..

Most web browsers display the URL of a web page above the page in an address bar. A typical URL could have the form http://www.example.com/index.html, which indicates a protocol (http), a hostname (www.example.com), and a file name (index.html).

KUALA LUMPUR: Four telecommunication companies will block URLs from being sent or received via short message service (SMS) to prevent online scams starting tomorrow (May 2).

A local daily reported that the four telcos are Maxis, Celcom, Digi and U-Mobile.

It is understood that the block would also apply to SMS requesting for users’ personal details such as their name, identity card number, and bank account.

The Communications and Digital Ministry has issued the directive to all telcos through the Malaysian Communications and Multimedia Commission (MCMC) to prevent consumers from becoming victims of online fraud.

Sin Chew Daily reported an MCMC source saying that the directive is currently not mandatory and the block will be implemented in stages.

Meanwhile, Maxis publicly announced the block on its website.
.

Maxis said the directive will be carried out in phrases.

“It starts with SMS between individuals. The blocking of URL in SMS sent by business via short codes such as 6XXXX, 2XXXX and 1XXXX will be done later and specific notification to business users will also be done.”

The company said consumers will not be charged if the SMS is blocked.

It added that consumers may still share links via social apps or instant messaging platforms such as WhatsApp, Facebook messenger and WeChat.

“Do not click on any links sent from unknown senders and to only login to your eWallet or online banking account via the official URL and mobile app.”

Singapore backs Aukus and says Australia could play ‘bigger role’ in regional security | Australian foreign policy | The Guardian

..

South-east Asia must not become ‘an arena for proxy wars’, the nation state’s foreign minister said

Singapore has strongly backed the Aukus defence pact, with ministers saying they trust Australia to play a bigger role in regional security and don’t want south-east Asia to become “an arena for proxy wars”.

After talks with Australian counterparts in Canberra on Monday, Singaporean ministers reaffirmed Australia’s nuclear-powered submarines would be welcome to visit once in service.

Singapore, in turn, received assurances from the Albanese government that Australia would remain a reliable supplier of gas.

Aukus has received a mixed response from members of the Association of Southeast Asian Nations, with Indonesia and Malaysia the most vocal in expressing concerns that the deal could add to a regional arms race.

But Singapore is relatively comfortable with Australia’s multi-decade plans to acquire a fleet of eight nuclear-powered submarines with help from the US and the UK.

Singapore’s minister for foreign affairs, Vivian Balakrishnan, said he had “absolutely no reason to doubt Australia’s commitment” to fulfilling its obligations under the Nuclear Non-Proliferation Treaty.

“When we say that we believe Australia is a constructive partner, it’s absolutely sincere,” he said.

“So even on Aukus … insofar as it contributes constructively to regional security we’re in support of it. We are comfortable with all the three partners within Aukus because with each of them we’ve had long-term relationships and that’s why I think we’re able to work together.”

Balakrishnan said Singapore wanted to ensure free access to the contested South China Sea as a right under the UN Convention on the Law of the Sea “and not by permission or grace of any power”.
.

Singapore’s defence minister, Ng Eng Hen, told reporters after the meeting that he believed Australia could “play a bigger role in our region”.

He said Australia was “not just an Indo-Pacifc country, but an Asian country”.

“We would welcome Australia’s ships and planes to our bases and ultimately when your submarines are ready we would welcome them to call on our ports.”

2021/134 “Southeast Asian Responses to AUKUS: Arms Racing, Non-Proliferation and Regional Stability” by William Choong and Ian Storey – ISEAS-Yusof Ishak Institute

..

Articles & Commentaries > ISEAS Perspective > 2021

EXECUTIVE SUMMARY

  • Southeast Asian responses to the Australia-UK-US (AUKUS) technology-sharing agreement, which aims to provide Australia with nuclear-powered submarines, have varied considerably.
  • Malaysia and Indonesia have warned the agreement could trigger an arms race, undermine regional stability and weaken nuclear non-proliferation regimes.
  • The Philippines’ national-security establishment has welcomed AUKUS though President Duterte shares the concerns of Malaysia and Indonesia.
  • Singapore and Vietnam have been implicitly supportive of the tripartite pact while Thailand has remained silent.
  • Concerns over arms racing and nuclear proliferation are overblown. AUKUS is a response to China’s rapid military modernisation and assertive behaviour in the maritime domain. Australia’s acquisition of nuclear submarines will not violate non-proliferation treaties.
  • AUKUS is a wake-up call to ASEAN that it needs to be more proactive on security issues and cannot take its centrality for granted.
