KUALA LUMPUR: The National Service (NS) programme which was put on hold last year is expected to hit the ground running again next January with new modules promising to be based on market needs and to prepare youths into the workforce.
Defence Minister Datuk Seri Hishammuddin Hussein said the programme called Transformation 2.0 is also to give a second chance to students and drop outs who do not have a chance to study at higher institutions, private or public institutions.
“They will be able to choose a higher institution of their choice to take 4 to 24 month certificates courses,” he said during the question time at the Senate.
It will focus on soft skills and give students “a second netting security” for those who do not know what to do after their studies. It is to kickstart the future of these youths” he said.

Rape, brawls, deaths reasons enough to scrap NS for good
UMANY also cites food poisoning including questionable safety and cleanliness issues as reasons why National Service programme should be scrapped.
KUALA LUMPUR: UMANY (University Malaya Association of New Youth) has called on the Federal Government to scrap the National Service Training Programme instead of merely suspending it for just this year as part of the revised Budget 2015.

After ten years of the programme, there has been no obvious decline in the crime rate and social problems,” said UMANY in a statement. “Ethnic relations have continued to deteriorate.”
“There’s a high incidence of rape, brawling, food poisoning and deaths at National Service Camps. The safety and cleanliness standards are questionable.”
Besides, added the statement, there’s rampant crony corruption and embezzlement.
The association pointed out that merely suspending the programme meant that the taxpayer continued to fund it by paying the salaries of the National Service Centre operators, coaches, and staff while meeting financial obligations to contractors and suppliers.
“It’s like that they are having paid holidays for a year while those providing outsourced services continue to get paid, under their contracts, although not providing any services.”

Gunung Capital gets RM164.9m job to transport NS trainees
KUALA LUMPUR: Gunung Capital Bhd has secured a RM164.95mil contract from the Ministry of Defence to provide bus transport services for the National Service (NS) trainee programme.
It said on Monday its unit GPB Corporation Sdn Bhd had received a letter of award and acceptance for the contract which would be from Dec 26, 2014 to Dec 25, 2017.
Gunung Capital will provide passenger transportation for NS trainees and trainers, by bus/coach for 82 NS camps, over nine months per calendar year.
This would involve allocating five 44-seater buses for each of 80 NS camps and eight 25-seater buses for each of two NS camps.

Number of NS trainees in Dusun Minda showing ILI symptoms up to 61
ALOR SETAR: The number of National Service (NS) trainees showcasing symptoms of influenza-like illness (ILI) from Dusun Minda Resort in Kuala Nerang, has risen from 54 to 61, seven more than reported Sunday.
Out of the 61, four have tested positive for the H1N1 virus.
ILI symptoms include fever, flu, cough and sore throats.
NS director Datuk Abdul Hadi Awang Kechil reassured worried parents that its medical team had everything under control.

NS Department: Four trainees test positive for H1N1, 54 quarantined
ALOR SETAR : Four National Service (NS) trainees from the Dusun Minda Resort in Kuala Nerang have tested positive for the H1N1 virus.
NS Department director Datuk Abdul Hadi Awang Kechil confirmed the report and said the camp had taken measures to ensure that the virus does not spread.
“Affected trainees are being quarantined in a separate dormitory, away from the camp,” said Abdul Hadi when contacted by The Star.
He said the camp’s medical personnel were informed that the trainees were affected by the virus at 3pm Sunday.
It was reported in The Star Saturday that 52 trainees from the camp had been quarantined due to fever.
Abdul Hadi said the number of those in quarantine had since increased to 54.

Scrap National Service to save cost, Anwar urges Putrajaya

Scrap the National Service to reduce the nation’s deficit, Pakatan Rakyat urged Putrajaya today.
In a press conference at Parti Keadilan Rakyat’s headquarters in Tropicana, opposition leader Datuk Seri Anwar Ibrahim called on the government to review the NS programme.
“We propose that the NS, which has caused the death of 22 teenagers, be stopped next year as a moratorium to allow a parliament select committee to be set up to make revisions or scrap it altogether,” he said.

Time to admit NS is a failure
One wonders who else is getting a hefty cut from the NS programme while the hapless trainees go through unimaginable ordeals in the name of ‘national service’?
Racial brawls, rapes, unsanitary training conditions and now murder – these are the horrifying scenarios that describe the country’s ambitious national service training programme.
From day one in December 2003, the NS (national service) programme has been plagued with casualties and problems. Trainees had died due to food poisoning, had been raped, sexually assaulted, drowned and suffered fatal injuries during training.
In August last year, a trainee died due to leptospirosis which is caused by rat poisoning.
Recently, it was reported that parents of 200 trainees at the NS White Resort camp in Balik Pulau, Penang, had threatened to take their children home after it was revealed that the trainees had to put up with deplorable conditions.

