” teachers and “divert attention” from the serious issue of education.
“I am embarrassed that the education minister and the ministry is twisting facts on education,” he said scathingly.
In a statement today, he added that there is no point only studying the matter now when the problem has been long-standing, starting from the PBS roll-out three years ago.
“Should we now have a laboratory to study the PBS? If so, then will there be a pilot project? Will this pilot prove the system is not working?” he asked cynically.
“I stress that Himpunan 222 Mansuh PBS (Feb 22 Abolish PBS Rally) must continue until PBS is scrapped and it the uprising of teachers will be a landmark moment in the history of education in Malaysia,” he said.
Muhyiddin, who is also deputy prime minister yesterday said that the ministry is studying the complaints.
He said that pending the completion of the study in April, teachers will not have to input data into the problematic online system, but instead have to record the student assessments manually.

Teachers going ahead with protest against school-based assessment system
A teachers’ pressure group is going ahead with its protest at the Education Ministry against the new student-based assessment system (SBA) and has rejected calls for it to halt the plan and return to the dialogue table.
Suara Guru Masyarakat Malaysia or Teacher-Community Voices Malaysia (SGMM) spokesperson Mohd Nor Izzat Mohd Johari said the group was adamant about calling for an end to the three-year-old system before it was used on Form Three students this year.
This is because Form Three students have to sit the crucial Penilaian Menengah Rendah exams at year-end.
They fear that weaknesses in its implementation and the overall confusion by a majority of teachers and school administrators on how to implement SBA would affect the Form Three students’ PMR, said Mohd Nor Izzat.
“We have had three years for the ministry to repair weaknesses in the system. But the ministry does not appear to be improving the SBA but covering up its weaknesses.
“The minister’s (Datuk Seri Idris Jusoh) call to have a dialogue is hypocritical. If he wants to meet and talk to us, then come on February 22,” said Mohd Nor Izzat, referring to the protest date.

Teachers to hold protest against school-based assessment
A teachers’ pressure group is planning to hold a protest at the Education Ministry at the end of this month to demand that Putrajaya end its ambitious three-year-old pupil assessment programme.
The protest, a rarity for the profession, reflects growing discontent among teachers with Putrajaya’s implementation of the school-based assessment (SBA) system, said a spokesman from Suara Guru-Masyarakat Malaysia (SGMM).
This is despite repeated assurances from Putrajaya that the SBA was necessary as part of reforms to the national education system and that kinks in the system would be worked out by April.
SGMM working group chief Mohd Nor Izzat Mohd Johari said the protest, dubbed #himpunan222kpmputrajaya, would be held on February 22 in front of the ministry in Putrajaya.
“We are holding it on Saturday to give more teachers the opportunity to make it there and also not to take time away during the weekdays from our responsibilities,” said Mohd Nor Izzat, who teaches at a secondary school in Pahang.