Trainees should boycott NS
Between 2004 and 2008, a total of 339,186 youths had undergone NS training. Statistics show that as of June 2008, 17 deaths had taken place since the NS inception in 2004.
Twelve trainees died in the camps and five others died during breaks or within days of completing their training.
With a NS trainee was bludgeond to death just because he cut the queue, looks like the objectives of the NS programme have never ever been met.
Rapist, bullies, racism and murderers – these are the ‘candidates’ that the NS has succeeded in producing and not otherwise.
The murder of the 18-year-old trainee at the camp in Pahang last Sunday should be the last straw.

Najib had all the time and opportunity to elevate the standard of the NS programme but he chose not to.
So, going by the NS track record, Najib has no choice but to accept that it is a failure and the time has come for the nation’s NS programme to die a natural death.

NS trainee dies after found unconcious in camp
MUADZAM SHAH: A National Service (NS) trainee died at Muadzam Shah hospital here after he was found lying unconscious in a bathroom at a NS camp here early today.
Muhammad Suhaimi Norhamidi, 18, from Kerdau was found in the bathroom by another trainee few minuteas after midnight.
The trainee immediately alerted the camp commandant and the victim was rushed to the hospital, where he was confirmed dead on arrival.

The National Service Training Department (PLKN) White Resort camp operator in Balik Pulau has been ordered to improve on the cleanliness of the area or face drastic action.
PLKN acting director-general Rozainor Ramli said this when visiting the campsite this afternoon.
“We have given the operator a week’s warning to improve on its cleanliness or else we will take serious action,” Rozainor said.
“We will not hesitate to close down the camp if they do not take care of its hygienic aspects within this period,” he added.
Rozainor said his department would not tolerate such a condition as the cleanness of the camp, including accommodation, was its top priority.
The camp operator would be informed verbally about the matter while a report would be filed soon on it, he added.

NS trainees want out of camp

BALIK PULAU: A group of National Service (NS) trainees from the White Resort camp here want to leave the programme over deplorable conditions such as insufficient food and broken toilet locks.
One of the trainees’ brother, who declined to be named, said that he received a call from his sister on Tuesday night, asking him to pick her up from the camp.
“But, I was denied access after travelling all the way from Perak,” he said. “I waited at the office for almost two hours, only to be told that I could not see her.
“She had told me that she could not stand the camp’s unkempt condition. She even found worms in her food. It’s a miracle no one came down with food poisoning,” he said when met at the camp yesterday.

Reporters were not allowed to visit the camp’s facilities and were instructed to wait at the office for more than two hours before being told to leave the site.

Meanwhile, Pulau Betong assemblyman Farid Saad urged the National Service Department to immediately take action against the camp.

The mandatory pregnancy test for young women selected to attend National Service is not only an “infringement of privacy” but could cause more harm than good, said women’s rights groups.
This is because unmarried trainees may be pushed to take “drastic action” to prevent the pregnancy from being detected.
“We don’t want to traumatise these young people (to the extent) that they feel their only resort is to risk a botched abortion,” Women’s Aid Organisation (WAO) executive director Ivy Josiah said when contacted.
Through her experience at WAO, she has found that after mediation, families and the community do provide support for young women even if they are pregnant out of wedlock.
“Families and the community can be understanding but often we find it is the authorities wagging their fingers,” she said, adding that mandatory testing also has an element of shame to it.

The cabinet has decided that female national service trainees must undergo a pregnancy test, said National Service Department director-general Abdul Hadi Awang Kechil.
Abdul Hadi told reporters in Kuala Kubu Baru today that the decision was made last month and the third batch of trainees for this year, which began training two days ago, will be first to be subjected to this test.
He said that those who are found to be pregnant would be able to postpone their training.
“The decision was made following discussions with the defence ministry and studies by the women, family and community development ministry regarding pregnancy tests on draftees,” he said, according to Bernama.

NS dept mulling compulsory pre-training pregnancy tests
The National Service Training Department (JLKN) will speak to the Defence Ministry on the possibility of compelling female trainees to undergo pregnancy tests before participating in the National Service Training Programme (PLKN).
Its director-general Datuk Abdul Hadi Awang Kechil said the move was vital to avoid concealed pregnancies following the delivery of a baby in a training camp in Johor on Wednesday.
“I have to bring the matter to the attention of the top management, especially to Defence Minister Datuk Seri Hishammuddin Tun Hussein, as it involves other authorities, including the Health Ministry and the Women, Family and Community Development Ministry,” he told reporters after closing the training for Group 2 Series 10/2013 at Kampung Hijrah PLKN camp in Penor near Kuantan, yesterday.

NS trainee gives birth in camp toilet
A trainee who was undergoing a National Service (NS) Training Programme at the Sri Ledang Camp in Jementah, Segamat, gave birth to a baby boy in the toilet of the camp today.
Camp supervisor, who found out about the 3am incident, rushed the 18-year-old mother and her baby to the Sultanah Fatimah Specialist Hospital here for treatment.
The baby, weighing 2.7kg, died upon arrival at the hospital, but the condition of the young mother, was not worrying.
Hospital director Dr Selahudeen Abdul Aziz, when contacted, confirmed the incident.
“We will conduct a post-mortem on the baby tomorrow to identify the cause of death,” he said.
Meanwhile, Ledang police chief Supt Harun Idris, when contacted, confirmed receiving a report on the incident, adding that the trainee was in a stable condition. – Bernama, June 19, 2013.

Two National Service camps in Sabah closed temporarily

KOTA KINABALU (March 19, 2013): Two National Service training camps situated in the Eastern Sabah Security Command (ESSCOM) area, will remain closed temporarily for trainee intake, the National Service Training Department (JLKN) said in a statement today.
JLKN said the camps in Sabah will be closed temporarily for trainee intake series 10/2013 that starts on March 30.
Its director-general Datuk Abdul Hadi Awang Kechil said both the NS Camps, namely San Shui in Tawau and Bagai Budi in Sandakan operators, have been informed of the decision that was made in the interest of the trainees and their families.
“142 trainees from Peninsular Malaysia who were assigned to these camps will be sent to five camps around Selangor and Melaka instead,” he said.
He added that letters of notification had been sent out to the trainees and their families, since last week.

Security forces to ensure safe passage for NS trainees in two Sabah camps

PASIR MAS, March 16 – The National Service Training Department (JLKN) has sought the assistance of the security forces to ensure safe passage for the 900 trainees who have completed training at two camps located in the Ops Daulat offensive zone in eastern Sabah.
Its director-general, Datuk Abdul Hadi Awang Kechil, said the camps were the San Shui in Tawau and the Bagai Budi in Sandakan.
The trainees are among the 34,000 from the first batch of the 10th series of the National Service Training Programme who had undergone training at the 81 camps in the country over the past three months.
Abdul Hadi said the trainees at these two Sabah camps had been briefed on the intrusion by the Sulu terrorists in Lahad Datu and they would be able to disseminate the information to the people once they returned to their hometowns.
“We had instructed the commandants of the camps to brief the trainees so that they are clear about the intrusion and will not confuse the people,” he told Bernama at the Cancun Park training camp, here.

New batch of 42,000 trainees start national service

KUALA LUMPUR: Parents of over 15,000 national service trainees gave their 18-year-olds an emotional send off on Thursday.
A total of 15,461 trainees out of 42,000 left in 316 buses and 20 flights to the 81 camps nationwide. The remainder will depart over the next two days.
“All trainers are well prepared to handle the programme. We have also checked all the camps and they have been certified safe,” said deputy defence minister Datuk Dr Abdul Latiff Ahmad, after flagging off 49 buses that departed from the PLKN headquarters here on Thursday.
Some 140,000 trainees will be involved in the proramme this year.

KUALA TERENGGANU, Oct 7 — Twenty-seven National Service (NS) trainees at the Cenderawasih Cador camp in Pengkalan Berangan, Marang have been arrested over a fight involving two groups over a misunderstanding yesterday afternoon.

He said a group of 27 trainees, some of them armed with sticks, went after nine trainees over the allegation at about 3 pm and a fight ensued.
Nine trainees suffered injuries and bruises in the attack, Manoharan told Bernama today.

50,000 to start NS training on Sept 9
KOTA BARU (Aug 24, 2012): A total of 50,000 National Service (NS) trainees selected for the third batch of the ninth series of the programme are scheduled to begin their training on Sept 9.
National Service Training Department (JLKN) director-general Datuk Abdul Hadi Awang Kechil said today the department had notified those selected via mail or the JLKN website or text message.
The date gave the opportunity for the Muslim trainees to celebrate Aidilfitri with their fellow non-Muslim trainees as it was still within the festive period, he said.
“The camp commandants can opt to insert the Aidilfitri celebration in the orientation programme so that the trainees can get to know one another better,” he told Bernama.
On July 14, about 24,000 NS trainees from the second batch of the ninth series programme completed their training, enabling the Muslim trainees to observe the Ramadan fast and celebrate Aidilfitri with their families. – Bernama

NS to include ‘general election simulation’, says Zahid
KUALA LUMPUR, July 23 — A simulation of the general election process is among the improvements made to the nationhood module of the National Service Training Programme (PLKN).
Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi said the simulation, done with the co-operation of the Election Commission, would be entered into the module at 79 PLKN camps nationwide next year, with 14 camps picked as pioneers this year.
“It is hoped the simulation will give an understanding to the trainees on the importance of their involvement in the general election process and democracy practised in the country,” he said after launching the selection of the 10/2013 series of the PLKN, here, today.
Also present were National Service Training Department Director-General Datuk Abdul Hadi Awang Kechil, National Service Council Chairman Datuk Dr Tiki Lafe and Armed Forces Chief General Tan Sri Zulkifeli Mohd Zin.
Meanwhile, Abdul Hadi said all trainees involved in the module would act as candidates and supporters to form a mini government and allowed to put up posters when campaigning.
“We will give them logos to represent selected parties and the election process will take only three days,” he said, adding that the participation of all trainees was compulsory.

‘Victim not registered with National Service’
PORT DICKSON: A female trainee at Pusat Latihan Asas Tentera Darat (Pusasda) died after she hit her head on the edge of a bed at her hostel here early Friday morning.
In the 4am incident, Nur Syafiqah Mohd Yusuf, 19, was believed to have been pulling down the mosquito net when she slipped and hit her head on a bed next to hers.
Meanwhile, National Service Training Department corporate director Lt-Col Mohd Razak Omar clarified that the girl wasn’t registered with the National Service as reported yesterday.
“We have no records of her being in our camp in Port Dickson.”

65 PLKN trainees still under quarantine
KUALA NERANG: Some 65 National Service Training Programme (PLKN) trainees from Dusun Resort camp here are still under quarantine.
Director-General of National Service Training Department Datuk Abdul Hadi Awang Kecil said they include the two being treated at Kuala Nerang Hospital for H1N1 infection.
He was confident that the two trainees (female) would be allowed to return if there was no problem while 63 trainees were still in isolation in the camp.
“The isolated trainees do activities among themselves, rest, eat and take adequate medication. They don’t have fever but still cough as it takes some time to heal completely,” he reporters told at Dusun Resort camp here today.
The 303 trainees at Dusun Resort camp will end training on July 14.

NS trainees quarantined with H1N1 symptoms

ALOR SETAR: Ninety national service trainees at Dusun Minda National Service Training camp in Kuala Nerang have been quarantined after coming down with Influenza A(H1N1).
Eleven boys and four girls have been warded at the Kuala Nerang Hospital while the rest were treated with anti-viral medication and sent back to the camp.
Kedah Health Department director Dr Ismail Abu Taat said the trainees had on Tuesday complained of flu and cough to their camp commander and were sent to the hospital for a check-up.
He said the trainees were found to have H1N1 symptoms.
Dr Ismail said initial investigations revealed that a trainee had came down with high fever and it had spread to the others.

National Service (NS) Training Department director-general Datuk Abdul Hadi Awang Kechil said the joint activities were introduced under a programme to bring the community together with the trainees.
He said the requests for family participation were approved as a way to get a better understanding of the situation at the NS camp.
“The programme is available only at Batu Jong camp for now. Parents and guardians will take part in classes and outdoor activities attended by their children until noon only.

Compulsory NS training needs to be studied carefully
BAGAN DATOH (May 25, 2012): The suggestion to make the National Service(NS) Training Programme compulsory for all secondary school leavers in future needs to be carefully studied as it will involve high expenditure – up to RM1 billion a year, said Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi.
Currently, Ahmad Zahid said the government had to spent around RM260 million a year to train about 120,000 trainees.

Malaysia’s Nation Service (NS) began in 2003. Today it is the year 2008.
2008′s NS is the fifth stint. Each stint last 3 months.
- 5 stints x 3 months per stint = 15 months total NS time
Each stint is divided into 3 batches that begin NS at different times. Each batch has around 24,000 kids.
- 5 stints x 3 batches per stint x 24,000 kids per batch x = 360,000 kids
Since NS began in 2003, there have been around 21 dead. The latest one being reported just yesterday.
- 21 deaths over 15 months of NS time is 1.4 deaths per month
